Gilmour Street homicide investigation, victim identified

FOR IMMEDIATE RELEASE: Wednesday, January 8, 2020   6:24pm

(Ottawa) – The Ottawa Police Major Crime Unit has identified the victim as Manyok Akol, 18 years old of Ottawa following the morning shooting at a short-term rental (with Airbnb) on Gilmour Street.

The three people injured – a 15 year old male, a 19 year old male and a 20 year old male - remain in hospital in serious condition.

Gilmour Street remains closed between Kent and Lyon while the investigation continues.

We are reminding the public and members of the media to respect the safety perimeter in place at the shooting scene. This perimeter is established to protect the scene and the integrity of the ongoing investigation.

Gilmour Street homicide investigation, police seeking public tips

(Ottawa) – The Ottawa Police Major Crime Unit is seeking public assistance to identify and locate the suspect involved in a targeted shooting this morning on Gilmour Street. There is no suspect description available at this time.

Major Crime investigators have confirmed that there are no national security implications related to this incident. Further, this is not an active shooter situation.

Three people remain in hospital and are being treated for serious injuries and a forth person is deceased. The victim will not be identified at this time, as the process of next of kin notification is ongoing.

Gilmour Street remains closed between Kent and Lyon while the investigation is ongoing.

Ongoing Police Operation on Gilmour Street

(Ottawa) – Ottawa Police is continuing its investigation of a multiple shooting that occurred on the 400 block of Gilmour Street this morning at about 7:30 a.m.

Police were called to the scene after reports of multiple gun shots. Once on scene officers found several people injured. At this time, three people have been transported to hospital with serious injuries and one person has been confirmed deceased.

Police continue to seek a suspect in this shooting. The scene at Gilmour Street has been secured by police. This is not considered an active shooter situation, but the suspect remains at large and is not in custody.

Gilmour Street remains closed between Kent and Lyon while the investigation is ongoing.

Male suspect to identify following a Robbery on Daly Avenue

(Ottawa) – The Ottawa Police Service is seeking the public’s help in identifying a suspect responsible for a robbery that occurred on December 16, 2019 on Daly Avenue near Stewart Street. 

At about 4:20am, a male suspect took a taxi from Bells Corners to Daly Avenue. Once on Daly avenue he  produced a knife and demanded money. The taxi driver was not injured. 

The suspect is described as a Caucasian man, in his early 30s, approx. 6’ (183cm), 175-185lbs (79-84kg) with short hair and a short beard (see photos).

Seeking witnesses in Carling Avenue fatal collision investigation

FOR IMMEDIATE RELEASE: Thursday, January 9, 2020   10:40 am

(Ottawa) –The Ottawa Police Collision Investigations Unit is seeking witnesses to a collision that occurred on Tuesday January 7 at 9:30 am, near the intersection of Carling Avenue and Parkdale Avenue. 

The collision involved a large vehicle and a pedestrian. The pedestrian, a woman in her 80’s suffered life- threatening injuries and was transported to hospital. She succumbed to her injuries in hospital. 

Investigators are seeking witnesses to this collision.

Missing 16 year old to locate

(Ottawa)— The Ottawa Police Service is asking for the public’s assistance in locating missing youth Jesse Pennell, 16 years old of Ottawa.  He was last seen on January 6, 2020. 

Jesse frequents the Orleans area.  There are concerns for his well-being.  

Jesse is described as a Caucasian male, 5’11” (180 cm), 215 pounds (98kg), short brown hair, hazel eyes. (See photo)

Bank Street stabbing suspect to identify

FOR IMMEDIATE RELEASE: Thursday, January 9, 2020   4:16pm 

(Ottawa)–Ottawa Police Frontline officers came upon a male victim who had just been stabbed in the 1200 block of Bank Street at 3:41am this morning.

Officers learned that a male suspect approached the victim, who was sleeping, and began stabbing him. The suspect then left the area. The victim, a 59 year old man, was transported to hospital with serious injuries. No weapon was recovered.

The suspect is described as a Middle Eastern male, 25-30 years old, 6’ (183cm), 200lbs (91kg) (see photos). He is considered armed and dangerous.

