Multiple child sexual assault charges in ongoing investigation

(Ottawa) — The Ottawa Police Service Sexual Assault and Child Abuse (SACA) Section has charged a 41-year-old man as part of an ongoing investigation into allegations of child sexual assaults.

The investigation began February 1, 2019, when a victim came forward to report the abuse.

The victims came forward based on a January 30, 2019 news release issued by the Ottawa Police Service where charges were laid by the OPS Internet Child Exploitation Unit (ICE) in relation to Child Pornography charges.

Danyiel “Dan” WALKER, 41 years old, of Ottawa has been charged with 37 criminal offences. The charges include: 

  • Aggravated Sexual Assault
  • Sexual Assault
  • Threats
  • Sexual Exploitation
  • Sexual Interference
  • Sexual Interference with a person under the age of 14 years
  • Sexual Interference with a person under the age of 16 years
  • Permit person under 14 years old on premises for sexual activity
  • Permit person under 16 years old on premises for sexual activity 
  • Secretly observe and record person nude, Sexual Exploitation
  • Corrupting Children
  • Making sexually explicit material available to a child
  • Expose genitals to a person under 16 years old for a sexual purpose
  • Indecent Act
  • Invitation to Sexual Touching
  • Invitation to sexual touching under 14 years old
  • Invitation to sexual touching under 16 years old
  • Commit an indecent act with intent to insult or offend another 

(per Criminal Code charges existing at the time of the offences). 

These charges relate to multiple incidents involving four male victims ranging in age from 6 to 24 years old, including a child with disabilities. 

The incidents are alleged to have occurred in Ottawa between 2004 and 2019. 

WALKER will appear in court today for a bail hearing. 

Investigators are concerned there could be more victims and ask anyone with information related to this case to come forward.

Community Policing Project results in arrests (St-Jacques Street)

(Ottawa) - A community policing project aimed at drug trafficking, drug consumption and other social disorder issues at several Vanier addresses resulted in arrests Friday evening.

This community policing project was launched in direct response to the community complaints received by the Vanier community police officer.

Street Crime Unit officers executed warrants at addresses on the 200 block of St-Jacques Street after having received the community complaints. A shooting that left one woman injured had also recently occurred at the location.

The Tactical Unit conducted the entry and eight people were found in the basement. Upon searching the home, police located a quantity of cocaine, numerous hydromorphone pills, codeine, crack cocaine and Canadian currency.

Given the living conditions of the apartment the City of Ottawa was requested to attend the location.

Four individuals, three men and one woman, have been charged with multiple counts of Possession for the Purpose of Trafficking and Possession of Proceeds of crime.

This community policing project will continue to be a collaborative and focused approach addressing criminal behaviours and social disorder issues associated to problematic addresses in Vanier identified by residents of the community.

This problem address investigation is one of several currently underway and includes officers from across the service including Frontline patrol and the Bikes and Beats Unit.

Ottawa Police is also discussing this matter and others with various City of Ottawa partners to involve landlords in any long-term solutions to some of the addresses.

Arrest in homicide investigation from Jolliet Avenue

FOR IMMEDIATE RELEASE: Sunday, February 24, 2019     10:46am 

(Ottawa) – On Wednesday, February 20, 2019 at 1:30pm, Ottawa Paramedics contacted Ottawa Police about a suspicious medical call where a man in his 50s suffered serious injuries by unknown reasons at the time of arrival. Frontline officers attended both the hospital to meet the injured man and also attended an address on Jolliet Avenue. 

The investigation continued to discover this being a serious assault.   

Gaetan Jolin, 55 years old, of Ottawa succumbed to his injuries early Thursday morning. 

On Sunday, Major Crime investigators have arrested Michael LEDUC, 43 years old, and charged him with second degree murder. 

LEDUC appeared in court Sunday morning.

Two youths arrested and charged for a robbery on Rideau Street

(Ottawa) – On Monday, February 25, the Robbery Unit charged two young males under the age of 18, with one count of Robbery each. 

On Sunday, February 17, at approximately 1:30pm, in the 1 – 100 block of Rideau Street, an elderly man in his late 70s entered a washroom inside the mall where he was accosted by these two youths. An undisclosed amount of money was taken and the suspects fled the area. 

The victim suffered minor injuries. He was assessed at hospital and later released.  

The two young offenders were released on conditions and with a promise to appear.

Ottawa man charged with luring offence

(Ottawa) — In early December 2018, a concerned member of the public contacted the Ottawa Police Service to report a male using the handle of "kjoly4" on a mobile application to be involved with the offence of luring a child under the age of 18 years old.

