Homicide investigation on Joseph Cyr Street

(Ottawa) –The Ottawa Police responded to a medical call in the 1100 block of Joseph Cyr Street at 5:30am this morning in relation to an injured male.

Police, paramedics and firefighters attended the Joseph Cyr location and a male victim was located suffering from stab wounds.   The male was transported to the hospital with critical, life threatening injuries.  The male has succumbed to his injuries.

The male is 24 years old. Police will not identify the victim pending next of kin notification.

Major Crime is the lead investigating section.

A stabbing investigation results in a quick arrest

FOR IMMEDIATE RELEASE: Tuesday, February 7, 2017      11:22am 

(Ottawa) –The Ottawa Police Service Central Criminal Investigations Unit has arrested and charged a youth involved in a stabbing investigation from the 1400 block of Caldwell Avenue. 

On Monday, February 6th, 2017 at 3:00am, an altercation took place on the 1400 block of Caldwell Avenue between two males, one in his late teens. The youth had possession of a knife, which resulted in the stabbing of a 38 year old male victim. The youth left the scene prior to police arrival. 

The victim was transported to hospital with serious injuries. He is in critical but stable condition. 

A quick response from the Investigators working with patrol rendered an arrest at 5:00pm without incident. 

The Youth is facing charges of:

  • Aggravated assault
  • Assault with a weapon
  • Possess weapon dangerous to the public peace 

The youth is in show cause court today, Tuesday, February 7th, 2017.

Neighbourhood Watch Chair and Secretary Position opportunity

(Ottawa) – Ottawa Neighbourhood Watch is a citywide community program supported by the Ottawa Police Service. The Ottawa Neighbourhood Watch Executive Committee (ONWEC) is currently seeking volunteer applications for the role of Chair and Secretary to establish a new board.

The right volunteer should possess knowledge of Neighbourhood Watch programs, experience with working on a board, leadership within the community, good communication skills, willingness to engage in a positive dialogue with community and working with members of the Ottawa Police. Members normally serve a two-year term and must be willing to commit to monthly meetings.  

The Deadline for submissions will be Tuesday, February 21st, 2017. Please visit ONWEC for further details and application forms.

Snow Removal Contractor Charged with Fraud

FOR IMMEDIATE RELEASE: Wednesday, February 08, 2017                      1pm

(Ottawa) — On January 31, 2017, the Ottawa Police Service Organized Fraud Unit arrested and charged Ryley SAUMURE with fraud under $5,000, possession of proceeds of crime and laundering proceeds of crime.

Ryley Saumure, the owner and operator of Boxer Snow Removal Inc., secured snow removal contracts for the winter season of 2016/2017 and failed to provide the service. Saumure used alias names, phone numbers and emails that expire for contracts. His primary method of advertisement was on kijiji.

At the time of these charges, Ryley Saumure was currently before the courts for the same type of offences. In 2016, Ottawa Police Organized Fraud Unit arrested and charged Ryley Saumure for fraud over $5,000, fraud under $5,000, possession of proceeds of crime, personation and laundering proceeds of crime. Rylye Saumure was at the time owner and operator of Capital City Lawn and snow removal. He engaged in grass cutting contracts and snow removal and failed to provide a service.

The Ottawa Police Service would like to thank the community for their assistance in providing information that led to a speedy and successful investigation.

The Ottawa Police Organized Fraud Unit advises citizens to be cautious when dealing with contractors soliciting work door-to-door and from various internet sites.

Help identify male suspect for assault with a weapon on Rideau Street

(Ottawa) –The Ottawa Police Service Central Criminal Investigations Unit is seeking public assistance to identify a male suspect involved in an assault with a weapon. 

On January 26th, 2017 at approx. 9:30pm, an altercation took place between two males near thee 1-100 block of Rideau Street. One of the males involved in the altercation was carrying a black handgun. This same male assaulted the other male with the handgun. Investigators are looking to identify this male suspect.

The suspect is described as a male with light brown skin, 5’5” (165cm). He was wearing a puffy winter jacket and white sweat pants (see picture.)

Suspect sought in residential break & enter

(Ottawa) — The Ottawa Police Service Break & Enter Unit is investigating a January break & enter to a home and is seeking the public's assistance in identifying the suspect responsible.

During the night of January 7-8, 2017, suspect(s) entered a home situated along Fordham Private in the Central Park neighbourhood. The suspect(s) gained entry through an insecure garage door. Items were taken from the garage and the interior of the home as the occupants slept. Among the items taken was a credit card, which was used during the early morning hours of January 8, 2017, at stores along the Carling Avenue corridor, including a grocery store.