Vehicle to identify in a snowmobile theft

(Ottawa) – The Ottawa Police is asking for the public’s assistance in identifying the individuals responsible for this theft and the vehicle that was used. 

On Wednesday December 25, 2019 at approximately 10:40pm, two Caucasian males attended a garage located in the 100 block of Macy Boulevard.  They proceeded to steal two snowmobiles from this location: 

-          2004 Arctic Cat T660 black

-          2004 Polaris 600 Blue 

The suspects were driving an older Ford F-150, bearing aftermarket silver stripes on the hood and rear tailgate (see photo) that was towing a flatbed trailer.

Four guns seized this weekend

(Ottawa) –The Ottawa Police Guns and Gangs Unit has seized four guns in two separate incidents over the weekend. 

Three guns were seized, two loaded handguns and one shotgun, following the execution of a search warrant by the Guns and Gangs Unit, in the 2200 block of Riverside drive in the evening of Friday January 10, 2020. 

Frontline officers seized a loaded handgun following a traffic stop on the Vanier Parkway near the onramp to highway 417 West, just before midnight on Saturday January 11th

Arrests have been made in both incidents and the investigations are ongoing.

Reminder: Important tips to protect your vehicle from car thieves

FOR IMMEDIATE RELEASE: Monday, January 13, 2020      2:54pm 

(Ottawa) – Ottawa Police continue to be concerned with the risk of thefts of high-end Lexus/Toyota vehicles in Ottawa, particularly larger SUVs and 4Runners including the Tacoma. 

We remind car owners of the following tips to protect their vehicle:

  • Make your vehicle less vulnerable to theft by parking it in a locked garage and or blocking it in tightly with a second vehicle.
  • Consider installing an after marker anti-theft device.
  • Be vigilant that no one has tampered with the door locks mechanisms.
  • Consider installing a club.
  • If you are selling your vehicle, be wary not to let anyone have access to your car keys or your vehicle out of your sight. This prevents a thief from copying your key during a “test drive” so they can return to steal it.
  • The onus is on the registered owner of a vehicle to ensure that the person they let drive their vehicle has a valid driver’s license.  As such, request to see their driver’s license prior to allowing them to test drive your vehicle. This gives you an opportunity to note the person’s identity and home address. 
  • Further to that, note the license plate and vehicle description of any individuals who attend your home to enquire about a car for sale.
  • Finally, good old fashioned neighbourhood watch is a great deterrent.  Call 911 to report any suspicious activity; be vigilant. 

Although we have not seen the use of signal amplifiers in Ottawa, we recommend a line of defense. Consider keeping any vehicle with a proximity key fob inside a radio frequency shield device (RSF device).  This will prevent the key fob’s signal from being amplified to the vehicle from inside the house protecting it from being driven away.

Wanted 22 year old man to locate

He is described as a Caucasian male, 5’10” (178cm), 160 lbs (73kg) with black short hair and blue eyes (see photo).

New Neighbourhood Resource Teams announced for 2020

(Ottawa) — The Ottawa Police Service (OPS) will launch three new Neighbourhood Resource Teams (NRT) in 2020, Ottawa Police Chief Peter Sloly announced today. Neighbourhood Policing will be the cornerstone of the OPS’ overall community policing strategy.  The NRTs will be the central component of OPS’ strategy to increase community based policing, prevent and reduce firearm violence along with other associated violent street crimes in Ottawa. 

The three new teams will be located in the ByWard Market/Lowertown in May, and Centretown and Bayshore in the Fall of 2020 using existing resources approved in the OPS Budget. These three new teams will add to the current NRTs located in Vanier/Overbrook, Heron Gate/South Ottawa and Carlington/Caldwell that were deployed in 2019. These neighbourhoods were selected due to an increased volume of crime (including gun, gang and drug related violent street crime), the presence of complex social issues that underpin most crime (housing, employment, education, health, marginalization, discrimination, etc.) and a high number of calls for police service. 

The NRT officers will be dedicated exclusively to their assigned neighbourhoods for a minimum of two years, where they will work in an integrated and coordinated way with local community residents and partners, not-for-profit organizations, business associations and city staff to assess and address crime, social disorder and their underlying socio economic issues. The NRTs are composed of experienced officers with the personal and professional maturity to manage complex crime and socio economic issues affecting their assigned neighbourhood.  

