Ottawa man charged with Child Pornography and drug offences

FOR IMMEDIATE RELEASE: Wednesday, April 3, 2019         12:42pm

(Ottawa)–From early November 2018 to late January 2019, the Ottawa Police Service Internet Child Exploitation Unit (ICE) received several reports from various social media platforms in relation to the distribution of images of Child Pornography. 

Subsequent investigation and production orders on the Internet Service Providers revealed that the offences occurred at an address in the area of Carleton Square in Ottawa. 

On Thursday, March 28, 2019, a search warrant was executed at that address. Electronics devices were forensically examined that revealed an extensive collection of Child Pornography. 

With the assistance of the Cornwall Police Service, the wanted suspect was located and arrested in their jurisdiction. 

Kyle CARRIERE, 30 years old, of Ottawa, is charged by Ottawa ICE Unit with:

  • Possession of Child Pornography s. 163.1(4) of the Criminal Code   x5
  • Breach sex offence condition order s. 161 (4) of the Criminal Code   x2 

Additional charges were laid by Cornwall Police Service:

  • Possession of property obtained by crime s. 355(b) of the Criminal Code   x1
  • Unauthorized possession of a weapon s. 91(2) of the Criminal Code   x1
  • Possession of schedule I s. 4(1) of the CDSA   x1
  • Trafficking in substance schedule I s.5(2) of the CDSA   x1 

Kyle CARRIERE remains in custody in Ottawa. 

He has connections to Cornwall, Newmarket, York, Toronto and the Ottawa area. The investigation continues.

Suspect arrested while breaking and entering in Barrhaven

FOR IMMEDIATE RELEASE: Thursday, April 4, 2019      9:00am 

(Ottawa) – On Tuesday, April 2, a Barrhaven resident arrived at home in the early afternoon and confronted a male suspect inside the home. The 15 year old resident exited the home and immediately called 911. 

Frontline officers arrived on scene quickly in the 1-100 block of Southam Way and located the male suspect who was still in the home. The male was arrested without incident.  

Yezen AL-KATTA, 18 years old of Ottawa, is charged with:

  • Break and Enter and commit an indictable offence (theft)
  • Mischief under $5000
  • Possession of Break and Enter instruments 

AL-KATTA will be in court on May 6, 2019. 

Break and Enter Investigators are asking residents in the area to check their home security footage for any suspicious persons that might have come to the door or passed in front of the home.   Anyone with information or security footage regarding these incidents is asked to contact the West Break and Enter Unit at 613-236-1222 ext 2655.

Male suspect to identify from a theft on St-Laurent Blvd, video available

FOR IMMEDIATE RELEASE: Friday, April 5, 2019             12:40pm

(Ottawa)–On Saturday, February 2, 2019, at approximately 2:25am, a female customer purchased food from a fast food restaurant located in the 1000 block of St-Laurent Blvd.  After having received her order, she walked away forgetting her purse at the cash.  

Soon after, the next client (male) came to the counter, ordered food, and while waiting, he looked through the abandoned purse.  An undisclosed amount of money and identity cards were taken while the employee had her back turned to him.  The male suspect completed his purchase and left the counter, leaving the purse behind.

The suspect is described as a black male, thin build with short black hair.  He was wearing a white baseball cap with NY sign in front, striped scarf (colors are grey, white, maroon), black shirt with white logo on the left chest side, ¾ dark beige jacket, and light colored jeans. (see the video in the attachment below and picture).

Homicide Investigation: Jolliet Ave.

(Ottawa) - The Ottawa Police Service Major Crime Section has charged Jed Ootoova, a 29 year-old man, in relation to the homicide of Abigail Ootoova, aged 54.

Ottawa Police responded to an address on the 100 block of Jolliet Avenue yesterday, at about 5 PM, after reports of a disturbance. They discovered Abigail Ootoova deceased.

Jed Ootoova has been charged with 2nd degree murder.

