Animal cruelty investigation on Cedarwood Drive leads to charges

(Ottawa)–In the afternoon of February 25th the Ottawa Police received information through social media about an incident of animal cruelty involving a dog.  Video posts and photos were examined and a male suspect from the Ottawa area was identified. 

Frontline officers attended a residence in the 2800 block of Cedarwood Drive in Ottawa.  They identified the owner of the dog as Aron YARDON, 30 years old, of Ottawa and they also located the dog from the postings. 

The East Criminal Investigations Unit led the police investigation that also involved the Ontario Society for the Prevention of Cruelty to Animals (Ontario SPCA).  The dog has been removed by the Ontario SPCA and brought to a local veterinarian for a health examination.  

Yesterday, YARDON was charged with one count of Cruelty to animals; and he appeared in court that day. 

“By working together, we were able to ensure this dog gets the necessary care,” says Jennifer Bluhm, Deputy Chief Inspector, Ontario SPCA. “This is a great example of our SPCA Enforcement Services model at work. Through this new enforcement service model, we are able to provide animal-related expertise to municipal, provincial and federal law enforcement agencies.”

Two handguns seized by Frontline officers during traffic stop

FOR IMMEDIATE RELEASE: Friday, March 8, 2019       12:00pm 

 (Ottawa) –On Thursday, at 9:30pm, Frontline officers conducted a traffic stop a the intersection of Cambridge and Arlington Streets.   During the interaction, the officers learned the driver was wanted on an arrest warrant.

The officers arrested the driver, and released the male passenger.    As the driver was out of the vehicle and under arrest, a gun was in plain view inside the vehicle.   The officers also arrested the passenger who was a short distance from the vehicle.   During the arrest of the passenger, a loaded handgun was located on his person.   

(Driver) Ashton TAYLOR-CAIN, 25 years old of Ottawa is facing charges of:

  • Use / handle / store firearm, etc, carelessly
  • Possession of a firearm dangerous to public
  • Unauthorized possession of a firearm
  • Unauthorized possession of a prohibited or restricted weapon
  • Unauthorized possession of a firearm in motor vehicle

The word Quartermaster (QM) is a military term which literally means, ‘Master of the Quarters’. It has been around since the 16th century and comes from the Old French quartier and Latin quarterium to describe the supply function for the army on the battle field. This role was typically held by a senior soldier, who was responsible for stocking and distributing supplies and provisions. 

The supply department was the mainstay of any army. Battles could be won or lost on the effectiveness of the Quartermaster, because in the words of the French General Napoléon, “an army marches on its stomach.”

The QM is responsible for ensuring personnel have all necessary uniform items and equipment. Their job includes identifying what and how much of it is needed, they evaluate specific equipment and have to know how it will be used, they make purchases as needed and maintain inventory records.

It is so integral in military operations, German Field Marshal Erwin Rommel said, “the battle is fought and decided by the Quartermasters before the shooting begins.”

That’s why each law enforcement agency, military and spy organization like James Bond 007 has a QM or “Q” that aids the members of the organization in completing their daily tasks. 

Since 1855, the Ottawa Police Service (OPS) has had a QM section looking after the needs of officers, civilians and volunteers. Our motto is, “Supporting Victory”.

This role has been held by men since for 163 years.

Until November 2018 that is, when the glass ceiling was smashed twice by the same individual, Melanie Butler. She is the first female QM Supervisor and the first civilian female in a competition process for the QM in the history of the OPS.

Ms. Butler has been with the OPS for 18 years, working in the Business Information Solutions (IT) section until her move to Materiel Management. 

“Joining the Quartermaster as the first female member in history is an honour and I encourage all women working in a male-dominated role, industry or occupation to continue to be strong and fierce.”

Melanie attributes her confidence and willingness to pursue the position to the examples of like-minded women in the private and public professions.

“It’s great to see other women knocking down barriers or reaching new levels,” says Melanie. “It helped build my confidence as a leader. I believe I'm in a role to do a job the best way it can be done and my gender doesn’t matter. What’s important is I have accrued all the skills and expertise to lead my team.”

These inspirational words are just in time for International Women’s Day. March 8 has become a day when women can acknowledge and celebrate other women’s contributions and the positive impact they’ve had in their organizations, communities and countries. 

“We have role models now. We think of pioneers that came before us, like Flora Ann Campbell,” said Ms. Butler. “106 years ago she was the first policewoman hired by the OPS. New generations of women have picked up the torch and continue to pave the way for the women who will follow, like my own daughter. I want her to know there are no limits on the employment she can seek.”

