Rash of Thefts in Vehicles in Ottawa -- learn how to reduce the risk

(Ottawa)—The Ottawa Police Service would like to advise the public on a rash of theft from vehicles where suspects are either opening unlocked car doors or breaking windows. Since January 1, 2018, there have been 1662 reported thefts from vehicles throughout the city.  Over half of those reported incidents occurred within downtown Ottawa.

“Residents are reminded to remove anything of value from their vehicle,” said Cst Dawn Neilly, Hintonburg Community Police Officer.

“Thieves are literally going door to door looking for an unlocked vehicle, and once they gain entry, they go through the entire car, including the trunk,” said Cst. Stephanie Lemieux, Centretown Community Police Officer.  “It isn’t enough to hide items in the console or under the car seats because the thieves are just that thorough.”

In the event you notice someone acting suspicious around parked vehicles or if you see someone trying car doors – please call police and report it. Make the right call.“Even if your car is broken into and nothing is taken, it still needs to be reported to police,” added Cst Dawn Neilly.

Looking to identify three suspects from a Robbery on Morisset Avenue

(Ottawa)–The Ottawa Police Service Robbery Unit is investigating a robbery that occurred in the 1400 block of Morisset Avenue on Sunday, May 13, 2018.

At approximately 3:30pm, three male suspects assaulted a male who walked into a residential building and then robbed the victim. The male victim later attended an area hospital where it was determined that he has sustained serious injuries.  

The three suspect descriptions are as follows: 

  • Suspect 1: black male approx. 18 to 25 years old, medium build and clean shaven. He was wearing a black hoodie, gray track pants and black sneakers. 
  • Suspect 2: black male approx. 18 to 25 years old, medium build and clean shaven. He was wearing glasses, a black hooded jacket with what is possibly a Nike logo on the chest, black pants and black sneakers, gray track pants and black sneakers. 
  • Suspect 3: black male approx. 18 to 25 years old. He was wearing a black and white windbreaker, a white baseball cap, black track pants and black socks and sandals. He appears to have a white cast or some sort of white fingerless glove on his left hand.

Man facing drug charges following execution of search warrant

(Ottawa) – A Gatineau man is facing drug related charges following the execution of a search warrant in the 2200 block of Prince of Wales Drive on June 13, 2018.

At about 3:45pm the Ottawa Police Drug Unit along with the Tactical Unit executed a search warrant at an independently owned motel resulting in the seizure of crack cocaine and drug paraphernalia, as well as a body armour vest.

Sultan ADATIA, 60 years old, of Gatineau is charged with one count of Possession of a schedule I substance for the purpose of trafficking.

Drugs seized will be analyzed by Health Canada.

ADATIA will appear in court on July 3, 2018.

This motel has been the subject of community complaints from businesses and residents alike.

In addition to responding to complaints, the Ottawa Police has conducted proactive enforcement at this location to address illegal activities.

Revised: Two men charged with robbery offences after a robbery that ended in a collision and foot pursuit

FOR IMMEDIATE RELEASE: Friday, June 15, 2018   1:00pm

(Ottawa) – Two Ottawa men are facing several criminal charges following a gun point robbery on Thursday afternoon in the area of Rideau Street and King Edward Avenue.

At about 4:15 p.m., a 22-year-old man was approached by a man he didn’t know, who produced a gun and demanded his money and a pair of newly purchased shoes. The man fled in a Dodge Charger.

The victim flagged down a passing patrol officer, who saw the Charger driving at a high rate of speed south on King Edward Ave.  

The patrol officer attempted to catch up to the fleeing vehicle but as the Charger turned down Greenfield Avenue it collided with two vehicles. Both suspects fled the collision scene. Fortunately, no one was injured in the collision.

Patrol officers were able to apprehend the driver of the Charger after a short foot pursuit. The passenger was also located nearby with the assistance of the Ottawa Police K9 unit.

Officers at the collision scene recovered a loaded 9 mm handgun, the stolen property and money.

Police looking to identify two suspects following a break & enter on Scott Street

(Ottawa) – The Ottawa Police Service Break & Enter Unit is investigating a recent break & enter and is seeking the public’s assistance in identifying the suspects responsible.

On May 29, 2018 at 4:55am, two individuals broke into the mailroom located inside an apartment building in the 2100 block of Scott Street, Ottawa. Suspects stole a large quantity of mail from the mailboxes.

