Purchase of pre-paid gift cards scam targeting businesses in Ottawa area

(Ottawa) –The Ottawa Police Organized Fraud Unit is warning the community about a recent fraud that has been reported in the Ottawa area.  Employees at businesses, particularly those who are in administrative positions, have been receiving email messages that appear to come from the CEO of their company.  

The emails are asking the employee to purchase prepaid gift cards and to forward the number on the cards back to the supposed CEO.  The employee later finds out that it was not the CEO who has sent the email and that there is no balance remaining on the card.  

Upon closer examination of the original email, it is found not to have come from the CEOs email but from a very similar address that may only differ by one or two letters or by a slightly different domain name. 

The numbers off of the prepaid cards are then sold on the web and usually spent within minutes in foreign countries. 

Businesses are encouraged to maintain strict protocols for ordering and authorizing financial transactions by email.

The Ottawa Police Service Organized Fraud Unit is advising the public that are or have been victims of this scam to contact the Ottawa Police and make a report at 613-236-1222 ext. 7300 or online at ottawapolice.ca.

Suspects to identify in relation to criminal activity

FOR IMMEDIATE RELEASE:  Monday, November 18, 2019     11:00am 

(Ottawa)--The Ottawa Police Service is asking for the public’s help in identifying two male suspects involved in criminal activity on Sunday, October 27, 2019 at approximately 8:15pm.  Investigators can’t go into any details of the incident at this time. 

The first suspect is described as a Caucasian male, in his 20s-30s, 5'10”-6'4” (178-193cm), thin build with red hair. At the time of the incident he was wearing a black hoodie, blue jeans and carrying a red cell phone. (See photos) 

The second suspect is described as a Caucasian male, in his 20s-30s, 5'10”-6'4” (178-193cm), thin build. At the time of the incident he was wearing a grey hoodie with the hood up, black jeans, a blue jacket and carrying a black backpack. (See photos)

Charges laid against an Ottawa man in the stabbing on Iris Street

FOR IMMEDIATE RELEASE: Monday, November 18, 2019      11:35pm 

(Ottawa) – Ottawa Police Frontline officers responded to astabbing in the 2600 block of Iris Street on Friday, Nov 8th, 2019 at approx. 11:50am where two adult men suffered serious but non life-threatening injuries. 

As a result of the investigation by West Criminal Investigations, Abdel ARAB, 20 years old, of Ottawa was identified as the suspect.  

He turned himself in at the Courthouse today and he will be charged with:

  • Carrying a Concealed Weapon
  • Common Nuisance/Endangering Safety of Public
  • Possession of a Weapon Dangerous to Public Peace 

He is scheduled to appear in court today.

Seizure of sawed off .22 calibre rifle from an Armed Robbery

FOR IMMEDIATE RELEASE: Monday, November 18, 2019    2:16pm

(Ottawa) – The Ottawa Police Service received a 911 call that an armed robbery was taking place in the 1000 block of Teron Road at 9:10pm on Sunday. Frontline officers attended the area and met with the two victims.  A 20 year old male victim had suffered a stab wound, considered non- life threatening.   And a 20 year old female victim suffered no physical injuries. Details of the event and descriptions of the suspects were given to officers. 

Two suspects matching the description were arrested a short distance away. Officers seized a .22 calibre rifle and a knife, which were both used during the offence.  

Gubar A. ATEM, and Charles Eugusis WOOD, both 19 years old of Ottawa are jointly charged with:  

  • Use / handle / store a firearm carelessly
  • Point a firearm  x2
  • Possession of a weapon for committing an offence
  • Possession of a prohibited firearm without holding a licence
  • Unlicensed person possess a prohibited weapon
  • Possession of a prohibited weapon knowing no authority
  • Occupy a motor vehicle with firearm
  • Possess loaded regulated firearm
  • Robbery using firearm  x2
  • Mischief / damage to property not exceeding $5000
  • Conspiracy to commit an indictable offence
  • Possession of cannabis for the purpose of distributing 

ATEM is also facing a criminal charge of Having a face Masked / Disguised. 

Both ATEM and WOOD are scheduled to attend show cause court today.

Join us at the fifth annual Ottawa Police Human Rights Learning Forum on December 4th

(Ottawa) — The Ottawa Police Service (OPS) is hosting its fifth annual Human Rights Learning Forum: From Recommendations to Action – Traffic Stop Race Data Collection Project (TSRDCP) and Diversity Audit Reports in recognition of Human Rights Day Dec 10th. It is taking place on Wednesday, December 4, 2019, from 8:00am to 12:00pm at the Saint Elias Banquet Centre, located at 750 Ridgewood Avenue. 