QM Supervisor Butler is excited to think she can inspire and impact other women in their decision to seek non-traditional jobs.

“Look around you. Famous female role models are not just in the history books or in Hollywood, but are individuals right here in our Ottawa community.”

Loaded Handgun Seized

(Ottawa) — On this date the Guns & Gangs Unit culminated a month-long investigation into the drug dealing activities of Eric Zgraggen, 27 years of Ottawa. He was arrested today and a loaded handgun and a large amount of cocaine was seized on his person. He was charged with several firearms related offences as well as possession of cocaine for the purpose of trafficking. He will appear in court tomorrow morning.

Stabbing on Dynes Road

(Ottawa) – The Ottawa Police Service is investigating a stabbing on Dynes Road.

On Saturday the 9th of March 2019 at approximately 1:20 am, Ottawa Police Service responded to a report of a stabbing in the 900 block of Dynes Road.  

Frontline officers located male in his 20s suffering from a stab wound. The male was taken to hospital with non-life-threatening injuries.  

The West Criminal Investigations Section is investigating.

Suspect to identify in Walkley Road robbery

FOR IMMEDIATE RELEASE: Monday, March 11, 2019         9:07am 

(Ottawa) – The Ottawa Police Robbery Unit is requesting the public’s assistance to identify a male suspect involved in a robbery at a convenience store on in the 1400 block of Walkley Road on February 8, 2019. 

At about 1:30 am a man entered the convenience store, produced a knife and demanded money. The suspect fled with cigarettes, lottery tickets and an undisclosed amount of money. No one was injured. 

The suspect is described as a black male, in his 30’s. He was wearing a dark winter jacket, dark t-shirt, dark pants and dark tuque (See attached pictures.)

Man charged following several Break and Enters in Vanier

FOR IMMEDIATE RELEASE: Tuesday, March 12, 2019        7:04am 

(Ottawa) – The Ottawa Police Service Break and Enter section charged a man in connection with a number of break and enters to commercial venues in the Vanier community in January 2019, including a church and a funeral home. The man stole personal items including credit cards, which were then used to make purchases.

In one of the incidents, the accused stole three keepsake pendants containing ashes of a deceased. 

In another incident, a laptop containing over 700 musical scores was taken. 

Steve GEROVAC, 43 years old, of Ottawa has been charged with:

  • Breaking and Entering
  • Use of a stolen credit card x2 

GEROVAC is scheduled to appear in court on April 9, 2019.

Two men charged following Rideau Street swarming

(Ottawa) – The Ottawa Police Service Robbery Unit has charged two people involved in a swarming incident on March 11, 2019, in the 1-100 block of Rideau Street. 

At 1:19 pm, two suspects assaulted and robbed the victim of money. The responding officer was given a detailed description of the suspects and was able to locate them nearby. Both suspects were arrested without incident.

Kevin MURENZI, 21 years old of no fixed address, is charged with:

  • Robbery
  • Breach Probation x2 

MURENZI is scheduled to appear in Show Cause Court today. 

Lionel ZINGIRO, 28 years old, of Ottawa is charged with:

  • Robbery 

ZINGIRO is scheduled to appear in court on April 11, 2019.

Problem address project: robbery arrest

FOR IMMEDIATE RELEASE:  Tuesday, March 12, 2019                   13:05pm 

(Ottawa) – Ottawa Police frontline officers responded to a convenience store robbery in the 200 block of Montreal Road on Saturday, March 9, 2019. The male suspect took some items, assaulted a customer and fled. 

The officers used their knowledge of problem addresses in the Vanier area to patrol specific locations. Officers were able to locate the suspect, arrest him. He has been charged with robbery. 

While in the area, officers also received information that a male who had been arrested for firearms offenses last month, had been seen nearby contrary to his court release conditions. Officers located and arrested the male for breaching his release conditions. 

Ottawa Police continue to focus efforts on a series of problem addresses in the Vanier area, identified by the community, where drug trafficking, drug consumption and social disorder issues are occurring. These addresses were provided to the Vanier Community Police Officer.

Party Responsibly: Elevated Police presence in ByWard Market and Sandy Hill this weekend

(Ottawa) –The Ottawa Police Service (OPS), Ottawa By-Law and Regulatory Services and the Alcohol Gaming Commission of Ontario (ACGO) will have a large and sustained presence in the ByWard Market and Sandy Hill area this weekend March 15, 16 and 17 to address public disorder, drinking and large gatherings. 

