2017 Community/Police Awards Ceremony, next Monday

(Ottawa)–On Monday, May 8, Ottawa Police Chief Charles Bordeleau and Ottawa Police Services Board Chair Eli El-Chantiry will host the 2017 Community Police Awards Ceremony at Ben Franklin Place where Certificate of Valour, Certificate of Merit, and Thomas G. Flanagan, S.C. Scholarship Certificate awards will be presented. Jim Watson, Mayor of Ottawa will also attend the Ceremony.

The Certificate of Valour will be presented to 21 members of the community and police service.   This award is presented for an act of personal bravery or highly-meritorious service that is of assistance to the Ottawa Police Service.

The Certificate of Merit will be presented to 14 members of the community and police service.  This award is presented for an act of unselfish assistance or demonstration of unique concern for the safety and well-being of another individual or the community.

The Thomas G. Flanagan, S.C. Scholarship Certificate will also be presented to a member of the community during the Ceremony. The Certificate is presented to racialized and Aboriginal women who have expressed an interest in a policing career. Since 1993, this award has been presented annually to women to continue their post-secondary education in a law-related field.  Each year the winner is selected by a committee comprised of a representative of the Police Services Board, Executive Command, a community representative, and the Diversity and Race Relations Section. The selection is based on the resume outlining extensive volunteer work and an essay outlining knowledge of the Ottawa Police Service’s community policing philosophy. Applications are received from all the school boards in Ottawa, local colleges and universities, as well as community organizations.

(Ottawa) —Since 1970, Police Week has been observed in May to coincide with Peace Officers Memorial Day, recognized internationally on May 15. The Ministry of Community Safety and Correctional Services has designated May 14 to 20, 2017 as Police Week in Ontario and this year’s theme is “Working Together for Safer Communities”.

This theme supports a collaborative approach towards safer and healthier communities in Ontario, while also recognizing the important role of the police in helping to achieve that goal.

“Each year, we take the opportunity to celebrate Police Week throughout the Province and the Ottawa Police plays an essential role in making Ottawa safe,” said Ottawa Police Chief Charles Bordeleau. “We’re committed to working together to strengthen the positive relationship between the police and the community.”

This year, our Community Development Section, our Community Police Centre officers, and their volunteers are inviting the community to join us at the four fun filled events throughout the city.  We continue to believe that our community is our inspiration.

Suspect and Persons of interest to identify following Aggravated assault on Bank Street

(Ottawa) — The Ottawa Police Service East Criminal Investigations Unit is seeking public assistance to identify a suspect and two persons of interest in an incident that occurred on Bank Street  in April.

In the early morning hours of Monday, April 17, 2017, a female in her 40s suffered serious injuries after having been assaulted by an unknown male at a bar located in the 1500 block of Bank  in Ottawa.

The male suspect is described as a Caucasian male between 25 and 35 years of age, 5'7" (170 cm) tall, a thin build, with short brown hair. He was wearing a grey hooded sweatshirt over a white t-shirt, with blue jeans, black shoes and a gold chain (see photo).

A woman and a man were also seen with the suspect before and during the assault. Investigators are looking to identify these two persons of interest (see photos.)

Missing 44 year old man to locate

(Ottawa)–The Ottawa Police Service is seeking public assistance in locating  missing 44 year old Richard Deschamplain.  His family is concerned for his wellbeing.

Richard was last seen at approximately 11:30am today in the South Keys area.  He is described as a Caucasian male, 5’9” (175 cm), 165 lbs (75 kg) with short brown hair and brown eyes.  He is probably wearing a baseball cap.

He may be driving a red four door 2007 Toyota Camry with Ontario plates 346NZS.

If you know where Deschamplain currently is, please immediately contact Ottawa Police Dispatch at 613-236-1222. If you have information that could assist investigators, but do not know where he is currently, please contact the Ottawa Police Service 613-236-1222, ext. 2355.

Russell Road Shooting

(Ottawa) — The Ottawa Police Service is investigating a shooting that occurred in the 2000 Block of Russell Road. Police received multiple 911 calls for shots fired and a number of males were seen fleeing the area. There are no known victims at this time.

CLAESSEN was last seen on May 8, 2017 in the morning, in the area of Nelson Street, Ottawa.

She is a female, 4’11", 120 lbs, slim build, with a fair complexion and short brown hair.  She was last seen wearing a blue plaid shirt, hooded jacket, black pants and running shoes.

Update: Charges laid in two jewellery store robberies

FOR IMMEDIATE RELEASE: Tuesday, May 9, 2017   8:45am  

(Ottawa) — The Ottawa Police Service Robbery Unit continues to investigate, but has charged one suspect in relation to these two jewellery store robberies.  

