Loaded handgun seized by Neighbourhood Resource Team officers

(Ottawa)—The Ottawa Police Service are advising the public that a 31-year-old man has been charged with multiple firearm offences after an arrest by south end Neighbourhood Resource Team officers on Friday.

The officers were on a proactive patrol in the St. Laurent Blvd. area  (1900 block) when they observed a man known to be trespassing at a property who was also known to be wanted on drug trafficking charges.

The man was arrested and a search discovered a loaded .38 caliber revolver and a small quantity of oxycodone pills.

Miykael GOODRIDGE, 31, has been charged with multiple offences including possession of a dangerous weapon and possession of a loaded regulated firearm.

This is the 9th crime gun seized by Ottawa Police in the City of Ottawa in 2020. An additional four weapons were seized during OPS investigations that led to search warrants in Quebec earlier this week.

The seizures have been carried out through a variety of policing activity including proactive patrols, investigations and traffic stops.

Proactive Patrol Leads to Seizure of Gun, Drugs

(Ottawa)— Ottawa Police Service Bikes and Beats officers arrested a man and seized a handgun and drugs Saturday evening while conducting a proactive patrol in the Byward Market/Rideau St. area.

The officers were conducting a walkthrough of a Rideau St. business (0 to 100 block) when they observed a man preparing cannabis for sale.

The subsequent arrest led to the discovery of a loaded 9 mm handgun and a quantity of methamphetamine, cocaine, khat, cannabis, cash, scale and packaging material.

A 26-year-old man has been arrested and charged with various offences including possession of cannabis for sale, possession of controlled substances for the purpose of trafficking, possession of a dangerous weapon and possession of a loaded regulated firearm.

2020 Polar Plunge for Special Olympics: Freezin' for a Reason!

(Ottawa) – The Ottawa Police Service is excited to host the 6th Annual Polar Plunge for Special Olympics taking place at Algonquin College (north side of ‘P’ Building) on Saturday, March 7, in partnership with the Ontario Law Enforcement Torch Run (OLETR).

The Polar Plunge takes place in several cities across Canada and raises much-needed funds for the athletes and families of Special Olympics Ontario

“This is our sixth year holding the Polar Plunge and it’s exciting to see all of the Teams, dressed in their artic plunge finery, come together to participate in this special event – that’s the fun part!” said Inspector John McGetrick. 

Register online at polarplunge.ca/ottawa. Collect donations, and track your fundraising progress. 

Plunging begins at 9:30 am and goes until noon! There is free parking at Algonquin College located at 1385 Woodroffe Avenue, parking lot 7, south side of building “P”. 

“The Ontario Law Enforcement Torch Run (OLETR) has continued to grow substantially and produce much needed funds for Special Olympics. Polar Plunges bring in significant revenue that allows our programs to grow across the province,” stated Glenn MacDonell, President and CEO of Special Olympics Ontario. “Quite simply, more funding means more people with intellectual disabilities will become involved in Special Olympics programs and competition and no partnership has had a more profound impact on our movement than the OLETR.” 

Athletes range in age from children, youth to adults who have an intellectual disability. Sports and training programs are only possible through funds raised through initiatives like the Polar Plunge. 

“These athletes are my heroes, truly,” said Ottawa Police Inspector John McGetrick. “Their perseverance and dedication to their sport, coupled with their enthusiasm and sportsmanship, makes for a really enjoyable team experience for athletes, as well as their families.”

Weekend's heavy snowfall serves as a reminder to keep an eye on elderly neighbours and relatives

Last winter, Ottawa Police officers were called when a concerned citizen hadn’t seen an elderly neighbour outside his residence for some time, whose driveway was completely snow-covered for weeks. Officers checked on the man, who was snowed in and living off the supplies he had on hand. The officers shoveled and used a snow blower to clear his driveway and city partners removed the mounds of ice build-up at the end of his driveway.

In light of the heavy snowfall this past weekend, Ottawa Police are asking everyone to keep a watchful eye on elderly neighbours. If you can lend a hand, it will surely be appreciated by those in their advanced years. If you can’t help out, but you see snow piling up, call police at 613-236-1222 so we can do a wellness check on the individual. If snow removal is an issue, seniors who qualify can use the City of Ottawa’s Snow Go Assist Program to get help.

If you have elderly relatives living on their own, be sure to check on them regularly to ensure snow from the roof, walkway and driveway is removed so they can safely leave and enter the house.

