Suspect sought in robbery of young girl at Kanata North Recreation Complex/Safety advisory

FOR IMMEDIATE RELEASE: Wednesday, March 8, 2017     11:42am 

(Ottawa)— The Ottawa Police Service Robbery Unit is investigating a recent robbery of a young girl at the Kanata North Recreation Complex and is seeking the public’s assistance to identify the suspect responsible.     

On Friday, March 3, 2017, at approximately 6:30 pm, a 10 years old female was in a family changing room at the above-mentioned location as her parent waited outside the door. When the young girl exited a changing cubicle, she was confronted by a lone male suspect, who then made a demand for the bag she was carrying. The suspect took the bag, but then tossed it aside before fleeing the scene. At one point during a short struggle for the bag, the suspect pushed the victim backward, causing her to fall and strike her head. The victim sustained a minor injury that did not necessitate specialized treatment.  

The suspect is described as being a Caucasian male, approximately 5’6” (168 cm), slim build, approximately 35-45 years of age, short dark hair, English speaking with no accent. At the time he was wearing a ski mask or similar, black jeans, and a black & grey jacket (hip length). The suspect may have a tattoo of the head of a wolf, or similar, on the underside of his right wrist.     

Efforts are ongoing to obtain any images of the suspect. If images are obtained, a follow-up may be issued.

Traffic Stop Leads to Overdose Intervention

FOR IMMEDIATE RELEASE: Wednesday, March 8, 2017    4:55pm 

 (Ottawa) –A traffic stop by an Ottawa Police Service constable resulted in an overdose prevention this morning. 

Early this morning an officer pulled over a vehicle in the Carling Avenue area.  A male passenger in the vehicle began exhibiting signs of an overdose including breathing difficulties, aspirating vomit and pre cardiac arrest. 

Paramedics were called to the scene and Narcan was administered to counteract suspected opiate-based effects.  The victim was quickly stabilized as a result of the medical intervention and transported to the Civic Hospital for further treatment.  

Paramedics on scene advised that the victim would have likely died due to the overdose effects had police not intervened and called for Ottawa Paramedic assistance.

Missing Pierre Legault

 (Ottawa) – The Ottawa Police Service is asking for assistance in locating missing male, Pierre Legault age 49 of Ottawa.  His family is concerned for his well-being. 

Pierre went missing on March 4th, 2017 in the evening, and was last seen in the area of the O’Connor and Patterson Ave. (Glebe). 

Pierre is a described as white male, 6ft tall, bald, wears glasses. There is no clothing description available for him. Pierre is possibly driving a 4 door white Hyundai Elantra GT license BZRT716.

Crime Stoppers Increasing Cash Reward for Tips Leading to Pills or Traffickers

FOR IMMEDIATE RELEASE: Thursday, March 9, 2017        2:05 pm 

(Ottawa)—In partnership with the National Capital Area Crime Stoppers, the Ottawa Police Service is pleased to announce an increase in cash rewards for tips leading to the seizure of illegal fentanyl or its derivatives, or to the arrest of fentanyl traffickers. From now until May 31, qualified fentanyl tips will be eligible to receive $2,000 in cash.

“Similar Crime Stoppers rewards incentives have been offered in other communities and have been very successful,” stated Richard McMullen, President of the National Capital Area Crime Stoppers.

The presence of fentanyl is a real concern for first responders and members of the public. Many people are not aware of the dangers fentanyl poses and the risk they are taking when they use non-prescription drugs. In some cases, it is lethal.

 “We need to do everything we can to prevent more overdose cases here in our community,” said Deputy Chief Steve Bell. “The increase in the use of counterfeit opioids and the alarming presence of fentanyl in these pills is what is prompting us to make this announcement today.”

We continue to collaborate with our partners including Ottawa Paramedics Services, Ottawa Fire Service and Ottawa Public Health. Although we are not the primary agency responsible for this issue, we play a key role in dealing with it in terms of public safety.

The Ottawa Police Service is reminding people to not take any pills that are not prescribed to them by a doctor or pharmacist.

Ottawa man charged with Sexual Assault and Sexual Interference

(Ottawa) — The Ottawa Police Service Sexual Assault and Child Abuse (SACA) Section has charged an Ottawa man, following an investigation into an allegation of Sexual Assault. 