The initiative is part of a community safety education and enforcement campaign for St. Patrick's Day to ensure safe and law-abiding behaviour and to remind visitors to these areas to respect residents and their property.

In advance of the weekend, Community Police Officers proactively visited addresses in the Sandy Hill area with reminders to encourage people to be good neighbours. They also reminded residents that police and By-law enforcement officers would be present to enforce relevant laws related to excessive noise, open alcohol in public places, public intoxication, underage drinking, damage to property and trespassing.

Police will also be conducting alcohol and drug impairment checks (RIDE).

Police have been encouraging property owners to grant it Agent Status to enable officers to enforce the Trespass to Property Act in case partygoers would spill onto their private property.

Police resources in the area have been increased for Friday, Saturday and Sunday including officers from Frontline Patrol, Emergency Services Unit, Community Police and Bikes and Beats. As always, public safety will be the number one priority and officers will be enforcing the law, so please celebrate responsibly.

Seeking public assistance to identify an individual

The man is described as a white male, in his 30’s, with dark hair and a full beard. He speaks English and usually carries a black bag similar to a laptop bag (See attached pictures.)

Saint Patrick's Day RIDE

(Ottawa) – The Ottawa Police Traffic Services, as well as the Marine, Dive & Trail Unit will conduct RIDE checkpoints this week and throughout the Saint Patrick’s Day weekend looking for drivers and snowmobilers impaired by alcohol or drugs. 

“Impaired driving continues to be a hazard on our roads,” said Traffic Staff Sergeant Marc-Andre Sheehy. “It’s not worth losing your licence, your life, or taking the life of someone else.” 

Impaired driving is 100% avoidable. Choose a safe way home if you have consumed alcohol:

  • Appoint a designated driver
  • Take a bus, cab, Uber or Lyft
  • Stay over
  • Get a hotel room 

Traffic Services will target the end of the week drinks/dinner crowd leading into the St Patrick’s Day weekend.  Mobile units will monitor alternate routes in the area of the RIDE and will watch for people who may be avoiding the checkpoint.  

“We are giving the public advance notice of our enforcement plan to discourage anyone from driving impaired in the first place,” added S/Sgt. Sheehy. “Let’s make this a safe and fun weekend for everyone on the roads and our local snowmobile trails.”

Two demonstrations expected this Friday afternoon in the Downtown core

(Ottawa) – The Ottawa Police Service is advising commuters to expect traffic delays in the Downtown core this Friday, March 15th in light of two demonstrations beginning in the early afternoon. Participants will be marching to Parliament Hill by 3:00pm.

Starting at approximately 12noon, a first group will march from Ottawa University to Parliament Hill as follows:

  • University of Ottawa
  • North on Cumberland Street
  • East on Rideau Street (possibly going a little past King Edward)
  • North on King Edward Avenue
  • West on York Street
  • North on Sussex Drive up to the National Gallery of Canada
  • Then South on Sussex Drive 
  • South on Mackenzie Avenue
  • West on Wellington Street
  • South on Elgin Street and into Confederation Park
  • West on Laurier Avenue
  • North on Metcalfe Street and onto the lawn of Parliament Hill

A second group will march starting at approximately 1:00pm from the City of Gatineau:

  • Crossing from Gatineau via Portage Bridge
  • East on Wellington Street to Parliament Hill

Police will be doing rolling road closures as applicable.

Commuters are asked to find alternate routes and avoid the area, where possible.

Stabbing - Central Division

(Ottawa) – The Ottawa Police Service is currently investigating a stabbing that occurred on Rideau Street on March 14, 2019.

At  approximately 9:30 pm patrol officers responded to a stabbing call in the 100 block of Rideau Street. A male adult in his thirties suffered non life-threatening injuries as a result of this incident.  He refused to cooperate with police.

Wanted 35 year old male to locate

(Ottawa)—The Ottawa Police Central Break and Enter Unit is seeking the public’s help in locating Jessie JUDGE, 35 years old of Ottawa, who is wanted for the following outstanding arrest warrants:

  • Breach Probation x3
  • Fail to Appear

He is also accused of five commercial break and enters in the Centertown area and an active suspect in numerous others. 

Jessie JUDGE is described as a Caucasian male 5’10” (178cm) and 132lbs (60kg) with short brown hair with facial hair.