(Ottawa) –The Ottawa Police Service Drug Unit has charged a man following its investigation into the seizure of a gun and drugs on Saturday, January 18, 2020.

Christopher CINEUS, 26 years old, of Laval, Quebec, has been charged with:

  • Possession of a schedule I substance for the purpose of trafficking x2
  • Possession of a schedule IV substance for the purpose of trafficking
  • Possession of Cannabis for the purpose of selling
  • Possession of proceeds of crime under $5000
  • Careless storage of a firearm
  • Possession of a weapon
  • Possession of a firearm knowing its serial number has been tampered with
  • Possession of a firearm without a licence
  • Possession of a prohibited or restricted weapon knowing no licence to possess it
  • Possession of a loaded prohibited or restricted firearm
  • Possession of a firearm prohibited or restricted weapon obtained by crime
  • Possession of a firearm or ammunition contrary to a prohibition order

He appeared in court on Sunday, January 19, 2020, and is scheduled to appear in court again on January 29, 2020.

Woman who ran out of gas gets help from Neighbourhood Resource Team

While not in their job description, Neighbourhood Resource Team (NRT) officers were only too happy to help a stranded motorist one cold evening in December.

The driver recently wrote to Ottawa Police Service to thank the two officers who helped her on December 4th, when she ran out of gas just metres away from the pumps at a gas station on Carling Avenue.

“Admittedly, I left filling up longer than I should have and then when I got stuck in traffic, it became so urgent, I had to pull off the Queensway on my way home,” said Karen, a local resident.

The officers pushed the vehicle so she could fill up and be on her way.

“I don’t usually let my tank to run so low,” said Karen. “This was a close call and I won’t let it happen again.”

Fortunately, she didn’t run out of gas in a remote area, which can be extremely dangerous at this time of year. Even a short walk in the cold, if you aren’t dressed for it, can cause hypothermia.

Ottawa Police offers the following tips to avoid a potentially life-threatening situation:

  • Don’t let your gas gauge fall below half a tank. You may have to be in your vehicle longer than expected if roads are closed, blocked or you are re-routed, and a gas station stop isn’t an option when that happens. Even if you’re not faced with an unexpected delay, running low on gas during the winter months could leave you stranded in the cold. 
  • Dress for the weather. Have appropriate outdoor clothing with you, in case you need to get out of your vehicle.
  • Keep your phone charged. You don’t want your vehicle to go off the road or break down and not be able to call for help.
  • Keep an emergency kit in your car. A blanket and a candle could save your life in a cold-weather breakdown.

Suspects to identify in Moodie Dr break and enter

(Ottawa) –The Ottawa Police Service Break and Enter Unit is asking for the public’s assistance in identifying two suspects responsible for a break and enter that occurred on June 22, 2019. 

At approximately 11:45 am, two male suspects broke into a trailer in the 1000 block of Moodie Drive. The suspects took 30 chainsaws estimated at a value exceeding $25,000. They left the area in an older model green pick-up. 

The first suspect is described as a Caucasian male 35-45yrs old, medium build, wearing blue jeans, blue t-shirt and black gloves. (See photos) 

The second suspect is described as a Caucasian male 40-50yrs, heavy build, wearing blue jeans, blue t-shirt, black and gold gloves, dark ball cap and sunglasses (see photos.)

International Snowmobile Safety Week - Ottawa Police offers tips

(Ottawa) – The Ottawa Police Service, Safer Roads Ottawa and Ottawa Fire Services invite all snowmobile users and enthusiasts to promote and celebrate snowmobile safety during this week’s International Snowmobile Safety Week. 

“While this is a popular outdoor winter activity, it still brings certain dangers where safety may be compromised or collisions occur,” said Staff Sgt. Marc-André Sheehy, with the Ottawa Police Traffic Services - responsible for the Marine, Dive and Trails Unit (MDT). “Three issues that continue to be a factor in snowmobile-related incidents are: impaired driving, speed, and driving off trails.” 

This past weekend, we issued 14 provincial offence notices (PON) including no trail pass, no insurance, no validation, no permit, and speeding. 

The Ottawa Police Marine, Dive and Trails Unit and Ottawa Fire Services Water & Ice Rescue Team invite you to look at snowmobile safety tips

Some quick tips before you head out, include:

  • Inform others of your destination and estimated arrival time;
  • Inspect your snowmobile for mechanical integrity;
  • Wear suitable clothing to prevent hypothermia - remember that children are particularly susceptible to the cold;
  • Carry first aid and survival kits;
  • Have all permits/documents on hand;
  • Ensure you carry a copy of the trail system(s) you will be exploring;
  • Ice bridges are only safe if cleared by a snowmobile club; and
  • Plan your route and make sure you have ample fuel for your planned route and extra. 