On Friday, January 13th 2017, the Ottawa Police received information that a teenage boy had reported that he had been inappropriately touched by the accused. An investigation was commenced by the Sexual Assault and Child Abuse Unit. During the investigation, two other younger boys were identified as victims of the same accused.  

On March 3rd, 2017, Philip HERBERT, 37 years old, of Ottawa was charged with three counts of Sexual Assault, three counts of Sexual Interference, four counts of Uttering Threats and one count of Mischief to Property. His next court appearance is scheduled for March 21st, 2017. 

Sexual Assault and Child Abuse investigators are concerned there could be other victims.

CDSA warrant executed on Bank Street results in five arrests

FOR IMMEDIATE RELEASE: Thursday, March 9, 2017   5:40pm  

(Ottawa) – On Thursday, March 9th, 2017, the Ottawa Police Service Drug Unit executed a Control Drug and Substance Act (CDSA) search warrant at an illegal marijuana dispensary located at the 300 block of Bank Street. 

Five people were arrested and charged at the dispensary.   All arrested without incident. Their names are not being released at this time so as not to jeopardize the integrity of the ongoing investigation.   

They are all facing charges of:

  • Possession for the purpose of trafficking schedule II substance (marijuana) x 1 each
  • Possession for the purpose of trafficking schedule II substance (THC Oil) x 1 each
  • Possession for the purpose of trafficking schedule II substance (THC Shatter) x 1 each
  • Possession for the purpose of trafficking schedule II substance (Hashish) x 1 each
  • Possession for the purpose of trafficking schedule II substance (CBD Oil) x 1 each
  • Possession of proceeds of Crime, under $5000. x 1 each 

Drugs and Property seized:

All accused persons were released on a Promise to Appear.  

The Ottawa Police Service would like to remind the public that storefront marijuana dispensaries are illegal and have no association with lawful medical marijuana.   Investigations related to such illegal storefronts will continue.

UPDATE: Polar Plunge a Chilly Success

On one of the coldest days of the year, and with ice forming on the water, over 100 plungers braved the chilly temperatures for a great cause to support local athletes on March 4th

“Events like the Polar Plunge are so important to keep local Special Olympics athletes involved in the sports they love,” said Insp. John McGetrick.

Public Advisory- Young females followed on foot by male

(Ottawa) — The Ottawa Police Criminal Investigations Unit (East) is investigating two reports of young females (aged 11-13 years) being followed by a male on foot in the Trim Road/Watters Road area. It is unknown if the suspects are the same person at this time. 

The first incident occurred on March 6th, 2017 at approximately 3:00pm and the male is described as between 16-28 years of age, Caucasian, English speaking, short wavy dark brown/black hair, facial stubble; wearing a red plaid jacket and beige boots. 

The second incident occurred on March 10th, 2017 at approximately 3:00pm and the male is described as 16-28 years of age, light brown skin, English speaking, short black hair, facial stubble; wearing a red jacket with black accents.

Suspects sought in bank robbery on Bank Street

FOR IMMEDIATE RELEASE: Monday, March 13, 2017    10:15am 

(Ottawa) — The Ottawa Police Service Robbery Unit is investigating a recent bank robbery and is seeking the public’s assistance to identify the suspect responsible. 

On Thursday, March 2, 2017, at approximately 1:55 pm, a lone male suspect entered a bank situated along the 1-100 block of Bank St. The suspect, disguised, made a verbal demand for cash. The suspect was provided an undisclosed quantity of money and fled the premises.  There were no injuries. The suspect was observed walking northbound up Bank Street preceding the robbery.  

The suspect is described as being a Caucasian male, 40-50 years. At the time he wore sunglasses, a black tuque, a beige sweater, light coloured jeans and sneakers (view pictures.)

Large quantity of Cocaine seized in drug investigation

FOR IMMEDIATE RELEASE: Tuesday, March 14, 2017         3:30pm

(Ottawa) — On Monday, March 13, 2017, just after 8:00pm members of the Ottawa Police Service Drug Unit arrested Michel CLERMONT, 60 years old, of Ottawa, after a short investigation into suspected drug activities.