The suspects are described as follows: 

  • Suspect #1 - Caucasian male in his 20’s, approximately 6' (182cm) tall, with short dark hair, slim build. He was wearing a red t-shirt, grey shorts, black shoes and carrying a black knapsack (see picture). 
  • Suspect #2 - Caucasian female in her late teens or early 20’s, approximately 5' 5" (165cm) tall, slim build, with short red hair. She was wearing a grey, long-sleeved shirt, black ankle-length tight pants, black/white sneakers, and also carrying a black knapsack.

Area police services join together for region wide MegaRIDE tonight

(Ottawa) – Local police services all over the region will be out tonight looking for drivers impaired by drugs or alcohol.

“Nice weather and open patios present an opportunity to remind everyone not to drive impaired,” said Cst. TJ Jellinek, Ottawa Police Service. “Have fun, but don’t get behind the wheel.”

Now in its fourth year, the Ottawa Police Service along with OPP, RCMP, Sûreté du Québec and the Military Police will hold RIDE checkpoints throughout the city.

If you are consuming alcohol, Cst. Jellinek suggests you use a designated driver, taxi, bus or Uber to get home safely.

“Impaired driving is 100% avoidable yet it continues to be one of the top killers on Ontario roadways,” said Cst. Jellinek. “It’s not worth losing your licence, your life or someone else’s life. Plan ahead so you have a safe ride home.”

Community Safety Initiatives in ByWard Market Rideau Street and Montreal Road will target disorderly behavior

(Ottawa) – The Ottawa Police Service (OPS) continues a series of community safety initiatives this weekend that focus on reducing incidents of crime and public disorder in the ByWard Market as well as Rideau Street and the Montreal Road corridors. 

“We will be conducting safety initiatives, throughout the warmer months with a zero tolerance approach to disorderly behaviour, such as Liquor Licence Act offences, criminal activity and aggressive panhandling that negatively impacts residents, visitors and businesses,” said OPS Frontline Superintendent Mark Ford. 

Ottawa Police officers will be joined by partners such as Ottawa Bylaw, the Alcohol and Gaming Commission of Ontario and OC Transpo as part of these enforcement initiatives.

As in summers past, there will be an increased presence of officers on bikes and foot in the ByWard Market and other high-density neighbourhoods throughout the City. In addition to these resources, the Bikes and Beat Unit, the Traffic Unit, RIDE programs, the Drug Unit, the Guns and Gangs Unit and the Direct Action Response Team (DART) will be active in these areas as well. 

“We have heard the concerns of both businesses and residents,” added Supt. Ford. “We are actively working to maintain the safety and security of community members and visitors in these vibrant communities.” 

This community safety initiative is just one of the ways OPS is working with community partners to address this and other issues.

Loaded Firearm and drugs seized

(Ottawa) – An Ottawa man is facing several criminal charges following a traffic stop late Friday evening in the area of Du Maurier Avenue.  

On Friday, June 15, 2018 at approximately 11:40 pm, Frontline officers were actively engaged in traffic enforcement in the area of Du Maurier Avenue when they observed a vehicle run a stop sign.   During interactions with the driver and only occupant of the vehicle, Patrol and Dart officers discovered a quantity of marihuana and a loaded handgun.

Release of 2017 Annual Report

(Ottawa) — The Ottawa Police Service (OPS) is releasing its 2017 Annual Report as part of the June 25th meeting of the Ottawa Police Services Board agenda.

“This Annual Report highlights the excellent work our members do every day to prevent and solve crime, and respond to calls for service from the city’s residents,” said Chief Charles Bordeleau. “The report goes beyond the data to describe how they make a difference in the lives of our residents. Ottawa is a growing city and we continue to work to meet its complex and growing policing demands.”

The 2017 Annual Report offers residents information about Criminal Code of Canada (CCC) offences for the City of Ottawa and 23 City Wards. The information provides residents and visitors with a better understanding of crime, road safety, and calls for service in Ottawa.

Here are some highlights from the report:

  • With approximately 34,500 reported CCC offences (excluding traffic) in the City of Ottawa, the level of reported crime increased by 4 percent last year.
  • The clearance rate for total CCC offences (excluding traffic) improved slightly in 2017 with 37 percent of all cases cleared by charge or cleared otherwise.
  • Ottawa’s Crime Severity Index (CSI) rose by 1 percent last year to 49 – the Violent CSI increased by 5 percent to 58; while the Non-Violent CSI decreased by 1 percent to 45.
  • The volume of reported non-violent crime in Ottawa remains unchanged from the previous year.  Theft under $5,000 decreased by 2 percent in 2017; fraud (mostly due to a rise in credit card related incidents) increased by 16 percent; while mischief and break and enters each decreased by about 7 percent.
  • The rate of violent crime per 100,000 residents in Ottawa grew by 20 percent in 2017. This was driven by a rise in uttering threats, harassing communications, assaults and sexual violations due to internal process changes, greater public awareness and improved access to reporting online.