Several communications were exchanged where the man engaged in conversations requesting the child send images of child pornography.

Today, the Internet Child Exploitation Unit (ICE) arrested the male in the Centretown area of Ottawa. 

Kevin JOLY, 31 years old, of Ottawa was charged with: 

*       1 x luring a child under 18 s. 172.1(1)(a) of the Criminal Code 

He is scheduled to appear in court on Thursday, February 28, 2019. 

This is an ongoing investigation and ICE investigators are concerned there may be additional victims. Further charges are expected to be laid.

New warning about 'distraction' thefts in Ottawa

FOR IMMEDIATE RELEASE: Friday, March 1st, 2019    1:10pm

(Ottawa) – The Ottawa Police Service Criminal Investigation Unit is investigating a number of Distraction Thefts throughout Ottawa targeting our senior population (but not exclusive to seniors). These thefts occur near retail locations across the city of Ottawa and investigators have identified 10 known cases in the past four days.    

Most of the occurrences are happening between 12:00 (noon) and 4:00pm. Victims are approached by the suspects in public areas and parking lots. The suspect(s) offer a form of assistance to the targeted victims, such as an offer to help carry purchases, state that the victim dropped money or point out an issue with the victim’s vehicle. While the victim is distracted the suspects steal their debit or credit cards.

The suspects appear to work in groups of two or more and are a combination of male and female.

Ottawa Police are reminding people to remain vigilant as a potential victim or witness to their surroundings and immediately report any similarly suspicious encounters to the Ottawa Police Service. Please remember to hide your PIN when using your debit or credit cards, lock your vehicle with your keys in hand even if you step away from it for a brief period.

Missing woman to be located

 (Ottawa) – The Ottawa Police Service is asking for assistance in locating missing woman Jennifer Giroux-Matte, 24 years.  Her family is greatly concerned for her safety as they have not spoken with Jennifer since August 2018. 

Ottawa Police were recently made aware that Jennifer is missing. 

Jennifer is described as white female, 5’4 (163cm), medium build, brown shoulder length hair. 

Jennifer is known to spend time in the downtown area.

Suspect to identify in prescription frauds

(Ottawa) – The Ottawa Police is investigating a series of prescription frauds that occurred in January and February of this year. 

A female suspect attends pharmacies throughout Ottawa, presents a false driver’s licence as well as a fraudulent prescription. The suspect states that she is picking up the prescription for a friend or family member.

The suspect is described as a white female, in her 20’s, measuring 5’3” (160cm) with long brown hair. She does not carry a purse, but rather a wallet and a phone in her hands (see attached photos.)

Ottawa man charged with child pornography offences

(Ottawa) – In early October 2018, a member of the Ottawa Police Service Internet Child Exploitation Unit (ICE) conducted a proactive investigation on a Peer to Peer (P2P) network. P2P is a commonly-used file sharing network for users to share files, including images and videos of Child Pornography. 

The ICE investigator identified an IP address located in the Ottawa area sharing hundreds of files of suspected child pornography. 

A search warrant was subsequently executed today in the Tanglewood area. Digital devices were examined, revealing an extensive collection of images and videos of Child Pornography. 

Jeffrey MARQUARDT, 51 years old, of Ottawa, is charged with: 

*       1 Make Available Child Pornography s. 163.1(3) of the Criminal Code

*       2 Possession Child Pornography s. 163.1(4) of the Criminal Code 

He will appear at show cause court on Saturday, March 2, 2019.

Handgun and Drugs Seized in Ottawa South Search

(Ottawa) – A man and a woman have been charged with several offences after Drug Unit officers executed a search warrant at a Ted Grant Private address yesterday. Seized from the residence was cocaine, cash, a loaded 9mm Taurus handgun, a box of 9mm ammunition, .22 calibre ammunition, a digital scale and packaging materials. 

Two people were arrested as part of this investigation.

STEP to focus on school zone safety and impaired driving

Ottawa– The Gatineau Police Service and Ottawa Police Service’s Selective Traffic Enforcement Program (STEP) will focus on school zone safety and impaired driving during the month of March. 

School Bus / School Zone Safety:

Between 2013 and 2017, there were 858 collisions resulting in 213 injuries involving school buses or occurring in school zones 

Impaired Driving:

Between 2013 and 2017, there were 1,462 reportable collisions involving impaired driving resulting in 621 injuries and 12 fatalities.  

