Missing 14 year old to locate

(Ottawa) – The Ottawa Police Service is asking for assistance in locating missing child, Emma Jodoin, 14 years old of Ottawa. 

Emma was last seen at her residence, in the Caldwell avenue area of Ottawa, around 10:00pm in the evening of Monday July 9, 2018.

 Emma is described as white female, 4’8” (142 cm), 60-70 lbs (27-32kg). She has blue eyes and blonde shoulder length hair. She is possibly wearing grey/blue shorts, white t-shirt, pink and yellow shoes and carrying a pink back pack. (view picture) 

Family is concerned for her safety.

 If you know where Emma currently is, please immediately contact Ottawa Police Dispatch at 613-236-1222.  If you have information that could assist investigators, but do not know where she is currently, please contact the Missing Persons Unit 613-236-1222 x 2355 between 8:00 am and 4:00 pm, daily.

Ottawa Police Community Equity Council now accepting applications until July 20th

(Ottawa) – Are you invested in the neighbourhood you live in? Are you a member of an Indigenous, faith based or racialized community or organization?

The Ottawa Police Service (OPS) is pleased to announce the creation of a new Community Equity Council (CEC). We are currently accepting applications from residents of Ottawa who can offer advice and insight to improving and strengthening relationships between the Service and the communities we serve.

“Building stronger partnerships between the many diverse communities that make up the city of Ottawa is the responsibility of all who live here,” said Acting Chief Steve Bell. “By creating a network of invested residents and officers at the OPS, we can enhance the safety of all neighbourhoods, city-wide.”

The Council will meet once a month and will help to develop critical partnerships within Ottawa’s many diverse communities to help strengthen relationships and build trust.

Applications must be submitted, with full supporting documentation, by midnight on July 20, 2018. Those candidates who meet the criteria will be invited to an interview in late August. Candidates who are invited to the interview process must have a record check completed, paid for by the OPS.

The Council will launch in the fall of 2018, and will build on the work that has been done by the former Community and Police Action Committee (COMPAC).

Ottawa man charged with Criminal Code and HTA offences following a collision at Bronson and Sunnyside

FOR IMMEDIATE RELEASE: Tuesday, July 10, 2018       3:36pm

(Ottawa)–At 11:15pm on Monday, July 9, 2018, Frontline officers were called to a collision involving a vehicle and cyclist at Bronson Avenue and Sunnyside Avenue. Information was that the cyclist was seriously injured.

Officers arrived on scene, finding only the injured cyclist and witnesses who remained on the scene of the collision. The 24 year old male cyclist was transported by Ottawa Paramedics with serious but non-life threatening injuries. He remains in hospital.

Loyan Mukhtar EID, (m) 26 years old of Ottawa turned himself in to police at approx. 1:30am on July 10th without incident.  

He is charged with:

  • Failure to Stop at Scene of Accident Cause Bodily Harm (Criminal Code)
  • Dangerous Operation of a Motor Vehicle Cause Bodily Harm (Criminal Code)
  • Related Ontario Highway Traffic Act Offences

He was released with a future court date.

Have fun but stay safe around water

This time of year, there’s nothing like cooling off on a hot summer day in the lake or pool. But what we forget is that water can be dangerous if you aren’t an experienced swimmer and sometimes, even if you are.

There are two incidents in my family that made us all have a healthy caution towards water.

I grew up on the tropical Island of Newfoundland and I lived in Trinity Bay before spending my early childhood in St Anthony, the Northern part where the Vikings landed. It’s surrounded by cold salty seas that do not make for ideal swimming conditions to say the least.

My first experiences were in a small community pool where we would go when the temperature was 72 degrees.  As I didn’t know how to swim, I wore a belted floatation device, the kind that straps around your belly and holds you up, sort of like a flutter board.

The belt was too loose and as I splashed about the ‘floaty’ moved around to my back and it held me face down in the water. I thrashed about for what felt like an eternity until one of my brothers reached down & flipped me over. He thought I was just splashing him and didn’t realize he probably saved my life.

Fast forward two years on a camping trip in PEI. We were having a family day on the beach when I thought it was a good idea to go exploring without telling my parents. I walked down the beach & was missing for about two hours. They thought I had drowned. I believe this was likely what led to my dad starting to bald & my mother’s silver hair. This second incident inspired my parents to put me in swimming lessons.