Derick DESIR, 19 of Ottawa, is charged with the following offences in connection to the two robberies: 

  • Two (2) counts of robbery
  • Two (2) counts of conspiracy
  • Two (2) counts of wearing a disguise 
  • Two (2) counts of possession of a weapon
  • One count of assault with a weapon 

DESIR was already in custody on an unrelated matter. He will appear in court next on May 10, 2017. 

Several suspects still remain at large in connection to these investigations.   

S/Sgt. Haarbosch, of the Robbery Unit, stated “I would encourage people to revisit the images and video that were previously released, in light of the charges laid, and contact Police with any information about the person charged, or the suspects that still remain at large.”

New images & video released in ongoing investigation for two jewellery store robberies

(Ottawa) — The Ottawa Police Service Robbery Unit continues to investigate two jewellery store robberies and is releasing images of a person of interest that purchased two large hammers, believed to have been used in the January 4, 2016 robbery. The purchase was made at a south Ottawa hardware store the preceding day. 

The subject is described as being a male with light brown complexion, 18-25 years of age, slim build with dark puffy hair. At the time he wore a black puffy vest, a grey long-sleeved sweatshirt, grey sweatpants, and tan-coloured boots.  

The video, which was first released on January 21, 2016 with images of the suspects, is being reissued today with the added clip, and still image, of the person of interest investigators wish to identify.

Police investigation continues in two jewellery store robberies 

(Ottawa) — The Ottawa Police Service Robbery Unit continues to investigate two recent jewellery store robberies and is seeking public assistance to identify the suspects responsible. 

Today, investigators are releasing a video from the incident at Carlingwood Mall as well as still images from both Carlingwood Mall and Billings Bridge. In both cases, the suspects are described as being black males, 18-25 years old.  

Robbery Unit Mike S/Sgt. Haarbosch stated: “The images may be of sufficient quality for someone who knows the suspects personally to identify them.”

Investigation concerning two jewellery store robberies  

(Ottawa) — The Ottawa Police Service Robbery Unit is investigating two recent jewellery store robberies and is seeking the public's assistance in identifying the suspects responsible. 

On December 23, 2015, at approximately 6:20pm, three (3) masked suspects entered a jewellery store at the Carlingwood Mall. The suspects proceeded to smash a number of display cases and fled the premises with an undisclosed quantity of varying jewellery. There were no injuries. 

On January 4, 2016, at approximately 8:30 pm, four (4) masked suspects entered a jewellery store at Billing Bridge Plaza. One of the suspects carried a large “hammer” and began to break a number of display cases. The remaining suspects grabbed varying jewellery from the cases and the group fled into the mall. There were no injuries. 

The suspects are described as black males, ages believed to be 18-22 years (no pictures available at this time). 

At this time investigators are operating on the premise that the two robberies are related. 

The Robbery Unit is recommending extra vigilance as the investigations progress, and is asking jewellery store employees to report any suspicious activity or persons.

Suspicious incident in and around a park in Metcalfe

FOR IMMEDIATE RELEASE: Tuesday, May 9, 2017     11:43am 

(Ottawa) –The Ottawa Police Service East Criminal Investigation unit is investigating a suspicious incident that occurred on Thursday, May 4, 2017 around 5:40pm at a Park on the 2500 block of Dow Street in Metcalfe. 

A white man, approximately 35 to 40 year old, carrying a binder, approached a young girl who was playing in the park. The man offered money to the girl (under 10) if she wanted to do something with him. The brave little girl refused any involvement and ran home. No injuries reported. 

The man appears to be driving a dark-coloured four door sedan with a dent in the driver’s door.

Suspect arrested in robbery and break & enter investigations

FOR IMMEDIATE RELEASE: Tuesday, May 9, 2017     3:00pm  

(Ottawa)— The Ottawa Police Service Robbery Unit, and the Break & Enter Unit, have laid charges against a lone male following several recent investigations. 

On May 4, 2017, at approximately 5:45 am, a lone suspect gained entry to a commercial premise situated along the 1-100 block of Waller Street. The suspect fled the premises with a small, but undisclosed, quantity of cash and a tablet.  

On May 4, 2017, at approximately 7:55 pm, a lone suspect, disguised, entered a pharmacy situated along the 300 block of Rideau Street. The suspect proceeded behind the pharmacy counter and directed employees not to move. The suspect made a demand for opioids. The suspect also indicated he was armed. The suspect obtained an undisclosed quantity of narcotics and fled the premises. A knife was recovered at the scene. There were no injuries. 

On May 5, 2017, at approximately 8:40 pm, a lone suspect entered a pharmacy situated along the 1500 block of Alta Vista Drive. The suspect, disguised, proceeded behind the pharmacy counter and made a demand for narcotics. The suspect indicated he was armed. The suspect fled the premises with an undisclosed quantity of narcotics. There were no injuries.    