At this Learning Forum, participants are invited to partake in an interactive engagement session to share key findings from these reports and the Draft Equity, Diversity, Inclusion (EDI) Action Plan that will be before the Ottawa Police Services Board (OPSB) in the first quarter of 2020 for approval. 

The objectives of the Learning Forum are to:

  • Present key findings of the Diversity Audit and TSRDCP reports (released on November 20th as part of the OPSB Agenda for the meeting on November 25th); and introduce the Ottawa Police Equity, Diversity, Inclusion (EDI) draft Action Plan;
  • Provide attendees with the opportunity to offer feedback, as well as enhance transparency and accountability for our Service; and
  • Present key preliminary actions towards OPS’s ongoing commitment to becoming a more ‘Equitable, Diverse and Inclusive’ organization.

Ottawa man charged with sex offences

 (Ottawa) –The Sexual Assault and Child Abuse Unit charged Paul BATCHELOR, 34 years old of Ottawa, with three counts of Sexual assault involving three female victims. 

The investigation found that, between 2009-2016, he met women on social media sites, and/or in evening events.  

He was arrested today without incident and is scheduled to attend show cause court today. 

Investigators believe there are further victims.

Male suspect to identify in Klondike Road commercial robbery

FOR IMMEDIATE RELEASE:  Tuesday, November 19, 2019    4:09pm 

(Ottawa)—The Ottawa Police Service Robbery Unit is looking for assistance from the public in identifying a male suspect involved in a robbery in the West End of Ottawa. 

On Friday October 18, 2019, shortly after 7:00 p.m, a disguised male suspect, armed with a handgun, entered a bank in the 1100 block of Klondike Road. He approached a teller who was standing in front of the counter, pushed the teller and pointed the gun at several tellers demanding money.  The suspect was given an undisclosed amount of money before fleeing the bank. 

The suspect is described as a Caucasian male, approx. 5’11” (180cm), 200 to 210 lbs (91-95kg). He was wearing a black or dark green zipped up jacket, camouflage hooded shirt or sweater, navy blue sweat pants, green fluorescent gloves, black ski mask with the eyes cut out, black running shoes with white colour around the sole. He fled the area in what is believed to be a white vehicle.

Ottawa man charged in several commercial robbery incidents

 FOR IMMEDIATE RELEASE: Tuesday, November 19, 2019    4:30pm 

(Ottawa) –The Ottawa Police Service Robbery Unit has charged John AOKAUT, 29 years old of Ottawa with two counts of Robbery and one count of Theft under. 

On November 16, 2019, a male suspect entered a business in the 200 block of Elgin Street, concealed items on his person, and left without paying.  

Later the same day, he returned to the same location and repeated the same crime.   When confronted by staff employee, the suspect punched the employee in the face.   A second employee intervened and was also assaulted.   The suspect then fled the area with more stolen goods. 

John AOKAUT is charged with:

  • Robbery x2
  • Theft under $5000
  • Shoplifting x7
  • Breach of Probation 

He is facing numerous charges that are from various commercial businesses throughout the city. 

He is scheduled to appear in court today.

Traffic Stop Race Data Collection Report and the Diversity Audit Report Findings

(Ottawa)—The Ottawa Police Service released the findings of two independent reports that were commissioned by the service to address issues related to equity, diversity and inclusion today.

The Traffic Stop Race Data Collection Project Report II and the Diversity Audit were completed earlier this month and are part of the agenda for the November 25th Ottawa Police Services Board meeting.

“The reports contain difficult findings, but they also contain opportunities to address systemic barriers and make policing better for everyone – the community and our members,” said Chief Peter Sloly. “Bias, racial profiling, and other forms of discrimination exist in society and that means they can exist in policing. These documents are proof for me that several substantive efforts have been underway to address community and member concerns.”


The Traffic Stop report shows that, while there are modest decreases in the high disproportionate rates since the last report, it also shows high disproportionate rates of Black and Middle Eastern males being stopped.


The Diversity Audit shows that, while OPS is making progress in many areas such as outreach recruitment and Neighbourhood Resource Teams, there is still work to do on leadership and governance, policy, human resource management, promotional processes, and community policing and engagement.


“One of the reasons I came to the Ottawa Police Service was because I recognized OPS as a police leader on equity, diversity and inclusion. These reports provide our Service the information we need to improve,” said Chief Sloly. “This is an organizational responsibility. This community has our commitment that this organization will put in place the changes we need to improve our systems. These are not easy issues to face in any profession and I know that community comments and criticism are felt by frontline police officers first.”

The reports also detail the OPS commitment to develop an action plan with significant inputs that have been gathered from police and community partners.