Charges Laid Against School Lunch Supervisor for Sex-Related Offences

(Ottawa) — Today, the Ottawa Police Service Sexual Assault and Child Abuse Section (SACA) laid charges of Sexual Assault and Sexual Interference and Uttering Threats against a 23 year old male, Zacharie ROSEMBERT, of Ottawa, Ontario. 

The charges stem from incidents that occurred between February 2018 and May 2018, while the accused was employed as a lunch supervisor with the Conseil des écoles publiques de l’Est de l’Ontario by a school located in the Vanier/Overbrook area. 

He will appear in court on March 16, 2019. 

The Ottawa Police continues its investigation and is concerned there could be more victims. 

"The Ottawa Police will respect a victim’s wishes to pursue or not pursue the matter before the courts. The reporting of these incidents by victims to police is key for investigators to identify suspects and determine crime trends."

Shooting investigation on Aspen Village Circle

 (Ottawa) –Late Saturday morning, March 16, 2019, at approximately 10:30 a.m., Frontline officers attended the 1600 block of Aspen Village Circle for reports of a shooting.  

Evidence from the shooting was located at a specific home. A bullet and shell casings were located at a vacant and unoccupied home.

Guns and Gangs Investigators have taken carriage of the file.

No injuries are reported, and no suspects have been arrested.

Drug Seizure, Arrests in Problem Address Project: Prince Albert Street

FOR IMMEDIATE RELEASE: Monday, March 18, 2019    12:37pm  

(Ottawa) – Two persons are facing drug charges after a Street Crime Unit search warrant was executed at an address on Prince Albert Street. 

On Saturday, March 16, a man and a woman were arrested after leaving a home on Prince Albert Street. They were found in possession of Crack Cocaine and Canadian Currency.   

Tactical officers executed the warrant at the address on the 500 block of Prince Albert Street where police had received reports of drug trafficking, drug consumption and social disorder issues. 

Two people were found in the home. Both males were arrested and later released no charges.  

A man and woman arrested prior to the execution of the warrant are facing charges of Possession for the purpose of trafficking a schedule I substance and Possession of proceeds of crime under $5000. 

The man is also facing a charge of Breach of Probation. 

In the home, officers seized drug packaging, scales, drug paraphernalia. 

The investigation is one of several underway on addresses reported to the Overbrook and Vanier Community Police Officer.

Aggressive dog shot by officers during an attack

FOR IMMEDIATE RELEASE: Tuesday, March 19, 2019    1:33am 

 (Ottawa) –The Ottawa Police Service is advising of an incident in the area of Bank Street and Athans Avenue late last night just prior to 11:00pm. 

Frontline officers attended the residential area regarding a person screaming.  Once on-scene, a large aggressive dog lunged towards the officers. As a result, this dog was shot and injured causing it to retreat into the residence. 

Officers’ attention was then turned to another large dog who was mauling a person outside the residence.  Officers shot and killed this dog to prevent it from further injuring this person.   The 44 year old female was transported to hospital with serious but non life-threatening injuries.   

No officers were injured during this incident.  Ottawa By-law Services continue to investigate this incident.

Warning of possible ice thaw dangers this Spring

(Ottawa)–The Ottawa Police Service is reminding residents of the many dangers that may arise as the snow begins to melt.

“Considering the heavy snow fall we received this winter and expected spring time warmer weather, we may see increases in ground water runoff and possible flooding,” said Ottawa Police Marine, Dive and Trails Unit (MDT) Sgt. Nelson Rowan. “Historic ice thaw patterns can be affected by the quick run off.” 

The MDT Unit is offering safety advice to keep Ottawa residents out of danger: 

  • Ice is inherently dangerous at this time of year and is always unpredictable. Stay away from open bodies of water. 
  • Always supervise children playing outside who may wander or want to play near rivers, ponds, creeks or ditches etc. A child can drown in less than two inches of water.
  • Less than 3 inches of ice thickness is a hazardous environment. 
  • Falling into water at this time of year can lead to hypothermia and death. 
  • Cold water temperatures at this time of year can prevent even strong swimmers from escaping once they’ve fallen through the ice.
  • If snowmobiling, stay safe on the trails and away from water or thin ice. Over half of drownings related to snowmobiling occur after dark and consumption of alcohol and/or drugs continues to be a contributing factor in snowmobiling related drownings. 

Ottawa Police reminds everyone to remain vigilant when outside near area waterways as we expect increased temperatures this week.