Stabbing on Eiffel Avenue

(Ottawa) – The Ottawa Police Service is investigating a stabbing on Eiffel Avenue.

On Friday, April 5, 2019 at approximately 10:30 pm, Frontline officers responded to a report of a stabbing in the 900 block of Eiffel Avenue. A male in his 40s was located suffering from a stab wound. The male was taken to hospital with non life-threatening injuries.

The West Criminal Investigations Section is investigating.

53 year old Ottawa male wanted for threats

(Ottawa) – An Ottawa man is wanted by the Ottawa Police Service Central Criminal Investigations Unit in relation to several incidents from recent days.

Kevin NIERENHAUSEN, 53 years old, of Ottawa is wanted in relation to the following charges:

*       Uttering Threats x2

He also has outstanding arrest warrants in two other jurisdictions for:

*       Uttering Threats x7
*       Assault x2
*       Failure to Appear in Court x5

NIERENHAUSEN is described as a Caucasian male, 5’10” (178 cm), 210 lbs (95 kg) with grey hair (balding). He is believed to be in the Ottawa area (view picture.)

Robbery suspect arrested in the Carlington area

FOR IMMEDIATE RELEASE: Tuesday, April 9, 2019     1:08pm 

(Ottawa)–Early this morning, a search warrant was executed in the 1000 block of Silver Street in the Carlington area, and a man was arrested at the residence.

During the first week of February of 2019, three robberies took place in early February 2019. Investigators found that a male suspect entered various places of business - including a banking institution, a convenience store and a fast food restaurant - passed a note and demanded money.  

Muse ABDIRAHAMAN, 20 year old of Ottawa is facing the charges of:

  • Robbery with violence x1
  • Robbery x3

The three incidents occurred as follows:

  • Friday, February 1, at 9:56am, in the 1300 block of Baseline Road;
  • Thursday, February 7,  at 7:08pm, in the 700 block of Baseline Road;
  • Thursday, February 7, at 7:30pm, in the 700 block of Baseline Road.

ABDIRAHAMAN is scheduled to appear in show cause court this afternoon.

Robbery and assault suspect to identify, with pictures

FOR IMMEDIATE RELEASE: Tuesday, April 9, 2019     1:57pm 

(Ottawa) – The Robbery Unit is investigating a robbery that took place on Saturday, January 19, 2019 at approximately 6:45pm in Kanata.

Two men came to a home to meet the seller of a phone, who had placed a classified advertisement online. The male suspects assaulted the seller and stole his phone. They left the area on foot.

Frontline officers attended the residence of the victim in the area of Marconi Avenue and Maxwell Bridge Road. The victim suffered serious injuries.

The Robbery Unit continues to investigate and wish to identify one of the male suspects.

He is described as a Black male, stubble (unshaven), medium build (see pictures). There are no pictures available for the 2nd male suspect.

Police offer the following safety tips for those who utilize social media sites to arrange meetings and transactions:

  • When buying or selling, you should meet in person to thoroughly inspect the product and then exchange funds. Meet in a public place with many people around, ideally one that is under video surveillance;
  • Attend with a second person, and consider leaving your item or cash in a vehicle or with the other person as you assess the credibility of the other party;
  • Sellers should always arrange to speak with the potential buyer over the phone ahead of the meet up. If something seems suspicious, walk away;
  • It’s up to the seller to choose the location. The buyer should never dictate the terms. At the meeting, write down the licence plate of any vehicle number when they arrive at the meeting.
  • If you are purchasing a cellular phone, ensure you get the IMEI number and call any service provider to verify that it is not lost/stolen. Once you have acquired the phone, make sure the IMEI # is the same as the one you pre-checked.

Should you become a victim of a similar robbery, the following steps are recommended:

  • Do not resist your attackers, they may be armed and this could lead to serious injury or death;
  • Try and memorize their faces, clothing and license plates if they leave in vehicles;
  • Report the incident to Police as soon as possible.