When we moved to Ontario in 1985, I began swimming lessons. To this day I’m not a strong swimmer but I can keep afloat.

I have a fear of water, especially if I can’t see the bottom. I don’t venture out more than waist high in an ocean. I took up paddle boarding a couple of years ago & always wear a life jacket, even if I’m in just four feet of water. I respect the water and I encourage all of my friends with kids to have them learn how to swim as I believe it is a life skill.

Disturbing facts about drowning:

  • Did you know more than half of Ontario drownings occur in open water? 68% of reported drowning happen in lakes and rivers.
  • Eight out of ten drowning victims are male.
  • The highest drowning rates are amoung adults 65 years and older

There are things you can do to prevent a drowning. Here are some tips for staying safe in the water.

Parents:

  • Stay within arms’ reach of your young children. Drowning can happen in a matter of seconds. Never leave your child unattended for even a short period of time; a drowning can happen in less time than it takes to read this tip. 
  • You are a role model. Your kids are watching you, so make sure you wear your life jacket in any type of watercraft.
  • Teach your children water safety and the importance of never swimming alone or in unknown waters.
  • Empty kiddy pools immediately after use and store them upside down so they don’t collect water.

Water can be dangerous for adults too, especially for inexperienced swimmers, but experienced swimmers can run into problems too. Open water currents are strong and there could be undertows. That’s why you should always wear a life jacket when using any watercraft, no matter what level of swimmer you are.

Swimming and alcohol don’t mix

Alcohol reduces the rate your brain can process information, lowers your body temperature making you more prone to hypothermia, affects your sense of distance and can lead to risk-taking behaviour. royallifesaving.com.au 

I encourage everyone to learn swimming and water safety survival skills, so you can enjoy everything the summer has to offer. We’ve earned it after a cold winter and while the fine weather isn’t here for long, don’t take chances around the water.

Proactive policing results in arrest of Break and Enter suspect (revised charges)

FOR IMMEDIATE RELEASE: Monday, July 16, 2018       1:04pm

(Ottawa)–Ottawa Police Service Frontline officers attended a call for service about a Break and Enter in progress at a store in the 1200 block of St-Laurent Blvd at approximately 4:00am on Sunday, July 15. The suspect had fled the scene prior to officers’ arrival at scene. K9 and frontline officers contained the area with negative results.

The police investigation continued and identified a male suspect leaving the scene on a motorcycle. Frontline officers recalled doing proactive policing checks in the area of the 300 block of Richelieu Avenue, where youths sometime gather, and also a motorcycle being on that property.  

Officers checked the area around 11:20pm, located and arrested one male and two females. A large quantity of property from the Break in was recovered. The motorcycle was on record as being stolen.

Calvin PEACOCK, 34 years old of Ottawa is charged with:

  • Break and Enter and Commit
  • Mischief Over $5000
  • Possession of Break-in instruments
  • Possession over $5000 (stolen motorcycle)
  • Break and Enter with intent
  • Possession of Stolen Property over $5000

Tania ROY-JUBAINVILLE, 29 years old and Alexandra HOLZER, 57 years old both from Ottawa and both charged with Break and Enter with intent.

PEACOCK is scheduled to appear at show cause court today; whereas the two women were released on a promise to appear 

"This was no doubt a great proactive policing effort on the part of our officers," said Staff Sergeant Stephanie Burns from the Robbery and Break and Enter Unit, Ottawa Police Service.

Deceased man found in the Rideau River to identify

FOR IMMEDIATE RELEASE:  Monday, July 16, 2018          1:42pm 

(Ottawa)–The Ottawa Police Service is looking for public assistance to identify the deceased man that was found by a passer-by in the Rideau River near Bordeleau Park around 8:40am on Friday, July 6, 2018.

A post-mortem examination was conducted and no foul play is suspected. It is believed that the man had been in the water for approx. 24 hours.

The deceased did not have any identification information, tattoo or jewellery; and his description did not match any missing persons’ file in the Ottawa-Gatineau area.

He is described as a black male, between 30-50 years old, 5’8” (173cm), 144lbs (65kg), with very short black hair and clean-shaven. He was wearing a grey t-shirt with no logo. The male had a hip replacement surgery on the right hip.