CLERMONT was arrested in his vehicle at Kent Somerset Streets in Ottawa after police had observed him engaged in a suspected drug transaction.

Seized from his vehicle were 10 kilograms of Cocaine with a street value of at least one million dollars.

“This is obviously a significant seizure for the Ottawa Police Service,” said S/Sgt Rick Carey of the Ottawa Police Drug Unit. “We will continue to investigate offences against the Controlled Drugs and Substances Act whether that involves marihuana, opioids or cocaine. This is a community concern and we will do all we can to bring drug traffickers before the courts.”

CLERMONT was held in custody on charges of Possession for the purpose of trafficking a schedule 1 substance contrary to CDSA 5(2) and Possession of the proceeds of crime contrary to CC 355(b).

Arrest warrant issued for previous robbery suspect

FOR IMMEDIATE RELEASE: Tuesday, March 14, 2017     4:07pm

(Ottawa) — The Ottawa Police Service Robbery Unit has obtained an arrest warrant for a subject previously charged in a series of robberies.

In 2016, Nouradine AHMED, 29 years old, was charged in connection to a series of four (4) bank robberies, and the robbery of a convenience store, all in Ottawa. AHMED was released from custody in early January and was to abide by a series of conditions. Several weeks later, Mr. AHMED failed to abide by the conditions of his release, including where he was to reside. He has not been seen since. The robbery charges remain before the courts.     

An arrest warrant has been obtained for Mr. AHMED in relation to three counts of breach of recognizance.    

AHMED is described as being a black male, 5’5” (165 cm), 143 lbs (65 kg), medium build, short black hair, balding and brown eyes. He may have black facial hair (see picture.)

Suspects sought in convenience store robbery on Tapiola Crescent

FOR IMMEDIATE RELEASE: Wednesday, March 15, 2017     11:28am 

(Ottawa)— The Ottawa Police Service Robbery Unit is investigating the January robbery of a convenience store and is seeking the public’s assistance to identify the suspects responsible. 

On January 30, 2017, at approximately 12:40 am, two suspects, both disguised, entered a convenience store situated along the 1-100 block of Tapiola Crescent. One of the suspects was armed with a knife. The suspects made a demand for cash. The suspects fled the premises with a small amount of cash, and also took a handful of cigars. There were no injuries. 

The suspects are described as follows: 

#1: Heavyset black male, appears muscular, black full zip hooded jacket, grey t-shirt, black mask, black gloves, dark grey or black jogging pants, and black low cut running shoes with white soles. 

#2: Thin black male, wearing a brown hooded, zip-up sweater that contained black and white horizontal stripes, an orange ski mask, a black “WESC” t-shirt (image attached) with white lettering, black jogging pants, black low cut running shoes with a silver item on the bottom lace, black gloves (images attached.)

Suspect charged in retail robbery on Montreal Road

FOR IMMEDIATE RELEASE: Thursday, March 16, 2017    12:05pm

(Ottawa) — The Ottawa Police Service Robbery Unit has laid charges in connection to a retail robbery that occurred yesterday. 

On Wednesday, March 15, 2017, at approximately 1:55 pm, a female suspect entered a drugstore situated along the 100 block of Montreal Road. The suspect proceeded to obtain a number of items, and during this, drew the interest of store employees. When the suspect headed to the door to exit without paying, she was intercepted, and advised to drop the items and leave. At that time, the suspect produced a syringe and threatened the employees. The suspect was allowed to leave but was arrested, without incident, by Frontline officers a short time later. There were no injuries.  

Brittany WHITTINGTON, age 23 of Ottawa, is charged with single counts of robbery and assault with a weapon. 

A court appearance is scheduled for March 16, 2017.

Ottawa man wanted for Uttering Threats to kill police officers and security personnel

(Ottawa)— The Ottawa Police Service East Criminal Investigations Unit is advising that Troy Larry WILLIAMS, 40 years old of Ottawa has made threats against police and hospital security personnel. 

On March 16, 2017, he threatened to stab police officers, as well as hospital security at a local hospital.  He has also recently threatened mall security at a local shopping centre. 

He is described as a Caucasian male, 5’7” (170cm), medium build, with salt and pepper hair, unshaven with blue eyes.

