Metcalfe man charged with child pornography offences

FOR IMMEDIATE RELEASE: Friday, January 13, 2017         3:45pm 

(Ottawa) – This week the Ottawa Police Service Internet Child Exploitation Unit (ICE) received information from a concerned member of the public regarding the alleged illegal downloading of Torrent files with names indicative of Child Pornography.   

The subsequent investigation conducted by the Computer Forensics Unit (CFU) and ICE confirmed the downloaded movies and images to be Child Pornography and in the approximate range of 1100 files -- the majority of these being prepubescent. 

Today the ICE Unit arrested and charged Michael LILLIE, 37 years old, from Metcalfe with:

  • Make Available Child Pornography s. 163.1(3) of the Criminal Code x1
  • Access Child Pornography s. 163.1(4.1) of the Criminal Code x1
  • Possession Child Pornography s. 163.1(4) of the Criminal Code x1
  • Unlawfully Possess Schedule II Substance s. 4(1) of the CDSA x1

He will appear at show cause court on Friday, January 13, 2017.

Ottawa woman facing charges for over $33,000 of defrauding

 (Ottawa) – (Ottawa) –The Ottawa Police Service Organized Fraud Unit has charged an Ottawa woman with Fraud offences. 

Sarah CUNNINGHAM, 45 years old, of Ottawa, has defrauded a landscaping company for over $33,000 while handling it’s bookkeeping between October 2015 and October 2016.  

She is facing charges of Fraud Over $5,000 and Uttering a Forged Document. 

CUNNINGHAM was charged on January 13th and released with a Promise to Appear and an Undertaking.  She will appear in court on February 13, 2017.

Help us locate missing 55 year old women

  (Ottawa) –The Ottawa Police Service is asking for assistance in locating a missing female, Judy Cummings of Ottawa.   Her family is concerned for her well-being. 

Judy was last seen in the morning of January 10th, 2017, in the area of Booth Street. 

She is described as a white female 55 year old white female, 5’ (152cm), 130lbs (59kg), short light brown hair, hazel eyes, no clothing description.  Judy is in need of medication. 

If you know where Judy currently is, please immediately contact Ottawa Police Dispatch at 613-230-6211.  If you have information that could assist investigators, but do not know where he is currently, please contact the Missing Persons Unit 613-236-1222 x 2355 between 8:00 am and 4:00 pm, daily.

CDSA warrant executed on Bank Street results in two arrests

FOR IMMEDIATE RELEASE: Monday, January 16, 2017     11:40am 

(Ottawa) –On Saturday, January 14, 2017, the Ottawa Police Service Drug Unit executed a Control Drug and Substance Act (CDSA) search warrant at an illegal marijuana dispensary located at 386 Bank Street.

On scene, two adults - a male and a female - were arrested without incident. Their names are not being released at this time so as not to jeopardize the integrity of the ongoing investigation.  

They are both facing charges of:

  • Possession of a Schedule II substance for the Purpose of Trafficking 5(2) CDSA x 7
  • Possession of Proceeds of Crime 354(1)(a) Criminal Code
  • Possession of a Prohibited Weapon 88(1) Criminal Code

Drugs and Property seized:

  • Marijuana
  • Hashish
  • THC edibles
  • THC gummies
  • Undisclosed amount of Canadian Currency
  • Cellular telephones
  • Pepper Spray

The Ottawa Police Service would like to remind the public that storefront marijuana dispensaries are illegal and have no association with lawful medical marijuana.   Investigations related to such illegal storefronts will continue.

Marijuana is only legal when prescribed by a physician and accessed from an authorized producer. You can find more details on legal access to medicinal marijuana.

The Ottawa Police Service continues to encourage members of the public to report illegal drug activity.

Suspects sought in numerous convenience store robberies

(Ottawa)— The Ottawa Police Service Robbery Unit is investigating a series of recent convenience store robberies and is seeking the public’s assistance to identify two suspects. 

Between January 9 to 13, 2017, a series of four convenience store robberies has occurred across the city:  

  • January 9,  1:45 am at the 1000 block of Merivale Road
  • January 10,  4:55 am at the 2000 block of Montreal Road
  • January 12,  1:10 am at the 1000 block of Pleasant Park Road
  • January 13,  6:10 am at the 1000 block of Merivale Road 

On each occasion, a demand was made for cash and/or cigarettes by the same suspect. On multiple occasions, a second suspect was seen. That suspect remained by the door and is believed to have kept watch. To date there have been no injuries. On one occasion a knife was brandished, and on another, a bottle.