Stolen Parcels Investigation in the area of Island Park Drive and Holland Avenue

(Ottawa) – On Monday, April 8th, 2019 at approximately 1:30 pm frontline officers responded to a vehicle in the area of Holland Avenue and Island Park Drive where its occupants were observed attending multiple residences stealing parcels left on their doorstep.  Officers were able to locate and arrest a lone male who had numerous packages with none addressed to him.

Ottawa Police request the residents in the area bound by Scott Street, Carling Avenue, Holland Avenue and Preston Street who received notifications of delivered packages but where no packages were present to contact Ottawa Police Criminal Investigative Unit as they may have been recovered.

Ongoing Robbery investigations in Riverside South

FOR IMMEDIATE RELEASE: Wednesday, April 10, 2019       9:20am 

 (Ottawa) –The Ottawa Police Service Robbery Unit has been investigating multiple personal robberies involving youths.   Victims were robbed of cash and electronics.   No injuries have been reported at this time.  Also assisting within these investigations are the School Resource Officers (SROs) and Community Police Officers (CPOs) who work closely with the youths in the communities and schools.

The incidents occurred between March 24, and April 7.

Ottawa man charged with four incidents of Thefts from vehicles

FOR IMMEDIATE RELEASE: Wednesday, April 10, 2019     11:15am 

(Ottawa) – Early on April 9th, Frontline officers arrested a male wanted for numerous thefts from inside vehicles in the east end of Ottawa.  

Frontline Directorate (FLD) officers set up in an area where thefts from vehicles were high.  K9 officers did a proactive search and located the male suspect inside a vehicle in the 3000 block of St. Joseph Blvd. He was arrested without incident after a foot pursuit involving K9 Trix. 

The East Criminal Investigation Unit charged Adam Randall David REID, 30 years old of Ottawa with:

  • Four counts of Possession of Property Obtained by Crime
  • Four counts of Failure to comply with a Recognizance
  • Eleven counts of Fraud or Attempted Fraud
  • Eleven counts of Use of a Credit Card obtained by an Offence 

REID was also wanted on numerous outstanding warrants. The investigation is ongoing and it is anticipated that more charges will be laid. 

He appeared at show cause court on April 9th. 

“This is a great example of proactive work by FLD officers and Canine Unit, who set up containment for a canine track and subsequently arrested a wanted suspect,” said Supt. Joan McKenna, with Community Relations and Frontline Operations. “Their efforts combined – aligned with the investigative work by Criminal Investigations – brought us to this result.”

Commercial robbery suspect arrested

FOR IMMEDIATE RELEASE: Wednesday, April 10, 2019    1:46pm

(Ottawa) – On Tuesday, April 9, at 10:15pm, Frontline officers attended the 1700 block of St-Laurent blvd, where a commercial robbery was taking place. 

The suspect male had entered the commercial establishment, armed with a screwdriver, and demanded money from the clerk. He then left on foot with an undisclosed amount of money. No injuries were reported.

Officers, who were on their way to this incident, noticed a male matching the same description as the suspect involved. Upon investigating further with this male, he was arrested without incident. The screwdriver and the money were seized. 

Sylvester Kuuk TARRAZ, 29 years old of Ottawa, is facing charges of:

  • Robbery
  • Possession of a weapon
  • Breach of probation 

TARRAZ will be attending show cause court this afternoon.

Statement by Chief Charles Bordeleau on Fraud investigation

FOR IMMEDIATE RELEASE: Wednesday, April 10, 2019    3:01pm

(Ottawa)--The Ottawa Police Service has conducted a review of the investigative actions taken in relation to a complaint of fraud reported by the City of Ottawa in 2018.

The complaint was taken seriously and the proper steps were taken to ensure that relevant authorities were engaged in the investigation.

In terms of this case, officers were dispatched to the City to take the initial complaint on July 11, 2018.

Officers were instructed by Fraud Investigators to take the report and collect evidence such as emails.

Officers determined the money was wired to an account outside of Canada.