The Ottawa Police Service and partners remind snowmobilers of the importance of making smart choices, like riding sober, avoiding lakes and rivers, and using established snowmobile trails.

Man charged in three commercial break and enters in Orleans

FOR IMMEDIATE RELEASE: Wednesday, January 22, 2020      12:12pm 

(Ottawa) – Ottawa Police Frontline officers responded to a commercial break and enter in the 2300 block of Tenth Line Road at approximately 2:55am this morning. 

A witness saw a male attempting to break into a commercial building, called 9-1-1 and provided a detailed description to responding officers. A successful canine track led to the arrest of the suspect nearby. 

Following its investigation, the Break and Enter Unit linked the suspect to two other commercial break and enters in the same area yesterday. 

The Ottawa Police Service Break and Enter Unit has charged Jordan GENDREAU, 35 years old, of Ottawa with:

  • Breaking and Entering x3
  • Breach of Probation 

He is scheduled to appear in court today.

Chief Sloly announces new OPS accelerated hiring plan for Board approval

(Ottawa) – The Ottawa Police Service (OPS) has proposed an accelerated hiring plan that will see 100 new officers added to the Service in 2020, Chief Peter Sloly announced today.

The plan advances the forecast 2021-2022 police officer hiring as well as a portion of 2023 hiring. The accelerated hiring plan will enable the OPS to hire officers more rapidly and deploy them more effectively to priority policing areas like neighbourhood policing, frontline patrol, gun and gang violence suppression and violence against women have the necessary resources to meet current service demands.

This accelerated hiring is required to ensure that the OPS has the resources to meet the front line policing needs of Ottawa in the short- and long-term. The new officers are expected to be all hired in 2020 and fully deployed in 2021.

The plan is forecasted to cost $14.7 million over three years and will be covered by reprioritizing existing funds in the OPS budget. There is no new budget request being made as part of this plan and, during this term of Council, the OPS will forecast a 3% police tax rate increase (plus assessment growth) in line with the previous Board direction and Council recommendation.

“Since October I have been talking with, and listening to, community members, business associations, the not-for-profit sector, Mayor Watson and City Councillors, city staff, the Ottawa Police Association (OPA), the Senior Officers’ Association (SOA), academics, police/justice leaders, and the Board, as well as my frontline members and my executive and senior leadership team,” said Chief Sloly. “There are important concerns being raised by our community and our frontline members and we need to make key investments in officer staffing now to address the issues we are facing and to improve public safety in Ottawa.”

All funds for this strategy are being found within the existing OPS budget – the OPS is not requesting any additional funds to implement this plan. As part of the development of this hiring plan, all ongoing projects were reviewed with the goal to identify projects that were proving ineffective, did not deliver value or better service to the community, or had a negative impact on morale.  The review has created the ability for the OPS to free up existing financial and organizational capacity to fully implement this plan.

The OPS will continue with its commitment to modernization by making smarter investments and focusing on priority projects that are core to improving member and public safety.

An Equity, Diversity and Inclusion (EDI) action plan is being tabled with the Board on January 27th as part of the Board’s agenda. This accelerated hiring plan will be a priority item within the EDI action plan.

On Monday, January 27th, 2020 the Board will consider this proposed plan to advance front line OPS operations for neighbourhood policing, guns and gang investigations, violence against women, etc. 

More details about the accelerated hiring plan and recommendations for approval are outlined in a report to the Ottawa Police Services Board (OPSB).

Missing 27 year old woman to locate

 (Ottawa) – The Ottawa Police Service is asking for assistance in locating missing Avipsha Basnyat, 27 years old of Ottawa. She was last seen in the area of Powell and Lyon Street. Her family is concerned for her well-being. 

Avipsha is described as a woman with light brown skin, 5’2” (157cm) tall, with a slim build. She has dark brown hair to her shoulders. She was last seen wearing a black knee length winter jacket with fur trim on the hood with a red Canada logo on it. She was also wearing mittens and a rust colored hat and scarf. (See photo) 

Anyone with information about the current whereabouts of Avipsha is asked to call the Ottawa Police at 613-236-1222.

Four women charged following an assault and robbery on Baycrest Drive

FOR IMMEDIATE RELEASE: Thursday, January 23, 2020, 11:55am 

(Ottawa) – The Ottawa Police Robbery Unit charged four women in relation to an assault and a robbery that occurred in the 2000 block of Baycrest Drive on January 15, 2020. 