The suspects are described as follows:

#1-Black male, early 20s, medium height, thin to medium build, dark longer curly hair. He has been noted to wear a black coat, with a fur-lined hood, a grey hooded jacket underneath, grey pants with white vertical stripes up the legs, tan coloured boots (images attached.)  

#2-Male, 30’s, dark complexion, medium height, larger build (image attached.)

Ottawa Police adjusts hours at Elgin, Huntmar, and 10th Line Front Desks

FOR IMMEDIATE RELEASE: Wednesday, January 18, 2017            1:53pm 

(Ottawa)— On January 23, 2017, the Ottawa Police Service will be adjusting the hours at the Elgin, Huntmar, and 10th Line Front Desks so they are the same across the city and more in line with public demand. The new hours for all three Front Desks will be 7:00am-7:30pm, seven days a week. 

In addition to the change in hours, some services that were previously offered by the three Front Desks will now be offered exclusively at our 2670 Queensview Drive location, namely copies of police reports and alarm payments. Queensview Drive is opened Monday to Friday from 7:30am to 5:00pm; check ottawapolice.ca for various services hours. 

The three Front Desks will continue to operate the Collision Reporting Centres, take police reports, accept applications for background checks, process sign-ins, and assist with vehicle releases. 

What our changes mean for the public…

On weekends, Huntmar and 10th Line will have extended their service by over 4 hours, while Elgin will be reducing its hours by 1hour and 30 minutes – making our Front Desk services more widely available across the City.

Residents requesting copies of police reports, or to make alarm payments in-person must attend 2670 Queensview for these services. Alarm payments will continue to also be taken by phone. 

As we continue to improve our processes, these services will no longer be available at our other Front Desks.

In the coming months, a new online application for police records checks will be available for residents of Ottawa. The application is currently being tested with selected users at Queensview.

After April 19, 2017, in-person background check applications will only be accepted at 2670 Queensview Drive.

Records checks and collision reporting account for over 50% of the requests made by the public at our Front Desks; less than 5% of the requests are related to copies of police reports and alarm payments. Additionally, demands from the public peak between 9:00am-5:00pm.

Ottawa man charged with child pornography offences

FOR IMMEDIATE RELEASE: Thursday, January 19, 2017   8:00am 

(Ottawa) – On Wednesday January the 18th 2017, Ottawa Homeland Security Investigations (HSI) notified the Ottawa Police Service Internet Child Exploitation Unit (ICE) of an investigation by Customs Border Protection (CBP) at the Ottawa International Airport. 

During a secondary search by CBP a resident of Ottawa attempting to travel to Chicago was denied entry to the United States based on suspected videos of Child Pornography observed on the subject’s cell phone. 

Subsequent investigation conducted by ICE confirmed the videos to meet the Criminal Code of Canada definition of Child Pornography. 

A search warrant is being prepared by the ICE Unit to forensically examine all digital devices seized from the Ottawa International Airport.

Abdul RAHIM, 41 years old, is charged with: 

  • Possession Child Pornography s. 163.1(4) of the Criminal Code
  • Distribution (attempt to export) Child Pornography s. 163.1(3) 

He will appear at show cause court on Thursday, January 19, 2017.

Ottawa Police raises $100,000 for local charities during annual Gala

FOR IMMEDIATE RELEASE: Monday, January 23, 2017      4:00pm 

(Ottawa) — This evening, Ottawa Police Service Chief Charles Bordeleau will present two cheques, each totalling $50,000, to the Ottawa Distress Centre and the Youville Centre, at the Ottawa Police Services Board’s meeting. The cheques represent the total funds raised at the seventh annual Police Gala held on Saturday, November 5, 2016, at the Shaw Centre. 

The Ottawa Police has been hosting the Gala since 2010 and has raised $645,000 to date. 

“Every year we celebrate not only our police service, but also those who work tirelessly to make this city one of the best places to live,” said Chief Charles Bordeleau. “The gala has a lasting impact beyond the event itself through the funds we raise for local charities that deliver much needed services and programs to the most vulnerable in our community.” 

Applications from local registered charities interested in becoming the next charity of choice are currently being accepted. Interested applicants can complete and submit a Charitable Application Form. The deadline for applications is February 20, 2017.

The OPS would like to acknowledge this past year’s Gala sponsors for their commitment and leadership, particularly the two Platinum Sponsors, TELUS and The Barley Mow.  

The eighth annual Police Gala will be held on Saturday, October 28, at the Shaw Centre. Tickets for this event will go on sale in the spring.

Charges laid in series of commercial break & enters

(Ottawa) — The Ottawa Police Service Break & Enter Unit is investigating several recent retail break & enters and charges have now been laid.