On May 9, 2017, a male suspect gained entry to a commercial premise situated along the 100 block of Mann Avenue. The suspect removed a cash register and fled the premise. A police canine unit assisted in the tracking of the suspect to the area of Wiggins Private. Officers then stopped a taxi leaving that area and arrested the suspect for the most recent break & enter. 

Donald GRAHAM, 29 of Ottawa, is charged with the following series of offences: 

  • Two (2) counts of breaking & entering
  • Five (5) counts of robbery
  • Four (4) counts of forcible confinement
  • Two counts of wearing a disguise
  • Two counts of carrying a concealed weapon 
  • Obstructing a peace officer 

GRAHAM will appear in court today, May 9, 2017.

Ottawa man charged with child pornography offences

FOR IMMEDIATE RELEASE: Tuesday, May 9, 2017 

(Ottawa) –In early February 2017, the National Child Exploitation Coordination Centre (NCECC) forwarded, to the Ottawa Police Service Internet Child Exploitation Unit (ICE), reports they had received from the National Centre for Missing and Exploited Children (NCMEC) CyberTipLine.

These reports, submitted by ‘Pinterest’, indicated that an IP address in the Ottawa area was noted to have uploaded images of Child Pornography.

A search warrant was executed today at a residence in the Heron Park area of Ottawa, where several digital devices were located and seized.

David BIGGS, 66 years old, is charged with:

  • 3 x Possession Child Pornography s. 163.1(4) of the Criminal Code
  • 2 x Make Available Child Pornography s. 163.1(3) of the Criminal Code

BIGGS will appear at show cause court on Wednesday, May 10, 2017.

Man charged after shooting incident on Ramsayville Road

(Ottawa) — The Ottawa Police Service Guns & Gangs Unit has charged an Ottawa man after a shot was fired on Ramsayville Road.

On May 5, 2017 at approximately 6:15 pm patrol officers responded to a "shot fired" call in the 4000 block of Ramsayville Road.

Soon after the officers had set up a perimeter, the suspect came out and was arrested.

The Guns & Gangs Unit then executed a search warrant at the suspect's residence where they located seven firearms and ammunition.

As a result Jocelyn SIMARD, 58 years old, of Ottawa is facing the following charges:

*       Reckless discharge of a firearm

*       Pointing a firearm

*       Possession of a weapon

More charges are expected to be laid.

He appeared in court on May 9, 2017.

Downtown traffic disruption expected this afternoon - find alternate route

FOR IMMEDIATE RELEASE: Thursday, May 11, 2017   8:00am

(Ottawa)The Ottawa Police Service would like to advise commuters to expect traffic disruptions this afternoon in the Downtown core as a demonstration is expected to take place starting on Parliament Hill around 12:00 pm.

The demonstration is expected to continue until approx. 5:30 pm and will include a march Downtown. Protesters will be marching starting at approx. 1:30 pm.

As such, Ottawa Police officers will be closing affected roads and ensuring public safety starting at 1:00 pm, as follows:

*       Wellington Street will be closed between Elgin Street and Bank Street;

*       Metcalfe Street will be closed between Wellington and Queen Streets.

Police will also be doing rolling road closures along the planned route, as follows:

*       Elgin Street

*       Lisgar Avenue

*       Metcalfe Street

*       Laurier Avenue

*       Bank Street

The march is expected to conclude with a return of protestors to Parliament Hill at approx. 3:00pm.

After the march, commuters should continue to expect traffic delays on Wellington Street as protestors will remain on the Hill until approx. 5:30pm and an influx of buses may impede traffic.

Commuters are asked to use alternate routes for their afternoon drive home.

Suspect sought in Montreal Road bank robbery

On April 28, 2017, at approximately 10:20 am, a lone male suspect entered a bank situated along the 400 block of Montreal Road. The suspect approached a customer service representative and produced a note making a demand for money. The suspect indicated he was armed though no weapon was seen. The suspect fled the premises with an undisclosed quantity of cash. There were no injuries.

The suspect is described as being a Caucasian male, 40-50 years, 5'10" (178 cm) to 6'2"(188 cm), short graying hair, with a goatee. At the time he wore jeans, a navy/white pullover jacket, a navy baseball cap with the letters "BL", and he carried a red or orange hard hat (image attached.)

Ottawa man charged with Human trafficking

 (Ottawa) –The Ottawa Police Service Human Trafficking Unit has charged an Ottawa man with several Human trafficking related charges following an investigation.

On May 9th Ottawa Police attended a local hotel where officers spoke with a 15 year old female victim of sexual assault.  A male was arrested on site by officers.

The Human Trafficking Unit took over the investigation.