A woman suspect attended the victim’s residence during the evening of January 15th, a dispute erupted and three other female youth suspects entered the apartment, brandishing knives.  They subsequently assaulted and robbed the victim. 

Amal Mahdi NOUR, 18 years old, and three 17 year old women of Ottawa were charged with the following offences: 

  • Robbery with an offensive weapon
  • Conspiracy to commit an indictable offense
  • Possession of a weapon for committing an offence
  • Assault with a weapon
  • Unlawfully in a dwelling-house
  • Mischief to property not exceeding $5000 

All were released on Promises to Appear with court dates in January.

Man charged with Indecent act and Voyeurism offences - SACA seeking further victims

(Ottawa) –Today, the Ottawa Police Service Sexual Assault and Child Abuse Unit (SACA) charged Christopher NELMS, 43 years old of Ottawa with one count of Indecent act and one count of Voyeurism. 

On May 27th, 2019, in a commercial business located in the 400 block of Earl Grey Dr in Kanata, two women noticed that a man was staring at them in a suspicious manner, and they reported the incident to police. The investigation revealed that the man was filming the women while exposing his genitals.   

SACA investigators are concerned there could be more victims. 

The Ottawa Police will respect a victim’s wishes to pursue or not pursue the matter before the courts.  The reporting of these incidents by victims to police is key for investigators to identify suspects and determine crime trends.

Ottawa Police Service reintroduces its Hate Crime Section

(Ottawa) – The Ottawa Police Service (OPS) has reintroduced a section specifically focused on Hate Crimes, which will further enhance changes it made to its online reporting system that make it easier for residents to report hate-motivated incidents.

The OPS has always had officers trained and focused on hate crime investigations but this decision adds more resources and centralizes this important investigative section.

“As a result of community and stakeholder feedback, we’re adding two new Hate Crime investigators to the Security Intelligence Section to help identify trends and community safety concerns,” said Chief Sloly said. “We re-evaluated how we accepted hate-motivated incidents from the public and we know that responding to incidents of hate will have a far-reaching impact on the well-being of our communities.”

Officers in the Hate Crime Section will monitor and triage all incoming reports to ensure a timely, consistent and effective response to all hate-motivated incidents in the city. The section will focus on the prevention of hate-motivated incidents through public education, outreach, and the development of intelligence to address extremism. It partners with the province’s Community Safety and Well-Being plan (CSWB), and includes sharing of information with other police services in the Nation’s Capital.

“We know that hate motivated crimes are often under-reported,” said Chief Sloly said. “We want people to know that we take such incidents seriously and we are here to help.”

In 2019, Ottawa received 110 reports of Hate Crime, up from 104 in 2018 and 95 in 2017.

Online Reporting Options

In 2017, the OPS introduced a new method for reporting any hate-motivated incident online at ottawapolice.ca/onlinereporting. This was put in place so that family members or friends could assist those who were experiencing language or other barriers file a report in the comfort of their own homes. Traditional methods of calling our Police Reporting Unit or attending any of our stations to report an incident remain. Additionally, the OPS made changes in June to its policy of reporting hate-motivated issues like racist graffiti, so that now anyone can submit a report and we will investigate.

“In the past, any hate-motivated incident, like racist graffiti, had to be submitted by either the business or property owner,” said Chief Sloly said. “But with this new reporting system, anyone can report a hate motivated incident. This will help us address community concerns quicker.”

Drugs and gun seized in Portland Ave search warrant

(Ottawa) –The Ottawa Police Drug unit has charged two men and seized a handgun and drugs as a result of the execution of a search warrant in the 1200 block of Portland Avenue on Thursday. 

After seizing a quantity of cocaine, a handgun, oxycodone pills and cash police charged two Ottawa men with numerous drug and gun related offences.

Police locate sexual assault victim - man arrested and charged

FOR IMMEDIATE RELEASE: Friday, January 24, 2020         1:30pm 

(Ottawa) – Today, the Ottawa Police Service Sexual Assault and Child Abuse Unit (SACA) charged a man with sexual offences following an investigation. 

On January 23rd a worker from the Children's Aid Society (CAS) contacted police reporting that a 15 year old girl had contacted them advising she was in distress and wanted help. 

Frontline officers attended a business in the 400 block of Tweedsmuir Avenue at approx. 4:15pm, spoke to a man who claimed to be alone inside the unit of concern; and police soon located the 15 year old victim hiding beside a bed.  