Male suspect to identify following a serious assault on Woodroffe

FOR IMMEDIATE RELEASE: Monday, July 16, 2018      2:36pm 

(Ottawa) – The Ottawa Police Service West Criminal Investigation Unit is investigating a serious assault, which took place between Saturday and Sunday - July 7-8, 2018 at approximately 2:00am in the 1500 block of Woodroffe Avenue, and is looking to identify the suspect. 

A 20 year old female victim was assaulted and left unconscious on the ground in a gas station parking lot. She was transported to hospital and later released. 

The suspect is described as a Caucasian male, mid 20s, medium build, no visible facial hair, no glasses. He was wearing a light-coloured shirt with collar or jacket with collar and blue jeans (see pictures). 

He fled on foot into the walking paths leading into the Brockington Crescent area.

Fraud suspects using fake gold in exchange for gas money

 (Ottawa) –The Ottawa Police Organized Fraud Unit is warning the community about a recent province-wide fraud that has been reported in the Ottawa area.  

In this scam, a male or female suspect typically approaches people at or near a gas station and tells them that his/her credit card is not working and he/she needs money to gas up his vehicle.  The suspect usually adds that he/she is trying to take his/her family to another city.  

The suspect offers the victim a gold jewellery piece in exchange for gas money. The jewellery turns out to be a worthless fake. This scam has occurred in different parts of the City. 

The Ottawa Police Service Organized Fraud Unit is asking Ottawa residents that been victims of this scam to contact the Ottawa Police and make a report at 613-236-1222 ext. 7300 or online at ottawapolice.ca

Ottawa man charged with child pornography offences

FOR IMMEDIATE RELEASE: Tuesday, July 17, 2018           9:14 pm 

(Ottawa) – In late May 2018, the National Child Exploitation Coordination Centre (NCECC) forwarded to the Ottawa Police Service Internet Child Exploitation Unit (ICE) an investigational package it had received from Task Force Argos. 

Task Force Argos is a branch of the Queensland Australia Police Service, responsible for the investigation of online child exploitation and abuse. 

This investigation was conducted on a photo-sharing website commonly used to share illegal content, including images of child pornography. During the police investigation, communications were exchanged with an undercover officer. 

With the assistance of Canada Border Services Agency (CBSA) and Homeland Security Investigations (HSI), the ICE Unit was able to identify the offending IP addresses as resolving to the Ottawa area.  A production order was served on the Internet Service Provider, which confirmed the address of the criminal activities. 

Today, the ICE Unit executed a search warrant at a residence in the Centretown area. 

Steven RUTTER, 24 years old, of Ottawa was charged with: 

  • Possession of child pornography s. 163.1(4) of the Criminal Code
  • Distribution of child pornography s. 163.1(3) of the Criminal Code
  • Make child pornography s. 163.1(2) of the Criminal Code 

RUTTER will appear at show cause court on Wednesday, July 18, 2018.

Ottawa man arrested following Break and Enter on Richmond Road

(Ottawa)Ottawa Police Service Frontline officers attended a call for service about a Break and Enter in progress at a store in the 300 block of Richmond Road at approximately 2:17am on Tuesday, July 17. 

The male suspect had fled the scene prior to officers’ arrival at scene. K9 and frontline officers contained the area.   

The investigation continued. With a successful K9 track, the suspect was later arrested without incident. During this track, a large quantity of merchandise from the Break in was recovered. 

Johnathon ROBINSON, 40 years old of Ottawa is charged with:

  • Break and Enter and Commit place other than dwelling
  • Mischief to property under $5000 

ROBINSON appeared at show cause court yesterday and further charges may apply during the court process.

Frontline Officers arrest bank robbery suspect

FOR IMMEDIATE RELEASE: Wednesday, July 18, 2018      1:58pm 

(Ottawa)–Frontline patrol officers arrested a woman yesterday following a bank robbery in the downtown core.

On Tuesday, July 17th at approx. 4:30pm a female suspect walked into a bank in the 100 block of Bank Street and demanded money from the cashier. She left the bank with an undisclosed amount of cash.

Patrol officers were already in the area and a description was obtained from witnesses and video surveillance. The suspect was seen at Metcalfe and Queen Streets minutes after and was arrested.

Sunshine MADELEY, 39 years old of Ottawa is charged with one count of Robbery.

MADELEY is scheduled to appear at show cause today.