OPS became involved in an investigation along with US Secret Service and RCMP. No suspects were located in Canada.

Special Agents conducted a US-based investigation leading to the seizure of some funds. A U.S.-based arrest has taken place in relation to this file. 

Throughout the process, OPS investigators remained aware of the file and continued to keep the City updated. They also acted as the liaison between the Secret Service and the City arranging for disclosure, evidence retrieval and a petition for the recovery of the funds.

These types of crimes are often perpetrated by international groups and individuals and are difficult to investigate and resolve. This can be frustrating for victims and investigators. That is why education and awareness about all types of frauds is so important.

Another Gun and more drugs taken off the Streets

FOR IMMEDIATE Thursday, April 11, 2019         11:35am 

 (Ottawa) –Early this morning, Frontline officers on patrol spotted a vehicle at Bank Street and Albion Road that had recently fled police during a traffic stop. The license plate returns to a man that has a warrant for his arrest in Quebec.   

Officers conducted a rolling block tactic traffic stop.   The male was arrested for the warrant without incident.  In the vehicle, a loaded handgun was seized and also a quantity of drugs. 

Christopher LEE-JONES, 31 years old, of Ottawa is facing charges of:

  • Possession of a weapon
  • Unauthorized possession of a firearm
  • Unauthorized possession of a prohibited weapon
  • Unlicensed person for possession of a weapon
  • Unauthorized possession of a firearm in a motor vehicle
  • Possession of a loaded prohibited or restricted firearm
  • Possession of a firearm knowing serial number is altered
  • Careless storage of a firearm, weapon
  • Possession for the purpose of selling cannabis
  • Possession of  Schedule I substance for trafficking
  • Possession of proceeds of crime exceeding $5000 

LEE-JONES will be in show cause court this morning.

Robbery suspect to identify from Bank Street investigation

FOR IMMEDIATE RELEASE: Thursday, April 11, 2019      12:30pm 

(Ottawa) – The Ottawa Police Robbery Unit is trying to identify a male suspect involved in a theft from a retail store along the 2000 block of Bank Street on March 30th. The male was confronted by the LPO (Loss Prevention Officer) in the store. A struggle ensued between both, and the male deployed pepper spray into the eyes of the LPO. He then left on foot going Northbound on Bank Street. 

The suspect is described as a white male, approximately 30 to 40 years old, 5’7” - 5’10” (170cm – 178cm), medium build, goatee. At the time of the incident, he was dressed in a fluorescent orange work jacket, black pants, a Toronto Blue Jays tuque and carried a dark-coloured backpack (view picture.) 

The LPO received medical treatment at the scene, and did not suffer any lasting injuries.

Police arrest five suspects following a personal robbery in the Downtown area

FOR IMMEDIATE RELEASE: Thursday, April 11, 2019      1:52pm

(Ottawa) – At 9:30pm on Wednesday, April 10th, a man was walking through a park in the Downtown area when he was approached by five unknown males. One of them brandished a small axe and the suspects demanded his money. The victim handed over his wallet, which carried money, identity cards and credit cards and the suspects left the park. No injuries were reported. 

Frontline officers were provided a description and the direction of travel for the suspects.   During the attempts in finding the culprits, the victim contacted his bank to cancel the cards.   The bank informed him that one of the cards was being used at a fast food location on Rideau Street. The officers were informed and located the suspects.    

Five individuals were arrested. One of the suspects resisted the arrest and spat on the officers.  All five were arrested with no further incident.   

Nicholas C MILLS, 22 years old of Ottawa, is charged with:

  • Breach of probation  

Joel SARAULT, 21 years old of Ottawa:

  • Assaulting Police
  • Uttering threats
  • Breach of probation x2 

Both MILLS and SARAULT are jointly charged with:

  • Robbery with an offensive weapon
  • Weapons dangerous
  • Conspiracy
  • Fraudulent use of credit card 

Three male youths (14, 15 and 15 years old) have been charged with:

  • Disguise with intent
  • Carrying a concealed weapon
  • Robbery with an offensive weapon
  • Weapons dangerous
  • Conspiracy
  • Fraudulent use of credit card 

Four of the charged males are expected to be at show cause court today; and one on May 14th.