As part of this work, an Equity, Diversity and Inclusion Action Plan will be developed with community partners to identify and address bias, underperforming or non-performing systems like HR policies or like the deployment model and improve the felt or lived experience of the community.

“This plan and the change it will bring is as much to help the community as it is to assist our members do their jobs and serve our community in the most effective way possible,” added Chief Sloly. “We are going to continue to strive for professional and equitable policing.  We have to work together to move from reports and recommendations to greater action.  And together we’ll create a plan by January 2020 that measures our progress along the way.”

Dominic is described as a white male, 5’5” (165cm), athletic build, short salt and pepper hair, possibly wearing glasses. (view photo) 

He was last seen at approximately 9:00 am on Tuesday, November 19, 2019 in the East end of Ottawa possibly driving his vehicle a blue Jeep Patriot, Ontario plates BFTA 240. His family is worried for his well-being.

Shooting investigation on Meadowlands Drive

 (Ottawa) –This morning at 6:30am, Ottawa Police Service received 911 calls regarding a shooting that took place in the 1300 block of Meadowlands Drive. 

Frontline officers attended the area and located a male victim in his 50s suffering from gunshot wounds.   A passerby was tending to his injuries.  Ottawa Paramedics transported him to hospital in critical conditions.   He remains in hospital in critical conditions. 

Guns and Gangs Unit continue to investigate.   No suspect(s) have been arrested.

Second man charged in Jolliet Avenue homicide

Arrest in homicide investigation from Jolliet Avenue

(Ottawa) – On Wednesday, February 20, 2019 at 1:30pm, Ottawa Paramedics contacted Ottawa Police about a suspicious medical call where a man in his 50s suffered serious injuries by unknown reasons at the time of arrival. Frontline officers attended both the hospital to meet the injured man and also attended an address on Jolliet Avenue. 

The investigation continued to discover this being a serious assault.   

Gaetan Jolin, 55 years old, of Ottawa succumbed to his injuries early Thursday morning. 

On Sunday, Major Crime investigators have arrested Michael LEDUC, 43 years old, and charged him with second degree murder. 

LEDUC appeared in court Sunday morning.

Right Place, Right Time: Neighbourhood team stops Crime in Progress

The new Neighbourhood Resource Team (NRT) nabbed a hit and run suspect with the help of Patrol and Traffic officers as well as members of the public.

They were working in Vanier at 12:30 pm Tuesday when a 911 call came in for a hit and run collision on Montreal Rd. A vehicle traveling westbound had turned suddenly in front of an eastbound car and the driver took off before police arrived.

The NRT, along with Traffic and Patrol officers, searched the area and located the suspect vehicle abandoned. Thanks to the help of observant witnesses, NRT officers quickly found the 30-year-old man hiding in a bus shelter and arrested him.

The man is charged with several Highway Traffic Act offences:

  • Drive while suspended
  • Fail To Remain at the scene of a collision
  • Operate a motor vehicle without insurance
  • Use plates not authorized for the vehicle
  • Driving without a licence

The incident is alarming because the man showed little regard for public safety, not only because he lacked the proper driving documents, but continuing to drive while suspended and in a manner that put other road users at risk.

This is just one of many stories about the new NRT unit, which started working in the city October 21. Not only do they respond to crime in progress, but the teams also actively work to build relationships within their assigned neighbourhoods, with a focus on public safety. For the past month, they have been a visible presence in three assigned areas to respond to local concerns and priority calls when there is an immediate need for police response.

Ottawa woman charged with Fraud Over $5000 and Uttering a Forged Document

(Ottawa) — The Ottawa Police Service Organized Fraud Unit has charged an Ottawa woman with Fraud Over $5000 (x1) and Uttering a Forged Document (x1). 

The woman defrauded her employer while working in the financial offices within the hospitality industry. She did not drop off cashier deposits, took commission cheques, did not report them and uttered a forged cheque. 

The events are believed to have occurred over a 4-year period, starting in 2013. The amount defrauded is estimated at about $250,000. 

Nicole HUMBY, 39 years old, was arrested on October 28, 2019 and was released with a Promise to Appear in court on November 26, 2019.

Drugs seized, charges laid after two warrant executions

(Ottawa) — The Ottawa Police Drug Unit executed two search warrants yesterday, one in the 1500 block of Goth Avenue and the other in the 1-100 block of Bradley Cole private, and four people were charged. 

Seized items include:

  • Cocaine
  • Hydrocodone
  • Xanax
  • Oxycodone
  • Cannabis
  • Currency
  • A hydraulic press
  • Two bulletproof vests
  • Digital scales
  • A money counting machine
  • A 2014 Mercedes Benz automobile 

All seized drugs are still to be analyzed by Health Canada.  