Ottawa man charged following a Break and Enter in Baseline/Woodroffe area

FOR IMMEDIATE RELEASE: Thursday, July 19, 2018     10:20am

 (Ottawa) – On Tuesday, July 17, 2018, at approx. 9:30am, Frontline officers attended a parking lot in the Baseline Road and Woodroffe Avenue area in response to an attempted robbery and carjacking. The suspect was scared off by a passer-by and fled the area prior to police arrival.   There were no injuries reported.   

The investigation continued and the suspect was positively identified through investigative means.  

Later that day, officers located the suspect on Hazeldean Road while he was in possession of a stolen vehicle from a residential Break and Enter on the 100 block of Deerfield Drive that day. He was arrested without incident following a short foot pursuit. 

Ryan LUNNEY, 18 years old of Ottawa, is charged with:

  • Attempted robbery
  • Assault
  • Impersonation
  • Breaking and Entering with Intent
  • Theft of Motor vehicle
  • Flight from Police
  • Resist arrest
  • Possession of a prohibited weapon
  • Dangerous Operation of a Motor vehicle
  • Possession of Property Obtained by Crime 

He was in show cause court yesterday.

Male suspect and three persons of interest to identify following a swarming on Rideau Street

Ottawa – L'Unité des vols du Service de police d’Ottawa sollicite l'aide de la population en vue d'identifier un suspect à la suite du détroussement en groupe d'un jeune homme, survenu le samedi 7 juillet 2018 vers 18 h 30, rue Rideau. 

The suspect is described as a black male and appears to be in his early 20s. He was wearing a blue or black windbreaker style jacket with black shirt and pants (see picture).

The victim suffered minor injuries when the suspect(s) took his Bluesfest access wristband.

Investigators are also looking to identify three males considered to be persons of interest in relation to this incident (see pictures).

Ottawa man arrested after trying to Rob an 81 year old man

(Ottawa) –On Sunday, July 22, 2018, at approximately 4:30pm, Frontline officers were called to a robbery in progress. An elderly couple attended an ATM on Montreal Road and St-Laurent Boulevard to deposit a sum of money they had won at a Casino. 

During the deposit procedures, a male who was in the adjacent ATM, asked the couple for some assistance with his debit card. During this distraction, the male grabbed the couple's money envelope and ran from the ATM area.  

The 81 year old male victim took chase in his car and cornered the suspect in an alley close by.  A physical struggle ensued. The complainant covered his money envelope when the suspect dropped it to the ground. Frontline officers were given a description of the suspect. A witness had also taken a picture from a cell phone, which assisted the investigation. 

A short time later, officers located the male and arrested him without incident. 

Kevin HARRIS, 44 years old of Ottawa is charged with:

  • Robbery with violence
  • Possession of property obtained by crime under 5000$
  • Fail to comply with a court order (Undertaking) 

HARRIS will appear in show cause court today.

Ottawa man arrested after a string of Robberies in Ottawa

FOR IMMEDIATE RELEASE: Tuesday, July 24, 2018     7:56am 

(Ottawa) – On Saturday, July 21, at 1:00am, at Montreal Road and Vanier Parkway, an RCMP officer initiated a traffic stop with a suspicious vehicle, which returned as being a stolen vehicle involved in a number of Robberies. The officer had stopped only a short time behind the suspicious vehicle, when the vehicle fled from the traffic stop. RCMP commenced a short vehicle pursuit ending when the vehicle entered a dead end street on Buell Street, where the male and female occupants from the vehicle fled on foot.    

Ottawa Police Service Frontline officers and one K9 assisted the RCMP officer in tracking the two suspects.   Both suspects were located hiding in the woods near the vehicle. They both sustained injuries from the K9. They were both assessed on scene by paramedics. The male was transported to the cellblock and the female was transported to hospital for minor injuries.   

The vehicle was reported stolen on Friday, July 13, in the 700 block of Gladstone and was then later involved in numerous thefts and Robberies throughout the day, July 13.  

On Thursday, July 19, the vehicle and male suspect was involved in a Robbery in the 1400 block of Highgate Road. 

 Ryan WAGNER, 42 of Ottawa is charged with:

  • Robbery with violence
  • Possession of property obtained by crime
  • Dangerous operation of motor vehicle
  • Failure to stop for police
  • Breach of probation x 2

WAGNER appeared in show cause court on the weekend. Further charges are pending. 