He should be considered armed and dangerous, and a threat to anyone in uniform.  If you see him, do not approach him, call police.

(Ottawa) –The Ottawa Police Service is asking for assistance in locating missing 37 year old Michelle Hall.  Her family is concerned for her well-being. 

Michelle went missing late last night, March 16, 2017, from the area of Brant Street and Donald Street. 

Michelle is described as a Caucasian female, 5’7” (170cm), heavy set, 190 lbs (86 kg), brown shoulder length hair, blue eyes. She was last seen wearing a navy blue ski jacket, maroon toque, blue jeans, winter boots, and possibly wearing a green shirt and also a St-Patrick’s Day necklace.

Ottawa man charged in relation to stabbing on Lola Street

FOR IMMEDIATE RELEASE: Friday, March 17, 2017    3:30pm 

(Ottawa)— This morning, Ottawa Police Patrol officers responded to a call for service about a dispute/stabbing incident at approx. 6:10am on Lola Street, near Albert Street.

Officers located a 20 year old male victim at the scene. The victim was transported to a local hospital with minor injuries. A male suspect was arrested nearby.  

The Central Investigations Unit charged Joshua RECTOR, 30 years old of Ottawa with the following:

  • Aggravated assault
  • Assault with a weapon
  • Weapons dangerous
  • Possession Schedule 1

He is scheduled to appear in court on March 18, 2017.

 (Ottawa) –The Ottawa Police Service received a 911 call on Saturday morning, March 18, 2017, at approximately 11:15am, for an unknown male walking in a common area of the 1400 Block of Mayview Avenue. This male was carrying a baseball bat and suffered from obvious injuries.  

Front line officers attended the area and found the injured male. While investigating the information provided by the injured male, officers recovered an unspent round (bullet). While continuing the on scene investigation, video surveillance was obtained and officers confirmed the dispute between the injured male a second unknown male (the investigation continues.) The injured male was seen walking with a long rifle. 

Pierre François HOULE, 59, of Ottawa, is charged with:

  • Possession of a weapon dangerous to the public
  • Possession of a firearm without holding a licence
  • Possession of a firearm knowing not holding a licence 

The Guns and Gangs Unit continues to investigate. 

HOULE will be in show cause court today, Monday, March 20, 2017.

Loaded handgun seized during warrants

FOR IMMEDIATE RELEASE: Wednesday, March 22, 2017    12:10pm 

(Ottawa) — On Tuesday, March 21, 2017, the Ottawa Police Service Drug Unit executed search warrants at 2 marihuana dispensaries and a residence in the Centrepointe Drive area resulting in the seizure of drugs, cash and a loaded handgun. The illegal marihuana storefronts were located at: 

  • 900 block of  Carling Ave
  • 1 – 100 block of Iber Rd

Items seized from all three locations included: 

  • .44 calibre Desert Eagle Handgun and ammunition
  • Marihuana
  • Hashish
  • Hash Oil
  • THC Concentrate (“Shatter”)
  • Edibles in various forms
  • Cash
  • Documentary evidence
  • Computers and cell phones 

Seven people (including four store employees) have been arrested and charged. Two of those arrested will appear in court today. Charges range from: 

  • CC 86(1) – Store Firearm Carelessly
  • CC 88(1) – Possess Weapon dangerous to public peace
  • CC 91(1) – Possess Restricted Firearm without Holding a license
  • CC 92(1) – Possess Restricted Firearm Knowing not holding a license
  • CC 95(1) – Possess Loaded regulated Firearm
  • CC 96(2) – Possess Firearm Obtained by Crime
  • CC 354 – Possess Proceeds of Crime Under $5,000
  • CC 354(1) – Possess Proceeds of Property Obtained by Crime over $5,000
  • CDSA 5(2) - Possess Schedule II Substance for Trafficking
  • CDSA 5(1) - Traffic Schedule II Substance x 3 

“We continue to advise the public that these store front operations are illegal and the laws will be enforced,” said S/Sgt Rick Carey of the Ottawa Police Service Drug Unit. “Drugs and Guns are continually being found in close proximity to each other and anyone thinking illegal drug trafficking from behind a store front counter is safer than on a street corner is fooling themselves.”