On January 21, 2017, Ottawa Police responded to a series of three retail break & enters:

*       100 block of Dalhousie St @ 1:55 am

*       400 block of Sussex Dr @ 7:15 am

*       100 block of Parent Ave @ 7:45 am

In all cases a rock or similar was thrown through a window in order to gain entry. Small losses of cash were reported in being taken in two of three instances. Nothing was taken in the first break-in.

On January 23, 2018, at approximately 11:45 am, Ottawa Police responded to a residential break-in that had just been committed. A suspect smashed a window to gain entry and was seen walking away from the residence. Police were called and directed to the suspect, who was then arrested without incident. Property from the residential break-in was recovered at the time of arrest.

As a result of four investigations, Luis ROCHA, age 44 of Ottawa, is charged with the following offences:

*       One count of breaking & entering with intent to commit an offence

*       Three counts of breaking & entering and committing an offence

*       Four counts of breach of probation

*       Two counts of failure to comply with recognizance

Mr. Rocha will appear in court January 24, 2017.

Seeking to identify a person of interest from November 2015 shooting, with video

 Male Shot at Montreal Road and Bradley Street

(Ottawa)— At approximately 10:30pm on November 21st, 2015, the Ottawa Police Service responded to a shooting at Montreal Road and Bradley Street. When uniformed officers arrived they located a male victim who had been shot in the lower leg. 

Further investigation revealed that an unidentified black male, in his early 20’s and wearing a suit, had fired multiple rounds from a semi-automatic handgun at the victim while he was trying to run away. The male victim, who is known to the Guns and Gangs Unit, was hit at least once. The victim is not cooperating with investigators and the shooting is believed to be gang related.

Unsolved gang-related murder investigations

FOR IMMEDIATE RELEASE: Tuesday, January 24, 2017  12:59pm

 (Ottawa) — The Ottawa Police Service Major Crime Section continues to investigate several unsolved gang-related murders. A task force made up of officers from Major Crime, Guns and Gangs and Street Crime is asking for the public's help in solving the following cases. 

"We know there are connections between these cases and we know there are people in our community who have information our investigators need," said Staff Sgt. Bruce Pirt. "We are asking them to contact us and help us solve these homicides." (video) 

Leslie Mwakio Homicide 

Occurred December 6, 2016 at about 10:40 p.m. at Bayswater Avenue and Laurel Street. Officers found shooting victim Leslie Mwakio in the driver's seat of a silver Jeep Patriot. Witnesses observed a dark coloured vehicle leaving the area following the shooting. 

Abdi Jama Homicide 

Occurred September 25, 2016 at an after-hours nightclub on Shillington Avenue. Multiple rounds were fired during an altercation between two suspected gangs. Abdi Jama died as a result of gunshot injuries. Witnesses left prior to police arrival. 

Eric Vongviset Homicide 

Occurred on November 13, 2011 on Charleston Street, Ottawa West. Eric Vongviset was shot multiple times as he left his home in what is believed to be a targeted shooting. 

Mohamed "Casper" Ali Homicide

Occurred on May 7, 2009 at Bar 56. Multiple gunshots were fired inside the busy nightclub. Two victims were shot. Mohamed "Casper" Ali succumbed to his injuries in hospital. Police believe that following an altercation between possibly two feuding gangs, shots were fired into the crowded bar. Suspects fled toward York Street and boarded a taxi. They are believed to have attended bars on York Street prior to murdering Mr. Ali. 

Wanted for Murder 

There is a Canada-wide warrant for the murder of Omar Rashid-Ghader. Wanted is Mustafa "Heff" Ahmed. Mustafa "Heff" Ahmed shot and killed Omar Rashid-Ghader inside a downtown nightclub on August 14, 2016. Mustafa "Heff" Ahmed is believed to have fled to Toronto and is considered to be armed and dangerous.

60 year old man missing

(Ottawa) — The Ottawa Police Service is asking for assistance in locating missing male Stephen Hampel, aged 60, of Ottawa. His family is concerned for his well-being.

Stephen went missing on January 6th, 2017 in the afternoon, and was last seen in the area of Somerset Street.

Stephen is a described as white male, 5'11"(180 cm), 120-130 lbs(54-59 kg), thin build with very short grey hair, clean shaven and wears glasses. There is no clothing description available for him.

Suspects sought in jewellery store robbery

FOR IMMEDIATE RELEASE: Wednesday January 25, 2017             12:00 pm 

(Ottawa) — The Ottawa Police Service Robbery Unit is investigating a recent robbery of a south end jewellery store and is seeking the public’s assistance to identify the suspects responsible.