While 2017 saw a decrease in homicides from 2016, the number of shootings and shots fired with no injuries increased.  The OPS invested in our Guns and Gangs Unit by adding personnel andfocusing on an organization wide effort to respond to that activity.

The Service is seeking to add more officers to address this problem and we are very aware that this type of violence has a direct impact on residents’ perceptions of safety in the city. Enforcement and suppression is part of the answer to addressing street level violence but we recognize that partnerships in the community, as outlined in the Street Violence and Gang Strategy, are vital to longer term solutions.

Further analysis of the increase in reported crime:

In 2017 the OPS saw an increase in reported crime including violent crime. The analysis indicates this is partially due to changes in our reporting and coding processes. We have encouraged and increased reporting of crime through our new online reporting system.

New processes have been put in place in how the OPS codes high-frequency but low-risk calls where there is no suspect, no evidence, no immediate danger, or no witnesses to be immediately interviewed at the scene. These calls can include assaults, threats, suspicious incidents, and disturbances which contributed to the violent crime increase.

Police Reporting Unit agents now capture information for these call types that is subsequently followed up on by our investigative units. Based on the information provided when the call is received, incidents are generally now reported as a criminal offence.

Further analysis is being done on how the service responds to these call types.

The report also discusses important projects and initiatives for the future of policing in Ottawa including the Service Initiative, new officer recruitment, online background checks, online reporting and community outreach activities.

Four hand guns, 100,000 methamphetamine pills amongst items seized in multiple drug warrants

FOR IMMEDIATE RELEASE: Thursday, June 21, 2018            2:34pm

(Ottawa)—An Ottawa Police Drug Unit operation has resulted in six people being arrested and the seizure of a large amount of narcotics including 100,000 methamphetamine pills. Four handguns with hollow point ammunition and extended magazines were also seized during the operation that began yesterday afternoon.

The warrants were executed at three residences in the City of Ottawa with the assistance of various Units including Tactical Unit, K9, and Central Frontline officers -- in the 500 block of Burleigh Private, the 1000 block of Cummings Avenue and the 1-100 block of Lees Avenue.

The narcotics seizures include cocaine and crack cocaine, MDA, oxycodone pills as well as 13 kilos of marihuana. A large amount of Canadian currency was also seized. Drugs seized are to be submitted to Health Canada for analysis.

“This is an excellent example of the proactive investigative focus our covert operations have on gun violence suppression and drug trafficking in our community,” said Acting Inspector Tim Hodgins with Criminal Investigations Directorate.

Fatal motorcycle collision on Heron Road off-ramp at Bronson Avenue - police seeking witnesses

(Ottawa)–At 11:30pm on Thursday, June 21, 2018, Ottawa Police responded to a report of a serious collision on the eastbound Heron Road off-ramp at Bronson Avenue.

The collision investigation revealed that a 29 year old man was driving his motorcycle on the eastbound Heron Road ramp to Bronson Avenue with other riders when, for unknown reasons, he lost control of his vehicle, struck a couple of curbs and was thrown from his motorcycle.

The victim was transported to hospital by the Ottawa Paramedic Service, and succumbed to his injuries in hospital.

Looking to identify two suspects from a Robbery on Mer-Bleue Road

FOR IMMEDIATE RELEASE: Friday, June 22, 2018               1:26pm

(Ottawa)–The Ottawa Police Service Robbery Unit is investigating a commercial robbery that occurred in the 2000 block of Mer-Bleue Road in Orleans on Saturday, June 16, 2018, at approximately 5:00pm.

A male suspect entered a store, obtained a shopping cart and filled it with portable vacuum cleaners and coffee makers. The suspect then exited the store and as he started to load the stolen merchandise into the back of a Mazda, staff approached him and he pulled out a knife.

The staff person pulled away with the shopping cart with some of the remaining stolen items while the suspect got into the vehicle that was driven by another male suspect and both fled the scene.