The Safer Roads Ottawa Program is a leading community partnership between Ottawa Fire Services, Ottawa Paramedic Service, Ottawa Police Service, Ottawa Public Health and the Transportation Services Department committed to preventing or eliminating road deaths and serious injuries for all people in the City of Ottawa, through culture change, community engagement, and development of a sustainable safe transportation environment.  

Also participating in the Safer Roads Ottawa Program are the Royal Canadian Mounted Police (RCMP), Ontario Provincial Police (OPP), Sureté du Québec, Department of National Defense’s Military Police and Gatineau Police Service to improve road safety for all residents of the national capital region. 

Ottawa residents have identified traffic safety as a top priority. The Safer Roads Ottawa Program is committed to using available resources to make Ottawa roads safer for residents.

Traffic Stop leads to arrest, seized gun and drugs

(Ottawa) – On Friday, March 1st, at approximately 11:30pm, frontline officers conducted a traffic stop in the 1400 block of Carling Avenue. During the interaction with the driver, the male driver was placed under arrest and charged for drug and weapons offences.  

Seized items: a shotgun, drugs, Canadian currency. 

Dimisteris VOULGARIDIS, 28 years old of Ottawa, is facing charges of:

  • Possession of a weapon dangerous to public peace
  • Possession of a prohibited or restricted firearm without registration
  • Unauthorized possession of prohibited or restricted weapon
  • Possession of a firearm knowing its possession is unauthorized
  • Possession of a prohibited or restricted weapon knowing its possession is unauthorized
  • Unauthorized possession of a firearm in a motor vehicle
  • Possession of a firearm, prohibited or restricted weapon obtained by crime
  • Possession of a firearm or ammunition contrary to a prohibition order
  • Careless storage of a firearm
  • Failure to comply with an undertaking x2 

VOULGARIDIS attended show cause court on Saturday. He was remanded in custody until his future court date.

Ottawa Police announce new layer of mental health support: Partnership with Wounded Warriors Canada

(Ottawa)—The Ottawa Police Service (OPS) is proud to announce a new partnership with Wounded Warriors Canada to provide Ottawa Police members and their families to an additional layer of mental health support.

Wounded Warriors Canada is a national mental health charity that funds the development and delivery of innovative programs to assist military members, veterans, first responders and their families.

“Everyone’s journey with mental health is different and this is another tool we can now access to give our veterans, retirees, members and their families options to explore ways to improve their mental health,” commented Sergeant Brent MacIntyre, Peer Support Coordinator, Ottawa Police Service. “This partnership will enable us to steer our people towards different programs and services in addition to what we provide.”

Other military and first responder organizations have developed similar partnerships with Wounded Warriors Canada and the OPS is happy to be partnered with an organization with a proven track record of helping individuals and families dealing with mental health challenges.

“Today’s announcement recognizes the fact that no one service, association, government agency, or organization will ever be the 100% solution for our first responders in need of mental health support,” stated Scott Maxwell, Executive Director of Wounded Warriors Canada. “When a member is struggling, it doesn’t matter where, when or how their injury occurred. What matters is that our first responders and their family members know that we are in this together – working to ensure they receive the help they so rightly deserve. We are proud to partner with the Ottawa Police Service and look forward to doing our part to support their members in their time of need.”

Robbery suspect to identify from Strandherd Drive incident

(Ottawa) – On Sunday, February 10, 2019, at approximately 00:15 am, a male suspect entered a restaurant in the 3700 block of Strandherd Drive and waited in the lobby for a short period of time.   

The male waited till an opportunity arose that food was ready to be served, he then grabbed the food and started to head to the front door. An employee confronted him prior to reaching the front door. The male suspect assaulted the employee and fled the area on foot. 

The male suspect is described as a black male, 5’10” to 6’ (178 cm to 183 cm), late teens to early 20s, slender build, clean-shaven, short dark hair, wearing white running shoes, blue jeans, dark-coloured hooded sweatshirt under a dark-coloured jacket with hood (view pictures.)

UPDATE: 2019 Polar Plunge Makes a Splash for Special Olympics

(Ottawa) – The Ottawa Police Service and Special Olympics Ontario (SOO) are pleased to announce this year’s fundraising for the annual Polar Plunge reached $22,250!

Over 100 plungers braved the chilly temperature and wind chill to take the plunge into a tank of freezing water making a splash in support of local athletes.

“Events like the annual Polar Plunge are so important to keep local Special Olympics athletes involved in the sports they love,” said Insp. John McGetrick.

“It’s heart-warming to see so many members of law enforcement and the public who are willing to take a chilly plunge to show their support for Special Olympics athletes,” commented Bill Dickson, Torch Run Zone Coordinator, OPP East Region Headquarters.