Drugs, cash and a gun seized after four search warrants executed

FOR IMMEDIATE RELEASE: Thursday, April 11, 2019     3:44pm   

(Ottawa) – The Ottawa Police Service PIVOT and Guns & Gangs Unit have arrested and charged three males following a one-month-long investigation into drug activities that resulted in four search warrants being executed in the last two days. The locations of the searches will not be released at this time, as this is an ongoing investigation.

Bradley CRISPIN, 22 years old of Ottawa, is facing charges of:

  • Possession of proceeds of crime over $5000
  • Possession of cannabis for the purpose of distribution

Kyle POWERS and Brett MACGREGOR-VANRASSEL, both 22 years old, and from Ottawa, are facing charges of:

  • Possession of proceeds of crime under $5000
  • Possession of cocaine for the purpose of trafficking

Seized items include:

  • Cocaine
  • Marijuana
  • Canadian currency
  • Firearm

All three males were released on a promise to appear.

The recovered-firearm-related investigation is ongoing. The Guns and Gangs Unit continues to investigate.

Ottawa man arrested for a string of commercial robberies

(Ottawa) –The Ottawa Police Robbery Unit have charged Daniel KILPARTRICK with a series of robberies and thefts that have been occurring throughout the city. Along with the robberies KILPATRICK admitted to being responsible for multiple thefts ranging from mid February to mid March. 

Shoplifting incidents:

  • Friday, February 15 at 10:45pm in the 400 block of Hazeldean Road
  • Monday, February 25 at 6:40pm in the 800 block of March Road
  • Tuesday, March 5 at 6:10pm in the 1100 block of Blair Road
  • Friday, March 8 at 10:40pm in the 1100 block of Blair Road
  • Saturday, March 9 at 4:15pm in the 1100 block of Blair Road 

Robbery incidents:

  • Wednesday, March 6 at 10:15pm in the 3700 block of Strandherd Drive
  • Friday, April 5 at 6:30pm in the 1100 block of Klondike Road
  • Friday, April 5 at 7:15pm in the 600 block of Eagleson Road 

KILPATRICK, 56 of Ottawa is facing charges of Robbery with an offensive weapon x2, Theft under $5000 and multiple theft charges for shoplifting. 

KILPATRICK will be in show cause court this morning.

Three suspects arrested for a stabbing incident on Bank Street

FOR IMMEDIATE RELEASE: Friday, April 12, 2019     10:52am 

 (Ottawa) –On Thursday, April 11, at approximately 4:20pm, Frontline officers attended the 1300 block of Bank Street for a report of a stabbing.   Officers located an 18 year old male victim inside of a commercial establishment suffering from a stab wound.  He was treated by paramedics at the scene and then transported to hospital with non life threatening injuries. 

Officers located the scene where the stabbing took place within an apartment building in that same block.  Officers continued to canvass the area looking for the suspects.   

The investigation led to identifying three individuals.   Investigators and Frontline officers later arrested three males. 

Hussein BASSAL, 19 years old, of Ottawa, is charged with:

  • Assault with a weapon  x2
  • Conspiracy to commit an indictable offence
  • Possession of a weapon  x2
  • Assault cause bodily harm
  • Administer noxious thing with intent
  • Fail to comply with a probation order   x2
  • Fail to comply with a recognizance 

Moustafa ASSI, 19 years old, of Ottawa, is charged with:

  • Assault           
  • Compiracy to commit an indictable offence 

Reza MONTAZER, 19 years old, of Ottawa, is charged with:

  • Assault
  • Conspiracy to commit an indictable offence 

All three attended show cause this morning. 

East Criminal Investigators are still looking to speak to any witness that was in the area of the stabbing.