The female occupant in the suspicious vehicle was released from hospital and police custody with no charges.

Ottawa man arrested after a string of night time Break and Enters

FOR IMMEDIATE RELEASE: Tuesday, July 24, 2018    9:18am 

(Ottawa) –On Saturday, July 21, at 1:00 a.m., Frontline officers responded to a number of attempted and completed Break and Enters in the East end of Ottawa. The suspect had committed a recent string of residential Break and Enters in Gloucester, Pleasant Park, Mooney’s bay areas, and often while the occupants were home sleeping. 

The suspect was arrested following a short foot pursuit after a member of the public took a photo of the suspicious vehicle in the area of the break-ins and provided it to the police.  

Roy LAFLEUR, 59 years old of Ottawa is charged with:

  • Breaking and Entering
  • Possession of a break-in instruments
  • Trespassing by Night
  • Possession of property obtained by crime 

LAFLEUR attended show cause court this past weekend. More charges may follow.

Ottawa man charged with Assault with a weapon in South End of Ottawa

FOR IMMEDIATE RELEASE: Tuesday, July 24, 2018   11:42am 

(Ottawa) – On Sunday, July 22, at approximately 7:20am, Frontline officers responded to a call for service for an injured 32 year old male who was involved in an altercation with a male known to him.  

On a walking path near the 4000 block of Bridle Path, two males got into a verbal argument. The male suspect unprovoked swung at the victim with a closed fist. The suspect then fled the area. The victim, noticing that he had a cut to his hand immediately called 911.  Ottawa Paramedics assessed the victim and transported him to a local hospital. 

Officers did a search of the area with negative results for the suspect. A description was provided to officers of the 24 year old suspect as well as a photo.  

On Monday morning, the male suspect was arrested by Parliamentary Protective Service (PPS) and RCMP following a separate incident that happened on Parliament Hill. The male who was removed from Parliament Hill was handed over to the Ottawa Police Service. 

Jesse MOONEY, 24 years old of Ottawa, is charged with the following in relation to the Bridle Path incident:

  • Assault with a weapon
  • Possession of a weapon
  • Assault causing bodily harm
  • Fail to comply with a probation order 

As confirmed on July 23rd MOONEY was charged with Assault and Breach of Probation in relation to the Hill incident. 

MOONEY is scheduled to be in show cause court today for both matters.

Cycling Safety event on July 29 on the Trans Canada Trail in Stittsville and Kanata

(Ottawa) – On Sunday, July 29, the Ottawa Police Service and Safer Roads Ottawa are holding education and awareness initiatives on the Trans Canada Trail in Stittsville. 

“Warm weather means more people are about on the trails,” said Cst. Paul Baechler. “This initiative is an opportunity to remind all path users to follow the rules for everyone’s safety and enjoyment.” 

  • 10:00 a.m. to 12:00 p.m. near Abbott Street and West Ridge Drive in Stittsville
  • 12:15 p.m. to 1:15 p.m. at Shetland Park in Kanata 

The focus of the event will be to review the safest ways for cyclists and pedestrians to share the paths, including how to pass other cyclists and pedestrians, visibility, speeding and having proper equipment. 

Officers will be on hand with ATVs to show and tell what it’s like to patrol on trails and off-road conditions. Safer Roads Ottawa will also be available for questions or concerns from residents.

Seeking the identity of a suspect male from Robberies on Carling Avenue

FOR IMMEDIATE RELEASE: Wednesday, July 25, 2018    9:43am 

 (Ottawa) –The Ottawa Police Service Robbery Unit is investigating two robberies involving the same male suspect.   They are seeking public assistance to identify him. 

On Friday, July 20, 2018 at 12:10pm, a male suspect entered a bank at the 1300 block of Carling Avenue.   The male attended a teller and handed a note demanding money.  He left with an undisclosed amount of money.   No injuries were reported. 

On that same day, a short time later, the same male entered a bank at the 1400 block of Carling Avenue.   He attended a teller with the same note demanding money.   An undisclosed amount was handed to him.  No injuries were reported.   

Frontline officers attended both robberies with negative results of arrests.   A description and pictures of the male were taken.  He is described as white male, 50 to 60 years old, sun hat, gray t-shirt, jeans, small bag.  (view pictures)