Investigators are seeking the public's assistance to identify the male depicted in the images attached.

Suspects arrested in convenience store robbery

FOR IMMEDIATE RELEASE: Thursday, February 9, 2017      3:30pm  

(Ottawa)— The Ottawa Police Service Robbery Unit has laid charges in connection to the overnight robbery of a convenience store.

On February 9, 2017, at approximately 12:20am, a lone male suspect entered a convenience store situated along the 200 block of Parkdale Avenue. The suspect, disguised and armed with a knife, made a demand for cash. The suspect fled with an undisclosed quantity of cash to a waiting vehicle. The suspect and driver were arrested a short time later by police. There were no injuries.  

Chad BROWNRIGG, 42 years old, and Kerry WENDELL (F), 41 years old, both of Ottawa are jointly charged with the following offences:

  • Robbery
  • Conspiracy to commit an indictable offence 

Brownrigg is additionally charged with: 

  • Wearing a disguise
  • Possession of a weapon
  • Forcible confinement
  • Possession of a Schedule I substance 

Wendell is additionally charged with:

  • Possession of a Schedule I substance 

Both are to appear in court on February 9, 2017. 

The Robbery Unit is investigating a series of retail robberies that occurred December 2016 to date. Additional charges may be laid as the investigation progresses.

Suspects sought in swarming in Glebe Memorial Park

FOR IMMEDIATE RELEASE: Friday, February 10, 2017  1:00pm 

(Ottawa) — The Ottawa Police Service Robbery Unit is investigating a January swarming and is seeking the public's assistance to identify one of the suspects believed responsible. 

On January 2, 2017, at approximately 11:00 pm, a group of people were playing hockey in Glebe Memorial Park when three persons arrived in a Silver Mazda 3. Two suspects (passengers) exited the vehicle and approached the victims. One was armed with what is believed to have been a Taser like device, and brass knuckles. Two persons of the group were assaulted by one of the suspects and one was assaulted with the conductive energy weapon. That suspect made a demand for wallets and cell phones. The suspects fled with property belonging to four victims. A short time later, a stolen card was used at a convenience store situated along Greenbank Road by a person believed to be suspect #1. The two victims assaulted sustained minor injuries that did not necessitate further medical attention. 

The suspects are described as follows:

Suspect #1: white male, age 28-30, 5'8"-5'9"(173 cm - 175 cm), English speaking no accent; bald, ginger goatee or beard, wore a grey hoodie, jeans (images attached.) 

Suspect #2: white male, age 28-30, 5'8"-5'9"(173 cm - 175 cm), English speaking, wore white shirt and snapback hat. 

Suspect #3: driver/no description

Results of Traffic blitz on tow truck operators

FOR IMMEDIATE RELEASE: Friday, February 10, 2017   1:25pm

(Ottawa) — The Ottawa Police Service Traffic Enforcement Unit did a two day city wide blitz on February 7 & 8th targeting tow trucks.  The blitz was done to ensure tow trucks drivers were abiding by all the regulations set out by the law including new Ministry of Transportation regulations in effect since January 1st 2017.

As a result, 22 tow trucks were inspected. From these, several drivers were charged with different Highway Traffic Act offences.

Some of the charges include failure to stop at stop sign, improper class license, modified vehicle, covered plates, tinted windows and more. Two drivers were found to be suspended drivers and two operators were also charged for failing to register their commercial vehicles (CVOR).

“Motorists are reminded that, in Ottawa, it is illegal for tow operators to solicit business at collision scenes. Do not deal with any tow operators who approach you following a collision - call the 1-800 number on your insurance card for advice,” says Sergeant John Kiss, the Ottawa Police Impaired Driving Countermeasures/Impounded Vehicles Coordinator.

It is important for Ottawa residents to know these rules especially when involved in a collision and/or attending one of our Collision Reporting Centres.

Police conduct enforcement blitz on snowmobile trails

(Ottawa) – The Ottawa Police Service, Safer Roads Ottawa and Ottawa Fire Services remind snowmobilers of the importance of making smart choices, like riding sober, avoiding lakes and rivers and using established snowmobile trails.

This past weekend, Ottawa Police conducted enforcement on local trails, checking validation, trail permits and enforcing speed limits. A total of 360 snowmobiles were stopped on February 11 and 12th and 25 Provincial Offence Notices were issued.

“Every year there are injuries and impaired driving charges relating to snowmobiling,” said Ottawa Police Traffic Sergeant Eddie Yeoumans. “We want people to have fun, but stay safe. Obey speed limits, stay on the trails and always carry your insurance documents and trail permit with you.”