On January 16, 2017, at approximately 4:20 pm, a number of suspects attended a jewellery store situated along the 1700 block of Bank Street. One suspect initially entered, gained access, and then appears to have held the door open for three fully disguised suspects who followed. That initial suspect then turned and left the premises. The three suspects, carrying large hammers, proceeded to smash a number of the display cases and made off with a quantity of varied jewellery. One of the suspects carried an aerosol can, which he discharged and lit with a small torch. There were no injuries.

The suspects are described as follows (images attached):

Suspect #1, who initially enters, is described as being a male, Middle Eastern descent, short dark hair, some facial hair, having a dark moustache, a short beard and a pinch between his lower lip and chin.  He wore dark sunglasses, a large watch on right wrist, a winter coat with large fur trim hood, dark pants and shoes. 

Suspect # 2 was masked.  He wore a dark light weight Adidas jacket, with dark green stripes on sleeves, with a hood up, black shoes, black gloves, white socks. He carried a large duffel bag, black or grey.

Suspect # 3 was masked.  He is described as being a light-skinned male. He wore grey track pants, with a black thick stripe on lower portion of the outer pant leg near the ankle, black gloves and black shoes.  He carried a black and grey knapsack.

Suspect #4 was masked. He is described as a light skinned male. He wore black sweatpants with a white stripe down the leg, a red/black jacket with a hood, black gloves. He carried a red Goodlife bag.

BRR-RING IT ON for the 3rd Annual Polar Plunge for Special Olympics

(Ottawa) – The Ottawa Police Service is honoured to host the 3rd Annual Polar Plunge for Special Olympics taking place at Algonquin College (north side of ‘P’ Building) on Saturday, March 4, 2017 in partnership with the Ontario Law Enforcement Torch Run (OLETR).

The Polar Plunge takes place in several cities across Canada and raises much-needed funds for the athletes and families of Special Olympics Ontario.

“Make it a team building activity and get your coworkers, friends, family and teammates together to make a splash and help out some pretty amazing local athletes,” said Ottawa Police Constable Mike Edens, captain of Polar Plunge team ‘Shock and Thaw’.

Plunging begins at 9am! There is free parking at Algonquin College located at1385 Woodroffe Avenue.

“The OLETR are Special Olympics Ontario’s strongest supporters. Events like the Polar Plunge bring communities together to empower athletes through the joy of sport,” stated Glenn MacDonell, President and CEO of Special Olympics Ontario.

Suspect sought in retail robbery on Rideau Street

FOR IMMEDIATE RELEASE: Thursday, January 26, 2017   10:10am 

(Ottawa) — The Ottawa Police Service Robbery Unit is investigating a recent retail robbery and is seeking the public's assistance to identify the suspect responsible. 

On January 9, 2017, at approximately 11:15pm, a lone male suspect entered a convenience store situated along the 100 block of Rideau Street. The suspect produced a knife and made a demand for cash. The suspect fled the premises with an undisclosed quantity of money.  There were no injuries. 

The suspect is described as being a Caucasian male, 25-30 years old, with brown facial hair. At the time, he wore a grey winter jacket, a grey hooded sweater and a red t-shirt (see pictures).

Youth arrested with a bow & arrow and hatchet in Barrhaven

FOR IMMEDIATE RELEASE: Thursday, January 26, 2017    1:25pm 

(Ottawa) –Yesterday, the Ottawa Police Service arrested a young male in response to a 911 call regarding a young male carrying a bow and arrow walking down the street on Kennevale, Constable and Pickwick, and then he was seen going towards a police officer who was inside a cruiser. 

A 14 year old male, from Ottawa, was arrested around 4:00pm after a standoff with a bow and arrow. He was also in possession of a hatchet. Two nearby schools went into secure mode. 

The situation was deescalated with police tactical verbal commands.   The minor was arrested with no incident, and there were no injuries sustained by the youth and officers involved. 

The 14 year old is charged with:

  • Possession of Weapons Dangerous x 2
  • Carry Concealed Weapon x 1
  • Assault with a weapon x 2 

The West Criminal Investigation Unit is seeking further information from witnesses, especially those at scene who have filmed the incident.

Theft from vehicles charges laid against two men - one is the subject of an attempted murder warrant

FOR IMMEDIATE RELEASE: Thursday, January 26, 2017    3:47pm 

(Ottawa) –The Ottawa Police Service has arrested and charged two males for what started with a 911 complaint about thefts from vehicles in the area of Olympic Way. Patrol Officers were dispatched to the area and a K9 officer who was also near the area attended. 