The officers will have proven foundational policing skills for crime prevention, order management, emergency response and law enforcement – they will also receive specialized training and development including: problem solving, conflict mediation, effective communication, (inter)cultural competency. The NRTs will be dedicated to a single neighbourhood for multi-year assignments – each NRT will also be allotted an appropriate dedicated complement of School Resource Officers (SRO), Community Police Officers (CPO) and Traffic officers. 

“The NRTs are the centrepiece of the OPS neighbourhood policing strategy. We are putting them in place in the communities that need the help the most,” said Chief Peter Sloly. “Since October, I have been talking with and listening to the community, the Ottawa Police Association (OPA), the Senior Officers’ Association (SOA), academics, city councillors, Community Equity Council, police/justice leaders, the Ottawa Police Services Board (OPSB), frontline members, along with my executive and senior leadership team members. Reinvesting in neighbourhood policing has been a clear priority in all of those conversations. ” This is also in line with the Ottawa Police Services Board’s 2019-2020 Strategic Direction.  

While investments into Neighbourhood Resource Teams (NRTs) have started to see a positive response in dealing with street crime and violence, a “whole-of-Ottawa” approach is needed that will focus on building a stronger and safer city. 

Investigative units have targeted high offenders in areas of violent crime resulting in a number of arrests and guns seized. In 2019, Ottawa saw a reduction of the number of shootings from 78 to 73, and a total of 13 homicides (five of which were gun-related), down from 16 in 2018. Additionally, 70 crime guns were seized by police in 2019, up from 68 in 2018. This year, police have already seized eight crime guns. 

Chief Sloly and his Executive Command have been reviewing the current approach to preventing and reducing firearms violence and street crime in Ottawa. These efforts will be increased as OPS incorporates a new Crime Disorder Management Process. It is a new response model intended to support victims and communities by addressing heightened fear and anxiety within the immediate aftermath of violent crimes. This process will assist OPS in developing a more dynamic approach to crime reduction, quality-of-life improvements, and personnel and resource management. It will provide command officers immediate access to operational information city-wide to be better able to use trend analysis and predictive tools for measurement and more informed decision making practices. 

“We are looking at improving existing systems to provide the foundation for more action on violent crime,” said Chief Sloly. “This will ensure that frontline officers have the most up-to-date information and resources available on every call.” 

“Our investigations are focused on violent repeat offenders who are victimizing the most vulnerable populations and marginalized neighbourhoods. They will be supported by a new immediate response action strategy that will include a 24 to 72 hour post-incident deployment of uniformed who will work with stakeholders in the areas impacted by the violence to ensure the proper outreach, crime suppression, investigations and victim services are provided,” added Chief Sloly. 

The OPS will continue to work with Crime Prevention Ottawa, our Community Equity Council and other partners to refresh the existing Street Violence and Gang Strategy that is part of a collaborative effort with community partners city-wide. 

More information about this initiative will be released to the OPSB at its January meeting.

Ottawa Police launches the 2020 Thomas G. Flanagan S.C. Scholarship Award

(Ottawa) — The Ottawa Police Service (OPS) is pleased to announce that it is now accepting applications for the 2020 Thomas G. Flanagan S.C. Scholarship Award. 

The $1,500 scholarship was established in 1993 in honour of the late Thomas G. Flanagan, who served as chief of police of the OPS between 1989 and 1993. It is presented annually to a woman from a racialized or Indigenous community who is interested in pursuing a career in policing, following a period of post-secondary study. 

“The Ottawa Police is looking to hire more diverse candidates to better-reflect the communities we serve and protect,” said Diversity and Race Relations Staff Sergeant Ian Hayes. “This scholarship is an excellent opportunity for those interested in a career in policing.”

Suspect to identify in Bank Street robbery

FOR IMMEDIATE RELEASE: Tuesday, January 14, 2020    4:00pm 

(Ottawa) – The Ottawa Police is asking for the public’s assistance to help identify a suspect for a robbery that occurred on Saturday, November 23, 2019 on Bank Street.