Charges were laid as follows: 

Mousa ABDUL-HUSSEIN, 26 years old (m) of Ottawa:

  • Possession for the Purpose of Trafficking in a Schedule I substance (cocaine) x2
  • Possession for the Purpose of Trafficking in a Schedule I substance (oxycodone)
  • Possession of Schedule I substance (hydrocodone)
  • Possession of Cannabis for Purpose of Distributing
  • Possession of Proceeds of Crime over $5000.00
  • Possession of Proceeds of Crime under $5000.00 

Miriam KHOURY, 24 years old (f) of Ottawa:

  • Possession for the Purpose of Trafficking in a Schedule I (cocaine)
  • Possession of Schedule I substance (hydrocodone)
  • Possession of Cannabis for Purpose of Distributing
  • Possession of Proceeds of Crime over $5000.00 

Samar ABDUL-HUSSEIN, 52 years old (f) and Khalil TFAILY, 55 years old (m), both of Ottawa:

  • Possession for the Purpose of Trafficking in a Schedule I (cocaine) 

Mousa ABDUL-HUSSEIN is scheduled to appear in court today. The three other charged people have been released on a Promise to Appear.

(Ottawa)— The Ottawa Police Service is seeking the public’s assistance in locating missing Jaila Gough, 12 years old of Ottawa.  Her family is concerned for her well-being.   

She was last seen on November 21st at midnight in the area of Cheryl Rd in Ottawa. 

Jaila is described as a Black female, 5’1”(155cm), 100 pounds (45kg), slim build, and shoulder length dark brown hair that may be worn in a pony tail.  She was last seen wearing black leggings, a grey hoodie, white DC shoes and carrying a small black leather back pack. 

Jaila is known to frequent the area of Bayshore and Starbucks coffee shops.

Man charged with Child pornography offences

(Ottawa) – In November of 2019, the Ottawa Police Service Internet Child Exploitation Unit initiated a proactive investigation of an individual believed to be in possession of child pornography. 

On November 21st, a search warrant was executed on digital devices belonging to the individual. 

As a result, Daniel Jack Joseph GODOIN, 64 years old of Ottawa is charged with:

  • Unlawful Possession of Child Pornography x2
  • Making Child Pornography Available x1 

He will appear at show cause court this morning.

Blog: Police visit to couple's home changes how they treat one another

A call to police by a concerned neighbour about a loud argument in the apartment next door resulted in an overwhelmed couple finding new ways to cope.

The call in late October was taken by Sgt. Jeff Simpson, a 20-year vet of the Ottawa Police Service. “First of all, I commend the neighbour who called police immediately so we could deal with it. You never know when a simple argument can escalate into something more serious.”

In speaking to the couple, Sgt. Simpson learned they were sleep-deprived and stressed by the ongoing demands of caring for a sick infant with weekly physiotherapy, occupational therapy and chiropractor visits, in addition to everyday infant care, work pressures and bills to pay.

“It was taking its toll,” he said.

A father himself and a shift worker, Sgt. Simpson understands how hard it can all be. He offered them this advice: “Don’t allow yourselves to be divided by daily obstacles. Always make time for each other and recognize each other’s needs. You’ll be surprised how much easier the other stuff becomes when you make supporting each other your first priority. And your son will benefit most of all.”

A few days later, the woman left a letter for Sgt. Simpson to let him know the impact his words had on their family. “You brought back a sense of hope and peace. Your words have truly changed the manner in which we interact with one another… each day, one lesson and one prayer at a time, we are becoming better versions of ourselves. And it reminded us that it’s okay to ask for help.”

Missing 20 year old female

 (Ottawa) –The Ottawa Police Service is seeking the public’s assistance in locating missing Tangela Liles, 20 years old of Ottawa.  Her family is concerned for her well-being.   

Tangela was last seen yesterday around the 6300 block of Mary Jane Crescent. 

She is described as a Caucasian woman, 5’2” (157cm), 100 lbs (45kg), slim build. She has shoulder length blond hair with blue streaks in the back. (See photo)

Missing 38 year old female to locate (name correction)

(Ottawa)— The Ottawa Police Service Missing Persons Unit is seeking assistance of the public in locating missing 38 year old Sally Livingstone, of Ottawa.  There are concerns for her safety.

Sally was last seen in the O’Connor Street area on November 15th 2019. She frequents Confederation Park on Laurier Ave and the Ottawa City hall. 

Sally is described as a Caucasian female, 5’7” (170 cm), slim build, with short dyed blond hair, piercing in her ears and eyebrow. She is possibly travelling on a red mountain bike. (see photos)