The male suspect described as a Caucasian, approx. 40 years old, approx. 5’8” (173 cm), heavyset, balding on the top of his head, with a dishevelled appearance. There is no description available for the 2nd suspect – the male driver (see pictures).

The Mazda is a dark-coloured Tribute SUV with damage to front driver side bumper, and driver side and passenger door. Duct tape on the rear window along the top and right side, had no front plate but the rear plate had been covered (see actual vehicle picture).

Stabbing investigation in the ByWard Market

A 27 year old male was taken to Hospital with serious and life-threatening injuries. There are no suspects at this time and police are still investigating.

Ottawa man charged following a sexual assault in Ottawa's South end - police seeking witnesses and victims

FOR IMMEDIATE RELEASE: Monday, June 25, 2018   2:30pm      

(Ottawa) — The Ottawa Police Service Sexual Assault and Child Abuse Unit is investigating a sexual assault that took place last evening, at approximately 11:00pm. 

On Sunday, June 24th, 2018, police were called to assist in locating a female whose friends were concerned about her safety after she had left a residence, on foot, in the area of Baycrest and Cedarview.  

The female had communicated with her friends when she expressed concern for her own wellbeing.  Officers attended, located the female and arrested a male. The female alleged that she was forced to walk with the male who continuously sexually assaulted her over a two and a half hour period. 

As a result of the investigation, Eid ADEN, 20 years old of Ottawa is charged as follows:

  • 3 counts of Sexual Assault
  • 3 counts of Uttering Threats
  • 1 count of Forcible confinement
  • 2 counts of Mischief
  • 1 count of Robbery
  • 1 Count of Breach of Probation 

He is scheduled to appear in court on Tuesday, June 26, 2018.

Ottawa Police announces 2018 Gala recipients

(Ottawa)—The Ottawa Police Service (OPS) has selected two programs benefitting at-risk youth to share the proceeds of the 2018 OPS Gala. They are the Ottawa Sports and Entertainment Group (OSEG) Foundation and the Great Canadian Theatre Company (GCTC).

The shared proceeds will fund a new OSEG Foundation employment program giving at-risk youth opportunities to gain valuable work experience and expose them to new avenues for career pursuit.

“We are so excited to be working with the Ottawa Police Service to help launch this innovative employment strategy,” said OSEG Foundation Executive Director Janice Barresi. “The funds raised through the Gala will give some of the most vulnerable members of our community the chance to build a brighter future for themselves and their families.”

The GCTC was selected for their programming for at-risk youth referred through the Boys and Girls Club of Ottawa, which empowers participants, boosts their self confidence and helps them thrive into adulthood.

Lastly, a donation will be made to the Ottawa Police Memorial Cemetery from funds raised at the 2018 Gala.

Now in its ninth year, the OPS Gala has raised over $735,000 for local charities.

“This Gala is achieving its goal of helping people in our community thanks to our generous sponsors and all the people who attend,” said Chief Charles Bordeleau. “This year, we had a record 38 organizations apply to be the recipients and we are humbled by the incredible work that is going on in the community. This was a very difficult decision and we encourage everyone to apply again next year."

Ottawa man charged with Sexual assault

(Ottawa)—The Ottawa Police Service Sexual Assault and Child Abuse (SACA) Section has charged an Ottawa man with a Sexual assault that occurred on April 6, 2018.

On April 9, 2018, a female in her 50s reported to the Ottawa Police that she had been sexually assaulted several days prior by her chiropractor during a scheduled appointment with him.

The incident occurred while the man was in the course of his employment as a chiropractor in the south end of Ottawa. At the end of the chiropractic phase of the appointment, he offered the victim a free massage in another area of the clinic, where the sexual assault occurred.

Today, Dr. William MCLEOD, 69 years old, of Ottawa was charged with one count of Sexual Assault. He is scheduled to appear in court today.

SACA investigators are concerned there could be more victims and are encouraging them to come forward.

Ottawa Police Service Launch "Operation Access"

(Ottawa)–The Ottawa Police Service (OPS) is launching “Operation Access,” a voluntary emergency access authorization initiative that will give police access to an apartment building or multi-dwelling building during emergencies or priority calls for service that may be life-threatening, critical or urgent in nature, or where crimes are in progress. This same protocol will also allow police to assist first responders to gain access more expediently. 

Starting this month, building owners, landlords and property managers in Ottawa will be able to provide police with options for secure methods of entry should a resident of their building need immediate assistance. 