At approx. 1:30am today, the two males were seen by the K9 officer in and around a vehicle matching the description of the initial 911 call. The K9 officer exited the vehicle making verbal demands but a suspect inside the vehicle fled on foot. A foot chase ensued, the male was arrested a short distance away with no incident and he was handed to Patrol officers on scene to continue the arrest. 

The second male suspect, who was nearby the vehicle when the 1st suspect was spoken to, fled the scene. The K9 officer returned to the scene where a K9 tracking commenced with K9 Riso.   The track was successful and ended in a fenced-in backyard, where the second male was located and arrested with no incident. 

Keluntung (Kel) SAMURA, 19 years old, of Ottawa, is facing charges of:

  • Attempt to commit an offence
  • Carrying concealed weapon x 1
  • Trespassing at night x 1
  • Failure to comply with recognizance x 2
  • Failure to comply with probation order x 2
  • Possession of property obtained by crime under $5000 x 1 

SAMURA was also arrested for an Ottawa Police warrant from a separate investigation for Attempted Murder in the January 6th Spruce Street stabbing. 

Anthony Noel STONER, 23 years old of Ottawa, is facing charges of:

  • Uttering threats x 2
  • Carrying concealed weapon x 1
  • Attempt to commit an offence
  • Trespassing at night x 2
  • Failure to comply with a probation order x 3
  • Possession of property obtained by crime under $5000 

This is a great reminder to communicate to residents of Ottawa that Crime Prevention starts with communities looking out and staying vigilant by calling in any suspicious activity and suspicious people.

Pre-Registration opened for Information and PREP test workshop for both men and women on February 18th

(Ottawa)— The Ottawa Police Service will be hosting an Information Session and PREP Test workshop on the OACP Constable Selection Process for both men and women interested in a policing career on Saturday, February 18, 2017.  

The session is designed to educate potential candidates about the Constable Selection Process. The practice sessions will also give the participants an opportunity to see if they can meet the physical requirements of the job.

The February 18th session will be held between 9:00am to 2:00pm at Algonquin College Woodroffe Campus, P building, 1385 Woodroffe Avenue, in Ottawa.

Gym attire is required. If you are 45 years of age or older, a PARMED X will be required by your doctor.

In order to attend the session, you must pre-register online via survey monkey as space is limited.  Registration for this workshop has now commenced.

Driver is charged with Assault following a road rage incident

(Ottawa) –The Ottawa Police Service Central Investigations Unit has charged a driver involved in a road rage incident with a cyclist on January 11, 2017 at approx. 3:20pm.

The male driver and male cyclist became involved in a verbal confrontation while both were northbound on Bronson Avenue. More words were exchanged when both arrived at the Bronson Avenue and Slater Street intersection.  

The cyclist got off his bicycle, placing it in front of the vehicle continuing the verbal confrontation. The driver continued to move forward, slowly pushing the cyclist through the intersection. At one point, the driver got out of his vehicle, grabbed the bicycle and threw it to the ground and then he assaulted the cyclist. 

Police were called and patrol officers attended the scene.  Witnesses on scene also stood in front of the driver’s vehicle so that police could respond to the incident.

This investigation was later reviewed in light of video evidence, witness statements and the victim coming forward wanting to pursue charges.

On January 28th Patrice LEPAGE, 47 years old, of Gatineau, was charged with:

  • Dangerous operation of Motor vehicle
  • Assault
  • Mischief under $5000

He was released on a recognizance to appear in court.

The investigation continues.

STEP to focus on vehicle occupant restraints and red light running

Ottawa– The Gatineau Police Service and Ottawa Police Service’s Selective Traffic Enforcement Program (STEP) will focus on vehicle occupant restraints and red light running  during the month of February.

Vehicle Occupant Restraints:

Between 2011 and 2015, there were 210 collisions due to the lack of or improper use of vehicle      occupant restraints resulting in 13 fatalities and 221 injuries.

Red Light Running:

Between 2011 and 2015, there were 3841 collisions resulting in 1289 injuries and 4 fatalities.

The Safer Roads Ottawa Program is a leading community partnership between Ottawa Fire Services, Ottawa Paramedic Service, Ottawa Police Service, Ottawa Public Health and the Public Works Department committed to preventing or eliminating road deaths and serious injuries for all people in the City of Ottawa, through culture change, community engagement, and development of a sustainable safe transportation environment. 

Also participating in the Safer Roads Ottawa Program are the Royal Canadian Mounted Police (RCMP), Ontario Provincial Police (OPP), Sûreté du Québec, Department of National Defence’s Military Police and Gatineau Police Service to improve road safety for all residents of the national capital region.

Ottawa residents have identified traffic safety as a top priority. The Safer Roads Ottawa Program is committed to using available resources to make Ottawa roads safer for residents.