The Ottawa Police Marine Dive Trail (MDT) Unit and Ottawa Fire Services Water & Ice Rescue Team invite you to look at snowmobile safety tips

Here are some quick tips before you head out:

  • Inform others of your destination and estimated arrival time;
  • Check your headlights, taillights and brake lights to ensure they are in working order;
  • Wear suitable clothing to prevent hypothermia - remember that children are particularly susceptible to the cold;
  • Carry first aid and survival kits;
  • Have all permits/documents on hand; and
  • Plan your route and make sure you have ample fuel for your planned route and extra.
  • Always be prepared to stop, especially for wildlife, which moves along trails at night.

Shooting investigation with unconfirmed scene location

(Ottawa) –The Ottawa Police Service Guns and Gangs unit is investigating a shooting that took place in the early evening on February 14th, 2017 after being informed by the hospital about a male victim suffering from a gunshot wound.   

Frontline officers attended the hospital at approximately 7:00pm and met with a 30 year old male victim suffering from a non life threatening injury. Investigators have yet to confirm the location of a shooting scene as well as the time of the shooting. 

The Guns and Gangs Unit is investigating.

Shooting investigation resulted in three men arrested

FOR IMMEDIATE RELEASE: Friday, February 17, 2017      11:24am 

  (Ottawa) –The Ottawa Police Service arrested three male suspects involved in a shooting incident in the Willow Street and Rochester Street area on February 16th around 2:00pm. 

Frontline officers located a 52 year old male victim at the Willow Street and Rochester Street area, suffering from a gunshot wound.    He was transported to the hospital with non life threatening injuries. 

The criminal investigation brought frontline and tactical officers, supported by the Guns and Gangs Unit, to the 100 block of Rochester Street and the 2000 block of Jasmine Crescent.  Three male individuals were taken into custody without incident at these locations.   The Guns and Gangs unit subsequently executed three judicial authorizations (Criminal Code and CDSA).    The investigation and seizures resulted in two males being released unconditionally and one male, Jamal Mohamed MOHAMED, 34 of Ottawa, is being charged with: 

  • Use of firearm / commit indictable offence
  • Use / handle / store firearm carelessly
  • Point a firearm
  • Possession of a weapon dangerous to public peace
  • Carry concealed weapon
  • Possession of loaded regulated firearm
  • Discharge firearm being reckless as to the life or safety of another person 

Additional CDSA (Controlled Drugs and Substances Act) charges will be added. 

The Ottawa Police Service would like to highlight the active witness participation in this incident by members of our community.  This participation led directly to the above mentioned outcomes.

Missing 16 year Courtney Scott

 (Ottawa) –The Ottawa Police Service is asking for assistance in locating a missing female, Courtney Scott, 16 of Ottawa. Her family is concerned for her well-being. 

Courtney went missing on February 14, 2017 in the evening. She was last seen in the area of Old Montreal Road. 

Courtney is described as an Inuit female, medium complexion, 5’4” (163cm), 120lbs (54kg), thin build, short brown hair with highlights, brown eyes, no glasses, no clothing description, possibly wearing jeans.

Brianna Taylor, Missing Youth

(Ottawa)— The Ottawa Police Service is asking for assistance in locating missing youth Brianna TAYLOR, 15 years old, Ottawa.  Her family is concerned for her well-being as she is a youth at risk.

TAYLOR went missing on 16th February 2016 in the morning, and was last seen on Wilhaven Drive, Ottawa.

She is a female, 5'7" (170 cm), slim build, with a dark complexion, with brown eyes, brown long hair with hair extensions.  Was last seen wearing a gold and yellow sweatshirt, black pants, purple coat and carrying grey school bag.

Drug investigation results in 12 people arrested

(Ottawa)—In September 2016, the Ottawa Police Service (OPS) Drug Unit began investigating a group of people believed to be in control of a distribution network for counterfeit pills containing Fentanyl. The Ontario Provincial Police (OPP) provided assistance during the investigation, as this product was also being dispersed to rural areas of eastern Ontario.

This morning, OPS and OPP executed a total of six warrants in Ottawa including a single family residence, two town homes, two apartments and a storage locker.

A total of 10 people (6 males, 4 females) were arrested at scene and two people were arrested this afternoon in Ottawa (1 male, 1 female). They are expected to be charged later this afternoon and will appear in court tomorrow in Ottawa. As such, Ottawa Police will not identify suspects at his time.