Further investigation revealed that the victim had attended the location between January 21-23rd

Michel LEVESQUE, 35 years old of Ottawa was charged with Sexual Assault on a person under 16 years of age, Sexual Interference and Invitation to sexual touching. He is scheduled to appear in court today.

The investigation continues and SACA investigators are concerned there could be more victims. 

The Ottawa Police will respect a victim’s wishes to pursue or not pursue the matter before the courts.  The reporting of these incidents by victims to police is key for investigators to identify suspects and determine crime trends.

Missing 22 year old woman to locate

(Ottawa)— The Ottawa Police Service Missing Persons Unit is asking for public assistance in locating Charlie Kingwatsiak, 22 years old, of Ottawa. 

She has been missing since January 19th and is known to frequent the Rideau Centre, Montreal Road and the Downtown area.  There are concerns for her safety and well-being. 

Charlie is described as Inuit female 5’3” (160cm), 119 lbs (54kg), medium build, with shoulder length purple and pink hair, and brown eyes. She has a tattoo on her left forearm of a name, and ears pierced. (see photos)

She was last seen near the 200 block of Montreal Road with a black jacket, grey leggings, gold high top Nike shoes and blue glasses.

Two men charged following a failed heist on Mer-Bleu Road

FOR IMMEDIATE RELEASE: Monday, January 27, 2020      1:17pm

(Ottawa) – Ottawa Police Frontline officers responded to a commercial robbery in progress in the 2900 block of Mer-Bleue Road at 9:04am on January 26, 2020, regarding to two armed and masked men that had robbed a business and fled with an amount of cash.  

Employees decided to pursue the male suspects while they attempted to get away using a nearby parked vehicle. A collision occurred between the fleeing suspects and an employee’s vehicle.   The suspects fled from the collision scene and were arrested shortly after by police. 

Victor BULGAR, 41 years old and Jean-François DARILUS, 29 years old, both of Ottawa were charged with two counts Robbery with a weapon, Mischief to property, Disguise with intent, Possession of a weapon and Dangerous driving. 

Furthermore, BULGAR was also charged with Theft over $5000. 

The accused are both Federal parolees and are scheduled to appear in Court later today. 

The Ottawa Police would like to remind the public that your safety is our priority; and as such, we ask that you not engage or pursue suspects who have committed a crime.  If you are a victim or witness to a crime in progress, call 911 immediately and provide police with as much detail as possible to help police identify a robber.

Seven replica firearms seized following a dispute on Queen Mary

 FOR IMMEDIATE RELEASE: Monday, January 27, 2020     2:30 pm 

(Ottawa) – Ottawa Police Frontline officers responded to a dispute in the 200 block of Queen Mary Street on January 25 at 8:10pm involving a group of youth making threats with a knife and intimidating with what looked like a firearm. 

Officers attended and arrested four youth at the scene - a 14 year old boy and a 15 year old boy have been charged and the other two were released unconditionally.

Following the execution of a search warrant at the home yesterday, seven guns - presumed to be paintball and air pistols - were seized. 

This was the second incident this weekend where replica firearms prompted a police response. 

Actions that threaten the safety of our community, like using a firearm or replica gun to commit a crime or intimidate, are taken seriously by the Ottawa Police.   

When a firearm is used to threaten someone, it is important to understand that police will respond as though the firearm is real (replica or not). The suspect represents a danger to public safety, and as such police will have a measured response to protect the community.

Update: person to identify in ByWard Market homicide investigation

(Ottawa) –The Ottawa Police Service Major Crime Unit is seeking the assistance of the public in relation to the homicide of Markland Campbell on June 7th, 2019 in the By-Ward Market.  

Investigators are looking to identify and speak with a person who left the By-Ward Market area in a taxi shortly after the shooting. (See photos)

(Ottawa)-This morning, the 18 year old male appeared in court. Donald MUSSELMAN was charged with 2nd degree murder.

Homicide investigation at ByWard Market Square and York Street

(Ottawa) –Frontline officers attended the area of ByWard Market Square and York Street for reports of a shooting on Friday evening.  A male victim suffering from gunshot wounds was located on the sidewalk. He was transported to the hospital where he succumbed to his injuries. The 42 year old male victim was identified as Markland Campbell of Ottawa. 

An 18 year old male suspect has been arrested in relation to this shooting and there are no other suspects being sought. He will appear in court Sunday morning.