Under certain circumstances, our frontline officers will be able to contact our Communications Centre who will have access to a city-wide database and be able to provide entry into a building through confidential access information housed in a secure computerized system. 

“With this initiative, in the event of an emergency, Ottawa Police will be able to gain immediate access to buildings with a greater potential to save lives,” said Inspector Jim Elves, with the Communications Centre. “Seconds count when your safety is at risk, and this new initiative will give police the ability to reach you when you need us most.”

Ottawa man charged with Assault with intent to resist arrest

(Ottawa) – On Tuesday, June 26, 2018, Frontline officers came upon two males involved in a verbal and physical confrontation in the area of Montreal and Begin Roads at approx. 1:48pm.  One male had a baseball bat in hand while both males were pushing each other.   

Officers approached the scene and directed the male to drop the baseball bat – using de-escalation techniques. The male became aggressive towards the officers, resisted the arrest using physical force, and spitting blood at the officers while still holding the baseball bat. A CEW (Taser) was deployed to control the individual and the officers eventually handcuffed him without injury.

Guillaume MICHAUD, 29 years old of Ottawa is charged with:

  • Assault with intent to resist arrest
  • Assaulting a peace officer
  • Possession of a weapon

The other male involved in the dispute was unharmed. One officer suffered minor injuries to his leg when being kicked by MICHAUD.

“This is another example of the great work that our officers do in being proactive and keeping our communities safe,” said Supt. Mark Ford, Frontline Directorate.

One woman charged with serious assault and one outstanding suspect

(Ottawa)–The Ottawa Police Service West Criminal Investigation Unit is investigating a serious assault causing bodily harm from Monday, June 25, 2018 at approximately 3:00pm in the 400 block of Greenwood Avenue.

Two female suspects entered a residence by force, and assaulted a 25 year old female victim.  They attacked her using Pepper Spray and a knife, causing serious injuries. The suspects left the residence prior to police arrival. The victim was later transported to hospital by Ottawa Paramedics with serious but non-life threatening injuries and resides in stable condition.

West Criminal investigators identified one suspect who turned herself in on June 27th; and they are still looking to identify the remaining female suspect.

Lainie McCONNELL, 23 years old, of Ottawa is charged with:

  • Aggravated Assault
  • Breaking and Entering and committing aggravated assault
  • Assault with a Weapon
  • Uttering Death threats

The outstanding suspect is described as a Caucasian female, 5’6” to 5’7” (168 to 170 cm), with long brown hair, crooked and possibly missing teeth. She has tattoos all over her arms and legs (not sleeve tattoos but spread out over both arms), a blue tattoo on one thigh and orange tattoo on her other thigh. She was last seen wearing jean shorts and a black tank top.

Ottawa Police Services Board and Ottawa Police Service conduct Public Opinion Research on Policing Services, in July

(Ottawa) – The Ottawa Police Services Board (OPSB) and the Ottawa Police Service (OPS) are seeking public input on policing services through a variety of methods this summer. Specifically, we will solicit residents’ perceptions on safety, crime and disorder, community priorities, and police performance.

“Throughout the month of July, a random sampling of over17,000 Ottawa households will be invited by mail to complete the 2018 research survey online,” said Chief Charles Bordeleau.

The Ottawa Police Service Board values the views of all Ottawa residents and welcomes those who do not receive an invitation by mail to participate in the survey to provide input in a survey posted on the OPS website and OPSB website.

“The Public Opinion Research survey will ask residents for their opinions on the level of crime in their neighbourhoods, and their concerns and feedback on services provided by the OPS,” added Chief Bordeleau. “The results of the research will help to improve the quality of service and ensure the needs of Ottawa residents are addressed.”

In addition, four public consultation sessions are being held in July: 

  • Tuesday, July 10, 5-7 p.m., Heron Road Community Centre, 1480 Heron Road;
  • Wednesday, July 11, 5-7 p.m., Alexander Community Centre, 960 Silver Street;
  • Thursday, July 12, 6-8 p.m., Overbrook Community Centre, 33 Quill Street;
  • Saturday, July 14, 2-4 p.m., Accora Village Recreation Centre, 98 Woodridge Crescent.

Online registration for these sessions is now open, but space is limited. 

We will also be requesting input from the public via postings in our social media accounts.  So residents will have many ways and opportunities to provide their input. We invite you to do so no later than July 31.

The research information gathered in July will assist the OPSB and OPS in identifying public concerns and priorities for the upcoming 2019-2021 Business Plan.