At approximately 9:15 p.m., a male suspect entered a store located in the 700 block of Bank Street; he went to the fragrance area, where he selected a number of fragrances and concealed them in a backpack that he was carrying.

As the suspect attempted to leave the store, a loss prevention officer approached him and attempted to arrest the suspect. The male suspect pulled out a syringe and threatened to stab the loss prevention officer.  The suspect fled the area. No one was injured.

The suspect is described as a Caucasian male, 25-35 years old, average build and weight, with medium length brown hair. He was wearing black pants with a key chain hanging from the pocket, a white and grey winter coat (see photos).

Welcome to our newest canines, Kika and Nero

Let’s give a warm belly rub welcoming our newest canines, Kika and Nero, who joined the OPS in December.

Kika (2 yrs) and Nero (1 yr) come to us from eastern Europe from strong blood lines of dogs bred specifically for the type of work they do.

Don’t feel bad for a working canine; their life is a giant game of hide and seek. In what other career do you get to play all… day… long?!

Cst. Stephane Richard, an experienced canine handler, is paired with Kika and Cst. Kris Montgomery, the newest member of the Canine Unit, is paired with Nero.

The bond between the handler and the canine is strong and usually their partnership extends into the canine’s retirement from active duty.

Cst. Richard has a retired canine living his best life at home, as well as a small lab used specifically to sniff out explosive devices. You may have seen them working at large-scale events like festivals, football games or concerts.

Dog lovers frequently like to pet dogs they see in public. These dogs should not be approached for petting. It’s important to remember that the canine is working and shouldn’t be interrupted. The same goes for trying to engage the handler in conversation. Although they are friendly folks, they are working too, leading the dog in the task they need to complete.

Although canines undergo thorough training, the handler tries to minimize disruptions that divert the canine’s attention away from their work.

At the end of a long day of tracking or patrolling, all of our canines go home with their handler and get rewarded with lots of praise and their favourite toy.

Stolen vehicle recovered on Strandherd Drive this morning

FOR IMMEDIATE RELEASE: Wednesday, January 15, 2020     11:40am 

(Ottawa) –Ottawa Police Frontline officers responded to a call about a vehicle that had been stolen from the 200 block of Markland Crescent just after 6:30am this morning. 

Officers located the vehicle on Strandherd Drive but the driver refused to stop and sped away. Officers terminated the pursuit for safety reasons. 

Within minutes, the same officers came upon a single vehicle collision at the intersection of Paul Métivier Drive and Tapestry Drive and recognized the vehicle involved in the collision as the stolen vehicle. They arrested the driver without incident at scene. 

A passenger who fled, was later identified and arrested. Stolen property from the vehicle was located at the passenger’s residence. 

Two 16 year old male youths were charged and released on a Promise to Appear.

Man charged with possession of child pornography

FOR IMMEDIATE RELEASE: Wednesday, January 15, 2020   1:40pm 

(Ottawa) – In early January of 2020, the Ottawa Police Service Internet Child Exploitation (ICE) Unit was notified that an Ottawa resident was suspected of being in possession of Child Pornography. Consequently, an investigation was initiated to determine the extent of the offences.

A search warrant was executed today on digital devices belonging to the male revealing images of child pornography. 

Jesse BROWN, 21 years old of Ottawa is charged with:

  • Unlawful Possession of Child Pornography x2

He is scheduled to appear at show cause court this afternoon.

Missing 45 year old woman to locate

(Ottawa)—The Ottawa Police Service Missing Persons Unit is asking for the public’s assistance to locate Vanessa Williams, 45 years old, of no fixed address. She has been missing since January 10th. She is known to frequent the Rideau Centre and Downtown area. Her family is concerned for her well-being.  

Vanessa is described as a Caucasian woman, 5’7” (170cm), 119 lbs (54kg), with brown eyes and long brown hair. She was last seen wearing a brown winter coat; ankle high rubber boots, blue jeans and a brown tuque (see photos).

Firearms seized following a noise complaint on Ohio Street

FOR IMMEDIATE RELEASE: Thursday, January 16, 2020    1:39pm

(Ottawa) – Ottawa Police Frontline officers assisted City By-law officers responding to a noise complaint in the 1100 block of Ohio Street on Tuesday, January 14, 2020. 