Today, Arnold KASSONGO, 20 years old of Ottawa was charged with:

  • Trafficking in a person by exercising control 279.01 CCC
  • Financial/Material benefit from trafficking a person under 18 years  279.02 CCC
  • Advertising another person’s sexual services 286.4 CCC
  • Sexual Assault  271 CCC X2
  • Print/Publish/Possess to publish child pornography 163.1(2) CCC

He is scheduled to appear in court today.

The Human Trafficking Unit believes there may be more victims. The police investigation continues.

Ottawa Police will watch for drivers violating the one-metre passing law

(Ottawa)—The Ottawa Police Service will be on the lookout for drivers in violation of the one -metre safe passing of cyclists legislation in the coming weeks.   

As part of the Highway Traffic Act (HTA), drivers must leave a minimum one metre distance between the vehicle and the cyclist they are passing. It was implemented to improve cycling safety in Ontario and came into effect in January of 2016.

“To enforce this particular rule, police will be using a sonar device that measures the distance between a bicycle and passing cars,” said Rob Wilkinson, Coordinator, Safer Roads Ottawa Program. “Ottawa is the first city in all of Canada to use the 1M device for law enforcement.”

Officers will be patrolling the streets of Ottawa throughout the summer looking specifically for drivers not keeping their one metre distance. Drivers who do not respect the safe passing distance can be charged with a $110 fine and lose two demerit points.

Seeking witnesses to Fatal hit and run collision on Woodroffe Avenue

(Ottawa) — The Ottawa Police Service Collision investigation Unit is investigating a fatal collision that occurred on Woodroffe Avenue last evening.

On May 11 at approximately 11:30pm, the driver of a Honda Civic was travelling southbound on Woodroffe Avenue.  At the same time, a 2017 white Hyundai Elantra driven by an unknown person was travelling Northbound on Woodroffe Avenue.

The Honda attempted to turn onto Norice Street and was t-boned on the passenger side by the Hyundai.

The 30 year old male driver of the Honda Civic was transported with life threatening injuries to a local hospital, and he later succumbed to his injuries.

The driver of the Hyundai fled the scene on foot, prior to police arrival, and has not been located. The Hyundai vehicle left at the scene was seized by police for further examination. Police are looking to establish who was driving the vehicle.

The description of the hit and run suspect is a Caucasian male, 20 to 25 years old, wearing dark hoodie.

The collision is now being investigated as a Failure to remain collision where one of the drivers left the scene. Collision investigators are looking to speak to witnesses.

Police investigating suspicious incident in west end

(Ottawa) – The Ottawa Police Service Sexual Assault Child Abuse Section is investigating a suspicious incident where a man approached one student and grabbed another.

On May 11, 2017 at 10:37 am a school on Kennevale Drive was holding an outdoor event with students.

A man with what may have been a golden retriever dog, approached a female student via a public access pathway that leads from a park behind the school into a residential area. He asked her if the dog was hers. When she replied it wasn’t, he left.

The man approached a second female student and this time when she replied the dog didn’t belong to her he grabbed her by the wrist and said, “Come with me.” The girl resisted but she was physically dragged a short distance before she broke free. She ran back to her teacher and told her what happened.

The suspect is described as white, 5 ft 10 inches tall (178 cm), medium build, late 30’s to early 40’s with short blond hair. He was wearing one piece black coveralls and a black vest with reflexive “X”s, a dark colored baseball cap with ‘Bass Pro Shop’ written on it and dark sunglasses.

Update: Charges laid in homicide investigation on MacLaren Street

Homicide investigation on MacLaren Street

 (Ottawa) –The Ottawa Police Service Major Crime Unit is investigating a homicide that occurred in the late evening of May 15, 2017 on MacLaren Street.

At approximately 10:50pm, patrol officers responded to a disturbance call in the 400 block of MacLaren Street.  At the same time, Ottawa Paramedic Services were responding to a medical call at that location.

At the scene, first responders located a male lying on the ground, who had possibly fallen from a high rise building. The male succumbed from his injuries at scene.

The death has been deemed suspicious and Major Crime is investigating the homicide.

The victim has been identified as Ahmad Afrah, 19 years old, of Ottawa.

Local Doctor charged with Sexual assault

(Ottawa) – Today, the Ottawa Police Service Sexual Assault and Child Abuse (SACA) Section has charged an Ottawa man following an investigation into the sexual misconduct of a doctor towards his patients.

The SACA investigation started in 2016 and some reported incidents date back to 2012.  So far, three female victims have been identified. 

The suspect, a family medical practitioner, worked in the West end of the city at a local Medical Centre.

Walid Al HOUSSAN, 56 years old, of Ottawa is charged with:

  • 3 counts of Sexual assault;
  • 1 count of Sexual interference of a female under 16; and
  • 1 count of Sexual exploitation of a person with a disability.

He is scheduled to appear in court today.

SACA investigators believe there may be more victims.