In partnership with the Law Enforcement Torch Run, the Ottawa Police and Special Olympics Ontario would like to thank the plungers and their supporters for contributing to the success of the plunge.

(Ottawa) – The Ottawa Police Service is excited to host the 5th Annual Polar Plunge for Special Olympics taking place at Algonquin College (north side of ‘P’ Building) on Saturday, March 2, 2019 in partnership with the Ontario Law Enforcement Torch Run (OLETR). 

The Polar Plunge takes place in several cities across Canada and raises much-needed funds for the athletes and families of Special Olympics Ontario

“This is our fifth year holding the Polar Plunge and we never know what kind of weather we’re going to get – that’s the fun part!” said Inspector John McGetrick. 

Register online at polarplunge.ca/ottawa. Collect donations, and track your fundraising progress. 

Plunging begins at 9:30 am and goes until noon! There is free parking at Algonquin College located at 1385 Woodroffe Avenue. 

“The Ontario Law Enforcement Torch Run (OLETR) has continued to grow substantially and produce much needed funds for Special Olympics. Polar Plunges bring in significant revenue that allows our programs to grow across the province,” stated Glenn MacDonell, President and CEO of Special Olympics Ontario. “Quite simply, more funding means more people with intellectual disabilities will become involved in Special Olympics programs and competition and no partnership has had a more profound impact on our movement than the OLETR.” 

Athletes range in age from children, youth to adults who have an intellectual disability. Sports and training programs are only possible through funds raised through initiatives like the Polar Plunge.

Missing 65 year old woman to locate

(Ottawa) – The Missing Persons Unit is asking for public assistance in locating missing 65 year old Erlinda Santiago (Williams).

Erlinda is described as a female with light brown skin, 5’1” (152cm), 120lbs (54kg) with long black hair. She usually circulates using a wheelchair.

Erlinda was last seen in the afternoon of March 4th in the area of Leggett Drive in Kanata following an appointment in the area. She was wearing a black jacket, light grey pants, light grey shirt, a dark winter hat and a purse.

Drug Seizure, Arrests in Problem Address Project: Shakespeare Street

FOR IMMEDIATE RELEASE: Thursday, March 7, 2019      7:15am  

 (Ottawa) –One person is facing charges and a small quantity of drugs was seized after a Street Crime Unit search warrant was executed at an address in the Vanier-area yesterday. 

Tactical officers executed the warrant at the address on the 300 block of Shakespeare Street where police had received reports of drug trafficking, drug consumption and social disorder issues. 

Five people were found in the home. 

A small quantity of codeine, cocaine residue as well as products and tools used in drug trafficking were seized along with many discarded needles. 

The investigation is one of several underway on addresses reported to the Vanier Community Police Officer. 

City of Ottawa Bylaw were also called to the scene and are following up with the landlord.

Cruiser struck while performing a traffic stop

FOR IMMEDIATE RELEASE: Thursday, March 7, 2019      9:35am 

(Ottawa) – Yesterday, an Ottawa Police Service Traffic Unit officer was performing a traffic stop when the cruiser was struck from behind at approximately 10 a.m. 

The cruiser was stopped in the right turning lane of West Hunt Club Road at Cleopatra Drive with emergency lights on after pulling someone over for a traffic violation. The officer had just returned to the cruiser and was writing a document.  

Meanwhile, the operator of a 5-ton delivery truck changed lanes to turn right onto Cleopatra Drive and rear-ended the cruiser.  

The driver of the delivery truck was charged under the Highway Traffic Act. The officer suffered minor injuries.

Although speed appeared to be a factor in this instance, it is a good reminder to slow down and move over when you see emergency vehicles or tow trucks. Where there are vehicles pulled over, there are also people who want to go home safely.

Four teenagers charged following robbery on Bayshore Drive

FOR IMMEDIATE RELEASE: Thursday, March 7, 2019                    1:05pm 

(Ottawa) – Ottawa Police Frontline officers responded to a possible assault in the 100 block of Bayshore Drive on March 6, 2019 at 9:30pm. A victim was robbed and viciously assaulted by four male suspects.  The victim was able to defend himself, which resulted in non-life-threatening injuries to two of his attackers. 

The Ottawa Police Robbery Unit has charged each of the four young males (ages 17, 15, 15 and 14) with:

  • Robbery
  • Conspiracy to Commit an Indictable Offence
  • Intimidation 

All four teenagers appeared in Show Cause court today.