At approximately 11:30pm, By-law officers responded to a noise complaint, knocked on the door and heard what they believed to be the sound of racking a gun from inside the apartment.  Police were called to assist, attended and gained access to the unit where a long gun was found in plain-view.  The lone male occupant was arrested without incident. 

The Guns and Gangs Section subsequently executed a Search Warrant at this location and seized three long guns and ammunition. 

Peter CUCIUREAN, 71 years old of Ottawa was charged as follows:

  • Store Firearm Carelessly x3
  • Possess Firearm other than restricted or prohibited firearm without holding a license x3
  • Possess Weapon Dangerous to Public Peace x3
  • Common Nuisance/Endanger Lives or Safety of the public x1 

He is scheduled to appear in court today.

Missing 15 year old youth to locate

FOR IMMEDIATE RELEASE: Thursday, January 16  2020,      2:48pm 

(Ottawa) –-The Ottawa Police Service Missing Persons Unit is asking for the public’s assistance in locating Angel Ashuza 15 years old, of Ottawa. She has been missing since January 13th. Her family is worried for her well-being. 

Angel frequents the St- Laurent Mall, Rideau Center and the Orleans Mall. She uses the O train as means of transportation.

Four guns and drugs seized following warrants in Ottawa and Quebec

FOR IMMEDIATE RELEASE: Thursday, January 16, 2020   5:00pm  

(Ottawa) — The Ottawa Police Drug Unit seized four firearms, a variety of drugs and arrested four people - with assistance from partners in the Sûreté du Québec and Service de Police de la ville de Gatineau - in Ottawa, Gatineau and Chapeau QC.

This morning, warrants were executed in the 200 and 300 blocks of Wood Acres Grove and the 3000 block of Hawthorne Road in Ottawa; and in the 100 block of Leduc Street in Gatineau and in the 500 block of River Road in Chapeau Quebec.

A variety of drugs and firearms were seized during the search, including kilogram quantities of cocaine, methamphetamine tablets, cannabis, as well as two assault style rifles, a shotgun and a handgun.

Drugs seized:

  • Cocaine                                                    
  • Crack Cocaine                                                                                                      
  • Methamphetamine (tablet form)
  • Cannabis                                                                                                                          

Property seized: 

  • Four firearms
  • Hydraulic press
  • Scales and packaging materials
  • Canadian currency

All drugs seized are still to be analyzed by Health Canada.

“The Ottawa Police would like to thank our policing partners for their assistance and the Public Prosecution Service of Canada for their assistance in coordinating the cross border prosecutions resulting from this Ottawa Police led investigation,” said Staff Sergeant Rick Carey, with the Ottawa Police Drug Unit.

The following people were arrested and charged today, as follows:

Ihsan SARITOPRAK (M), 33 years old of Ottawa appeared in Ottawa court on Thursday:

  • Possession for the purpose of trafficking schedule I substance x2
  • Possession of proceeds of crime over $5000

Duygu SARITOPRAK (F) 29 years old of Ottawa was released on a Promise to appear in court:

  • Possession of Cannabis for the purpose of selling
  • Possession of proceeds of crime over $5000

Turgut SAHIN (M) 30 years old of Ottawa was released on a Promise to appear in court:

  • Possession of Cannabis for the purpose of selling
  • Possession of proceeds of crime over $5000

A 39 year old man of Gatineau and Chapeau will appear in Quebec court at a future date:

  • Possession for the purpose of trafficking schedule I substance x2
  • Possession proceeds of crime under $5000.00
  • Numerous firearms charges still being determined by Sûreté du Québec

The investigation is ongoing and more people could be charged as a result.

Suspects to identify in Moodie Drive break and enter

(Ottawa) – The Ottawa Police Service Break and Enter Unit is asking for the public’s assistance in identifying three suspects responsible for a break and enter that occurred on October 23, 2019. 

At approximately 1:30 am, three male suspects broke into a storage shed in the 3800 block of Moodie Drive. The suspects left the area empty handed. 

The three suspects are described as Caucasian males in their 20’s. (See photos)