Items seized include (see pictures):

  • 2 assault rifles; 
  • 2 rifles; 
  • 1 shotgun;

  • 2 stun guns disguised as a cell phone;
  • Ammunition;
  • Canadian currency over $130,000.

Drugs seized include:

  • Counterfeit pills containing Fentanyl (pending analysis from Health Canada)
  • Fentanyl powder
  • Cocaine
  • Methamphetamine

Charges that will be laid include:

  • Possession for the purpose of trafficking;
  • Possession of Proceeds of Crime; and
  • weapons charges.

More information will be released tomorrow about the identity of suspects and charges laid.

Shots Fired on Prince of Wales Drive

FOR IMMEDIATE RELEASE: Friday, February 17, 2017       4:17 pm

 (Ottawa) – The Ottawa Police Service West Criminal Investigation Unit, is currently investigating an altercation between several unidentified males, which resulted in a single gunshot being fired. The incident occurred in the area of Prince of Wales and Meadowlands Drive at approximately 5:35 p.m. February 16th 2017.

Several witnesses have cooperated with police. Police are requesting the public’s assistance and would like to speak to anyone who may have information to assist in this investigation. Police have yet to identify any possible victims, however the shooting does appear to be targeted attack and not random.

Two Impaired Snowmobilers Arrested in Osgoode

FOR IMMEDIATE RELEASE: Saturday, February 18, 2017    4:08pm

 (Ottawa) — Overnight on Friday, February 17th, 2017, the Ottawa Police Service MDT (Marine Dive and Trails) Unit was out on snowmobiles, conducting a safety blitz and looking for impaired snowmobile drivers and verifying their required documents. 

As a result of the operation, 19 year old of Ottawa, Darcy SIMSER was charged with impaired operation, dangerous driving, failing to stop for police, assaulting a peace officer and resisting arrest. 

An hour later, officers intercepted a second impaired snowmobiler, who also tried to flee and struck a police snowmobile. As a result of that incident, 20 year old of Ottawa, Christopher COOPER was charged with impaired operation, dangerous driving, failing to stop for police, and assaulting a peace officer.  

The Ottawa Police Service would like to remind snowmobilers to drive sober, and to stop when signalled to do so as required by law. The trails will continue to be monitored for impaired drivers until the end of season.

Impaired Driving Charges Against OPS Member

(Ottawa)—   A member of the Ottawa Police Service has been charged with impaired driving related offences following a traffic stop this morning.

Cst. Christian Nungisa was charged with Impaired operation of a Motor Vehicle and Operation of a Motor Vehicle over .08.

The traffic stop occurred at about 5:30 a.m. in Ottawa.

Cst. Nungisa remains under suspension.

Suspect charged in a series of retail robberies

FOR IMMEDIATE RELEASE: Tuesday February 21, 2017     12:42pm 

(Ottawa)— The Ottawa Police Service Robbery Unit has been investigating a number of retail robberies in late 2016 and 2017 and has now charged one suspect in relation to a number of incidents. 

On February 10, 2017, a lone suspect entered a convenience store at the Place D’Orleans Mall.  The suspect, carrying a knife, made repeated demands for cash.  The suspect fled empty-handed when the victim was unable to quickly open the register.  On Feb 13, the suspect was spotted aboard an OC Transpo bus and was arrested without incident.  The suspect appeared in court on Feb. 14, 2017 in relation to charges specific to this incident.  

As a result of the investigation that followed, the suspect has now been charged in relation to six(6) other robberies: 

Kevin MAGOFFIN, age 34, is charged with the following offences in relation to all seven (7) robberies:  

  • Seven (7) counts Robbery
  • Conspiracy to commit an indictable offence
  • Six (6) counts of possession of a weapon
  • Two (2) counts of wearing a disguise
  • Twenty-one (21) counts of breach of probation
  • Six (6) counts breach of recognizance  

Mr. Magoffin remains in custody.  His next court date is scheduled for February 22, 2017.

Person of interest to be identified from an assault investigation

(Ottawa) –The Ottawa Police Service Central Criminal Investigation Unit is looking for public assistance in identifying a person of interest from an assault investigation. 

On January 10th, 2017, around 00:30am, an aggravated assault took place in the 400 block of MacLaren Street. Investigators are looking to identify a male person of interest who was captured in the area. 

He is described as black male, 5’8” (173cm), 150 lbs (68kg), black short hair, black baseball cap with white logo at the front, dark winter hoody jacket with a reddish / orange inside, blue jeans, and beige shoes/short boots (view pictures.)
